Liu Yongfu, deputy chief of the State Council Leading Group of Poverty Alleviation and Development and director of the State Council Leading Group Office of Poverty Alleviation and Development, together with the research group of the Office, inspected the poverty alleviation and development work in Chongqing Province. Liu, praised Chongqing government’s poverty reduction strategy and measures after an in-depth inspection of its poverty alleviation efforts including enhancing industrial development, relocating residents in ecologically fragile mountains and registering the impoverished residents. Liu asked the local government to carry on targeted poverty alleviation tasks by making full use of the advantages of China’s policies and the poverty alleviation teams stationed in rural areas.

The general office of Hebei provincial government published Opinions on Promoting Reforms and Development of Tourism by Hebei provincial government, in which 337 villages are listed as key poverty alleviation targets through the development of tourism. Hebei provincial government will assist 337 key impoverished villages to alleviate poverty through developing rural tourism. By 2020, the annual operating revenue of each village will reach one million yuan, and the impoverished areas where Mount Taihang and Mount Yan locate will be built as demonstration areas for poverty alleviation through developing tourism. The government will also build up a batch of modern leisure agricultural parks as demonstrations of rural entertainment, visits and rural life experience. A hundred agricultural parks will be upgraded by 2020, together with a series of leisure agricultural tourism route and agricultural tourism in ditch areas.

Jiangxi provincial government subsidized 278 million yuan to migrants from remote areas and lifted 700,000 people out of poverty in 2014. In recent years, Jiangxi has transformed from implementing indiscriminate poverty alleviation policy to poverty alleviation measures centering on targeted poverty alleviation. By taking measures such as migrating rural residents to cities, towns and industrial parks, improving the training methods of the “Rain Plan” (farmers training project), alleviating poverty through enhancing industrial development, the government has successfully lifted 700,000 people out of poverty, improved the living standard of 1,620,000 migrants from water reservoir area and promoted the infrastructure of impoverished areas and immigration settlement areas.

Yingzhou district of Anhui Province over-fulfilled the poverty alleviation target. Yingzhou district of Fuyang city in Anhui Province over-fulfilled the poverty reduction plan by lifting 8,518 people out of poverty in 2014. Per capita disposable income of Yingzhou rural residents has reached 9,634 yuan with a 12% year-on-year growth, ranking the first in Fuyang.

Ningxia initiated poverty alleviation pilot program through the development of photovoltaic industry. In 2015, pilot poverty alleviation programs through the development of photovoltaic industry in Ningxia will involve a total installed capacity of 50.57 megawatt with an investment of 510 million yuan, covering 12,948 rural households in 9 counties or districts (with Haiyuan district included) and 18 impoverished villages and ecological migration villages.

“Colorful Dream Plan of Action” facilitated the rehabilitation of children with autistic disorder. From 2012 to 2015, Hubei province has been carrying out the rehabilitation and assistance program for impoverished children with autistic disorder under the “Colorful Dream Plan of Action” initiated by China Disabled Persons’ Federation. The central government has provided rehabilitation training subsidies for 1,590 children aged 3 to 6 years old in Hubei with 12,000 yuan per child each year, so as to make rehabilitation training available to children in need.

Beijing released a new policy on supporting and assisting the elders by arranging the elderly who has lost the only child and the disabled elderly to live in public nursing homes. Beijing Municipal Commission of Health and Family Planning, together with other 4 institutions, released the Announcement on Further Supporting and Assisting Families with Special Difficulties under Family Planning, in which Beijing will enhance support and assistance to families with special difficulties under family planning through economic subsidies, old-age security, medical security and social care.

China assists the poverty alleviation of women through the development of tourism. The “Tourism Educational Fund” set out the three-year plan of “Ten, Hundred, Thousand and Ten Thousand Project”, which means the fund will help design and plan 10 beautiful villages, support 100 start-up models, train 1,000 rural tourism operators and managers and improve 10,000 impoverished women’s vocational skills. It is estimated that 2,000 trainees in Guizhou, Yunnan, Heilongjiang and other provinces will be trained in 2015.
