Xi Jinping: cultivate talents to realize poverty reduction and avoid inter-generational transmission of poverty. On September 9, 2015, in a letter in reply to all teachers participating in the Beijing Normal University (BNU) Guizhou workshop for the “National Training Plan (2014)”, President Xi pointed out that the most difficult task of building a moderately prosperous society in an all-round manner by 2020 lies in poverty alleviation in poverty-stricken areas. To make up for this deficiency, education must come hand in hand with poverty reduction. Therefore, making high-quality education available to children from poverty-stricken areas is one of the most important tasks of poverty alleviation. Meanwhile, it is also an important way to avoid inter-generational transmission of poverty.

In September, 2015, the online platform of “farmers handling things without leaving the village”, a national information-based poverty alleviation project started to accept applications. The project carried out by China Association of Poverty Alleviation and Development (CAPAD) officially started to accept applications submitted by 832 distributed counties and key counties for national poverty alleviation through development, as well as 495 key counties for provincial poverty alleviation through development. As an information-based system, the “farmers handling things without leaving the village” e-system has various functions, such as online transmission, and simultaneous examination and verification, bringing people more convenience through technological means.

The Ministry of Water Resources (MWR) arranged the 2015 annual assessment of poverty alleviation through water conservancy development. Recently, the General Office of the Ministry of Water Resources (MWR) issued the “Implementation Plan on 2015 Annual Assessment of Poverty Alleviation through Water Conservancy Development”, which included detailed and comprehensive arrangement of the assessment work. As is put forward in the Plan, the 2015 annual evaluation of poverty alleviation through water conservancy development will start from August 2015 and last until the end of January 2016.

The pilot project of poverty alleviation through developing photovoltaic (PV) has kicked off in Ankang, Shaanxi Province. A few days ago, Hanyin County in Ankang City became one of the first pilot counties that aimed to achieve poverty alleviation through the development of photovoltaic technology, which marked the official launch of the pilot project of poverty reduction by developing PV in Ankang City. Taking full advantage of solar energy, such an approach of poverty alleviation is realized through building distributed photovoltaic generation systems so as to help the impoverished households shake off poverty and become rich. With the adoption of targeted poverty alleviation measures, the project also provides new solutions to poverty alleviation, which will greatly boost the industry and yield more social benefits.

Ningbo, Zhejiang Province granted millions of fund to help impoverished students in Kuqa enter universities. According to the unified deployment of Akesu Prefecture and the Zhejiang-based Headquarter for Assisting Xinjiang, students with registered permanent residence at Kuqa who get enrolled by full-time universities (including technical colleges) will receive entrance scholarship offered by Ningbo Headquarter together with Kuqa County Party Committee and county government. Based on the standard of 6,000 yuan for each student, Ningbo has granted more than 1 million yuan for 185 poor students from Kuqa.

Twenty three students from poverty-stricken areas in Shiyan, Hubei Province received scholarship totaling 100,000 yuan. In the afternoon of September 3rd, Shiyan Alumni Association of Wuhan University held the 2015 ceremony of scholarship granting.23 impoverished students received scholarship worth 100,000 yuan. This is the seventh consecutive year that the Shiyan Alumni Association of Wuhan University has carried out sponsoring activities to college students from low income families. Since the fund-raising was initiated in early August, the donation has amounted to 100,000 yuan. Each of these students received 4,000 yuan as well as bags and books provided by the Association.
