1. According to the executive meeting of the State Council chaired by Chinese Premier Li Keqiang on Dec. 24, more employment opportunities should be given to the disabled and their families to increase their income. A system will be established to publicize the proportion of disabled employees in employing units, and those employing more disabled people than the required proportion will be rewarded. Disabled poor people in the rural area will be given priority to and incorporated into the mechanism of poverty alleviation with targeted measures.

2. The Central Work Conference on Rural Area pointed out that the new urbanization should drive the agricultural modernization. Great efforts should be made to approach the three tasks concerning 100 million people, to guide the modern production factors of urban area to flow into agriculture and rural areas and to promote the farmers’ income growth through multiple channels. Since the “Spring Buds Program” was introduced 25 years ago, 1.5 billion yuan of social donations has been raised, and 1,154 Spring Buds Schools have been established, supporting over 2.5 million “spring buds” girls. 4. Housing problem of over 9,000 poor households with the disabled in the rural areas of Fujian Province has been solved. Since 2006, “Affordable Housing Project for the Poor with Disability in Rural Area” carried out by the Welfare Foundation for the disabled of Fujian Province has raised a total of over 70 million yuan of donations for house construction. The project has assisted over 9,000 poor households with the disabled who could not afford houses or to live in the rural dilapidated houses in Fujian Province. The project is awarded “National Prize for Excellent Public Welfare Program” and “Charity Donation and Innovative Public Welfare Program Prize” by China Welfare Foundation for the Disabled.

5. The first public welfare fund for the treatment and cure of major diseases in Xinjiang has been established. Xinjiang Red Cross initiated “Angel of Love” Public Welfare Foundation Day, appointing the new Affiliated Tumor Hospital of Medical University as the designated hospital. It is the first public welfare fund for the treatment and cure of major diseases in Xinjiang. Successful application would guarantee eligible patients to enjoy a one-time financial support of 20,000 yuan from the management committee of the fund. The grant will be directly remitted to the patient’s account in the designated hospital where the patients can receive preferential treatment and cure through green channels.

6. Anhui Province allocated a higher proportion of financial assistance to the education sector compared with other sectors and made free education available to orphans. Since the beginning of 2014, Anhui Province has invested 5.177 billion yuan in the compulsory education of rural area, exempting the tuition and miscellaneous fees of students from poor families and providing them with free course books and boarding allowances step by step. The financial input on education had supported 2.138 million person-times, accounting for the largest share of the total amount. What’s more, Anhui Province took the lead in China in terms of introducing the policy of providing free education to orphans.

7. Gansu Province has offered a total of over 300 million yuan of allowances to the disabled in extreme poverty this year. In order to care for the disabled community and improve the living condition of the poor with disability, Gansu incorporated the living allowances to the disabled in extreme poverty into the program of serving the public. In 2014, dilapidated buildings of 20,000 households with the disabled have been renovated and a total of 361 million yuan of living allowance has been offered to 100,000 disabled people in extreme poverty.

8. Beijing Humanity Women’s Development Charity Foundation was established. The foundation focuses on the assistance of poor mothers and women prisoners in extreme poverty, employment training for women, and programs on education and nursing home. Previously, the foundation has co-organized “Helping Poor Mothers Program” with other charity institutions. The program has provided financial and material assistance worth over 20 million yuan, benefiting more than 30,000 person-times, and is thus awarded “China Charity Prize for Outstanding Contributions”.

9. A financial input of 1.2 million yuan has been provided to help 1,500 poor and disabled students get enrolled into schools in Shaanxi Province. Recently, Shaanxi Province allocated 1.2 million yuan to “Program to Support Poor and Disabled Children and Teenagers to Get Enrolled into School” during the academic year of 2014 to 2015. The grant is dedicated to help 1,500 disabled students in the province get enrolled into schools.

10. Liaoning Province has completed “set up documents” for 2.14 million impoverished people. Poverty alleviation offices in different counties (cities and districts) of Liaoning Province have instructed agricultural and financial sectors to specify the poor villages by grading them according to industrial standard. The poor households are classified mainly based on the farmers’ income, with many other factors taken into account. Liaoning Province has set up documents for 1,791 poor villages and 2,144 million impoverished people, distributing over two counties directly under Liaoning Province, 15 province-specified key counties of poverty alleviation and a minority border county.
