According to the investment plan for 2015 rural comfortable housing project delivered by National Development and Reform Commission, 83 million yuan will be allocated to Xinjiang Production and Construction Corps (XPCC) to support the building of 55,000 rural comfortable houses (houses for low-income families subsidized by the government). XPCC will ensure the construction of 65,000 indemnificatory homes, 55,000 comfortable houses in rural areas and renovation of 105,000 shanty areas in 2015. The Development and Reform Commission of XPCC said that the launching of the project will improve the housing conditions of farmers, especially those from impoverished families with low income or disabled family members and set an example for efficient energy conservation in house construction.

In 2015, Chongqing municipal government will provide major disease supplementary medical insurances for over 600,000 impoverished people in 13 pilot districts and counties through government procurement of service, aiming at easing the economic burden of rural poor people who suffer from serious diseases.

Yushu Tibetan Autonomous Prefecture, Qinghai Province helped local herdsmen increase income and become better off though developing Tibet-based poverty alleviation industry. In December, 2014, the Yushu Poverty Alleviation Industrial Park was built up with a total investment of 18.77 million yuan by Qinghai provincial government, providing nearly 700 employment posts for impoverished herdsmen. And the annual rent worth 1.67 million yuan from four enterprises in the industrial park will be distributed to over 3,000 poor herdsmen in 5 villages as dividend.

Mayang County, Hunan Province lifted 40,000 impoverished rural residents out of poverty through developing the financial industry. In the recent four years, Mayang has invested over 100 million yuan financial poverty alleviation fund and brought in an investment of 450 million yuan from agricultural enterprises, professional cooperative organizations and other institutions, so as to develop industries with local characteristics. As the annual net income per capita of poor rural residents doubled, 46,400 people were lifted out of poverty in Mayang, and the rate of poverty incidence decreased by 12.6%.

Liupanshui, Guizhou province lifted 145,500 people out of poverty by exploring and practicing a new development mode of “turning land resources into farmers’ equities”. In recent years, Liupanshui has devoted great efforts to develop high-efficiency agriculture based on mountainous areas through transferring land usage rights and developing agricultural cooperatives to help impoverished farmers shake off poverty, following a development mode of “three turnings” (turning land resources into farmers’ equities, turning capitals into farmers’ shares and turning farmers into the shareholders). In 2014, the annual average income per capita of 80,000 farmers increased over 1020 yuan as a result of pooling their lands as shares to receive dividend. The implementation of “three turnings” development mode has freed a total of 145,500 poor people and 15 poverty-stricken villages and towns out of poverty. Also, integrated village development program was launched in 52 underprivileged villages.

Hefei, Anhui Province will build up photovoltaic power stations in 40 poverty-stricken villages. Those photovoltaic power stations, with an annual energy output of 35,000 kilowatts, will bring a steady increase of 35,000 yuan to the whole village.

South East (Fujian) Motor Corp., Ltd (SEM) will provide assistance for the construction of libraries in at least 30 impoverished elementary schools. SEM will donate 600,000 yuan and join hands with Fujian Working Committee of Caring for Younger Generation to assist the construction of “SEM heart-warming libraries” for local poverty-stricken schools of remote areas.

Hebei Province initiated a medical assistance project for poverty reduction with one million yuan relief fund for impoverished epileptic patients. Jointly initiated by Hebei General Hospital and Hebei Red Cross Society, the medical assistance project for poverty alleviation was officially launched. The first batch of surgeries for epileptic patients will cover 100 poverty-stricken patients with a total relief fund of one million yuan.
