Liu said that for Party and government officials in poverty-stricken counties, their primary mission is to implement poverty-alleviation policies based on the requirements put forward by General Secretary Xi Jinping: to be conscientious about four things of making sure leaders’ responsibilities, alleviating poverty with target measures, cementing social joint forces and strengthening grass-root organizations; to be accurate in six aspects, including to be accurate when determining targets of poverty alleviation, making arrangements, using fund, helping each household in need, sending delegates and making achievements; to carry out action plans of poverty alleviation through four targeted measures of support in production and career development, relocation and resettlement, minimum living guarantee program, and medical assistance.

The Central Government allocated poverty-alleviation funds of 13.8 billion yuan to support poverty relief and development in rural areas. On July 19, the Central Government allocated 13.89 billion yuan to support poverty relief and development in rural areas. The poverty-alleviation budget invested to subsidize the local governments amounted to 46.09 billion yuan, an increase of 8% compared with last year. As of now, all the funds have been allocated.

Gansu Province has decided to pool resources to carry out poverty alleviation through targeted measures, setting a goal of lifting 4.17 million people out of poverty in 5 years. Since 2012, Gansu Province has launched crucial operations on poverty alleviation. In only 3 years, 10 poverty-stricken counties and districts have got rid of poverty, 3,874 administrative villages have been relieved from poverty, and the number of people who have thrown off poverty totaled 4.3 million. However, as of the end of 2014, there were still 6,220 poverty-stricken villages, 970 thousand poor households, and 4.17 million impoverished people. Therefore, Gansu Province set a goal to pool resources to free 4.17 million people from poverty through targeted measures in 5 years.

In 2015, Xinjiang Production and Construction Corps will centralize 30% funds allocated by the Central Government for poverty relief to implement poverty alleviation through targeted measures, and the funds will be increased by 10% every year. Chongzuo City. Guangxi Province planned to lift 403 thousand people in 287 poverty-stricken villages out of poverty in 5 years. Major leaders of Chongzuo City conducted in-depth investigation of contact points in poverty-stricken villages to accurately identify the target of poverty alleviation. Poverty-alleviation industrial projects in Qinghai Province benefited 241 thousand people in 375 poverty-stricken villages in 2014. Last year, the Department of Poverty Alleviation and Development of Qinghai Province integrated 350 million yuan of funds of various kinds to carry out 135 industrial projects of whole-village advancement and construct 93 poverty-relief industrial bases in 375 poverty-stricken villages in the Province, which benefited 241 thousand people from 59.7 thousand households.

During the ‘12th Five-year Plan’, more than 10% impoverished people in China have been relieved from poverty thanks to the development of rural tourism, with the number totaling over 10 million. In 2014, there have been over 100 thousand tourism villages with rural characteristics nationwide, which had received a total of 1.2 billion tourists, nearly one third of the total number of tourists throughout the country. The revenue of rural tourism reached 320 billion yuan, a year-on-year increase of 15%, benefiting over 33 million people in rural areas.
