Supreme People’s Procuratorate: to strengthen supervision over the “last mile” of poverty alleviation fund. On June 23, the Supreme People’s Procuratorate held a news conference and informed the public of the special work of centralized regulation and strengthened precaution against power-abusing crime in the field of poverty alleviation by the procuratorial organs. It is learned that, in the second half of 2016, the Supreme People’s Procuratorate will strengthen cooperation with the State Council Leading Group Office of Poverty Alleviation and Development to serve targeted poverty alleviation through accurate crackdown and accurate prevention, as well as to further promote the special work of poverty alleviation.

Ministry of Human Resources and Social Security (MOHRSS): more jobs related to poverty alleviation will be created for the plan of “Three Supports and One Alleviation”, which means supporting rural agricultural development, supporting rural education and supporting rural health care and helping alleviate poverty as volunteers.On June 24, the National Forum of Human Resources Market Construction was held in Yantai, Shandong. As was decided in the forum, the third round of “Three Supports and One Alleviation” plan will be implemented in 2016. In the new round of the plan, several new measures will be adopted, including creating more jobs related to poverty alleviation, expanding positions in supply and marketing cooperatives and encouraging people who have completed their volunteer services to embark on entrepreneurship.

National Health and Family Planning Commission and 14 other departments jointly released Guideline on Conducting the Project of Poverty Alleviation through Enhancing Healthcare. In order to guarantee the implementation of Decision on Winning the Tough Battle of Poverty Alleviation by the Central Committee of the Communist Party of China and the State Council, the National Health and Family Planning Commission and 14 other departments, including the State Council Leading Group Office of Poverty Alleviation and Development, jointly released the “Guideline on Conducting the Project of Poverty Alleviation through Enhancing Healthcare which targets at destitute areas and impoverished rural residents. It is pointed out in the Guideline that “by 2020, everyone in destitute areas will gain access to basic healthcare service and impoverished rural residents will receive timely and effective treatment when they suffer from serious illness and greatly relieve themselves of the medical cost”

A loan of 10.559 billion yuan in total was granted to 18 destitute districts and counties in Chongqing Municipality from January to May by the Agricultural Development Bank (ADB), anincrease of 6.609 billion yuan compared with the same period of last year. Chongqing Office of Poverty Alleviation and Development has joined hands with Agricultural Development Bank (ADB) since 2016 to support poverty alleviation through eco- relocation in high mountainous areas. Up to date, 13 projects worth of 15.662 billion yuan have been reviewed and approved and loans totaling 4.83 billion yuan have been granted. With regard to infrastructure construction in these areas, a total of 6.031 billion yuan was loaned to support the development of irrigation, water conservancy, highway and other rural infrastructure construction projects.

Xinjiang issued Regulations on Discount Micro-credit Fund and Risk Compensation Fund in Autonomous Region in an effort to make loans available and accessible to impoverished people. Under this regulation, the 720,000 impoverished people on records in Xinjiang will be able to enjoy guarantee-free, collateral-free and interest-free poverty alleviation loan, which will help them to shake off poverty through development.

The project of targeted poverty alleviation targeting at destitute villages by Lanzhou Military Region Remedial Work Office was launched. On June 30, Lanzhou Military Region Remedial Work Office launched the targeted poverty alleviation project to help Dalaochi Village, Yuzhong County, Gansu Province. It plans to invest 300,000 yuan to donate one baby donkey to each impoverished household, so as to support villagers to shake off poverty through raising donkey.

AgriculturalDevelopment Bank (ADB) of Heilongjiang Province will launch a loan totaling 100 billion yuan to support poverty alleviation within the next five years. ADB Heilongjiang Branch spares no efforts to assist poverty alleviation. It plans to launch a loan totaling 100 billion yuan to destitute areas within the next five years and the loan balance will all be released to targeted areas by the end of 2020.

A total of 5,800 people at Tongjiang County, Sichuan Province were lifted out of poverty through tourism development. A total of 1,520 households and 5,800 people managed to shake off poverty through developing tourism in 2015, accounting for 23.9% and 27% respectively of all the households and people at Tongjiang County who were lifted out of poverty in 2015. The annual per capita income reached 12,000 yuan, 4.3 times higher than the poverty standard, which signifies significant achievements of increasing income through developing tourism.

Datong City, Shanxi Province plans to help 60,000 people shake off poverty in 2016. According to the 2016 poverty alleviation plan, Datong City will strive to help 210 destitute villages and 60,000 people shake off poverty within the year. Six concrete moves are mentioned in the plan: Datong will “look back” to consolidate the foundation; conduct poverty alleviation through developing characteristic industries, carry out relocation works, resettlement works; increase the income of impoverished people through enhancing ecological environment; improve farmers’ qualities; and ensure social security. It is learned that a total of 210,800 people in that city were lifted out of poverty during the 12th Five-Year Plan period.

Agricultural Development Bank of China (ADBC) will issue a loan of three trillion yuan for poverty alleviation within the next five years to support poverty alleviation through relocation. Up to date, the Agricultural Development Bank of China (ADBC) has issued a loan totaling 413.8 billion yuan for poverty alleviation through relocation, with the loan balance reaching 143.3 billion yuan. It is learned that during the 12th Five-Year Plan period, the bank kept increasing credit investment into destitute areas, with the loan amounting to 1.6 trillion yuan.
