2015 Yearbook of China’s Poverty Alleviation and Development was issued in Beijing, demonstrating new progress of China’s poverty alleviation efforts. On October 20th, the press conference of the 2015 Yearbook of China’s Poverty Alleviation and Development and China’s Anti-poverty Development Report sponsored by the International Poverty Reduction Center in China (IPRCC) of the State Council Leading Group Office of Poverty Alleviation and Development (LGOPAD) and organized by Wuhan University was held in Beijing. As an important informative paper on China’s poverty alleviation efforts, this yearbook is a systematic review of the general situation of China’s poverty alleviation and development efforts, major policies and progress, aiming at facilitating information exchange and decision-making process of poverty alleviation organizations and departments both at home and abroad as well as assisting relevant organizations to study China’s poverty alleviation issues.

Zhang Gaoli stressed the importance of promoting poverty alleviation for the purpose of building a moderately prosperous society in an all-round manner during his investigation in Shandong Province. Vice Premier Zhang Gaoli conducted an investigation on the situation of Shandong Province’s poverty alleviation efforts from October 22th to 23th. During his stay, Zhang Gaoli made field investigation into a resettlement district known as the Dongnan Huacheng shanty town in the southeastern district of Jining where the project of shaking off poverty through relocation of the entire district is conducted; he also made investigation into the project of poverty alleviation through education in the personnel training base of HP Software. Later, he went to Houtun Village in Tianzhuang Town, Juye County, Luwan Village in Dutang Town, Dingtao County and Daji Town in Cao County in Heze City to acquire information about the situation of poverty alleviation through policy, industrialization and entrepreneurship. Zhang Gaoli highly praised the progress made in Shandong’s social and economic development and poverty alleviation efforts and pointed out that poverty alleviation should be advanced in the direction of building a moderately prosperous society in an all-round manner.

Local Poverty Alleviation News:
Over 43 million people in Wushan County, Chongqing Municipality,
were lifted out of poverty thanks to the counterpart-assistance efforts made by Zhuhai City, Guangdong Province. By the end of 2014, Zhuhai City has donated a total of 43.18 million to Wushan County for its township construction and poverty alleviation since the counterpart-assistance project was launched. A total of 28.76 million donation was allocated for the building of 51 schools, 24 township health centers and family planning centers and the construction and widening of 17.5 km road in immigration towns as well as the building of a water pool for man and animals measuring 800 square meters, according to Song Jun from the Merchants Bureau of Wushan County.

Targeted poverty alleviation through industrial development was implemented in Henan Province. Since 2014, Henan Province has targeted on “three mountainous areas and one beach area (Dabie Mountain, Funiu Mountain, and Taihang Mountain area and the Yellow River Beach)”, key contiguous destitute region for poverty alleviation and established archives of impoverished people and poverty-alleviation enterprises. The realization of targeted poverty alleviation is led by the development of characteristic industry, promoted by new business entities and boosted by micro credit loan. According to statistics, from April 2014 to September 2015, the micro credit loan granted by Zhoukou branch of Postal Savings Bank of China (PSBC) totaled 135.87 million, supporting 2,291 impoverished households to shake off poverty.

A number of 230,000 impoverished people in Gansu Province received a special loan worth 11 billion for targeted poverty alleviation. A loan worth 11 billion has been put into use since the special loan for targeted poverty alleviation was authorized in July this year in Gansu Province and 235,000 impoverished people benefited from it. Currently, four modes of special loan for targeted poverty alleviation have been developed by Gansu Province, including “one-stop service”, loan led by key enterprises and cooperatives or led by capable men and guaranteed by villages.

China’s Si Yuan Engineering Poverty Alleviation Foundation donated 20 ambulances to Nanning of Guangxi Province. In the morning of October 22, the foundation donated 20 ambulances to Nanning in Guangxi Province. “Si Yuan Engineering” has donated funds and goods worth 16 million since 2007. It has conducted projects like “Si Yuan Rescue”, “Si Yuan Educational Immigration Class”, “Si Yuan Water Cellar” and “Si Yuan New Countryside Construction”; it helped build 1,282 water cellars, 9 water reservoirs, started 18 “Si Yuan Educational Immigration Class”, and established scholarship for impoverished students. Meanwhile, it has also donated 52 ambulances, one anti-AIDS car and constructed paved roads and transformed the main channel of irrigation and water conservancy, electric pumping station, water-retaining electric pumping station and carried out clean drinking-water project.

Complete coverage of education aid to impoverished students was realized in Shunyi District, Beijing. On October 26th, Shunyi Civil Affairs Bureau announced that Shunyi District helped 141 impoverished university students, ranging from sophomores to seniors, from low-income families receiving subsistence allowances to reduce financial pressure with 385,000 yuan in total. It is said that Shunyi District has been leading Beijing in education aid in recent years and realized the full coverage of education aid to impoverished university students.
