Henan Province issued the first batch of start-up loans for poverty alleviation, helping forty impoverished households start their own businesses. On July 13th, forty impoverished households in Huangbeiling Village, Caocun Township, Xin’an County, Luoyang City, Henan Province received secured loans of 3.54 billion yuan for targeted poverty alleviation. As the first batch of start-up loans for poverty alleviation in Henan, it is expected to lift over 100 people out of poverty.

Xinjiang Uygur Autonomous Region launched “Ten Special Projects” of poverty alleviation through increasing employment, including the special project of development propelled by featured industries, and the special project of labor transfer.These projects were designed to boost the employment of the working-age population with labor capacity and a desire to work from the 532,000 impoverished households registered in poverty document. By carrying out these projects, Xinjiang will “spot, identify, support and help”every impoverished household and ensure at least one family member of each impoverished household with no breadwinners obtains a job, so as to eliminate poverty in a dynamic manner.

Suining City of Sichuan Province took new concrete measures to promote targeted poverty alleviation through educational development. To ensure that poverty-stricken families can “provide their children with access to education so as to enjoy a driving force for development and a way out of poverty”, Suining Municipal Education Bureau conducted “Five Innovative Poverty Alleviation Campaigns” to guarantee poor students’ education in all periods, which include the campaign to guarantee compulsory education, the campaign to balance preschool education, and the special campaign to support secondary education as well as the campaign to enhance vocational skills.

A total of 27 impoverished villages in Huihe Town, Jiyang County, Shandong Province have launched the project of poverty alleviation through industrial development. Under the new support mode of “Cooperatives plus Impoverished Households”, the town relied on such new business entities as industrialized cooperatives, leading agricultural enterprises and family farms to develop featured industries and facilitate poverty alleviation. By far, the project has been conducted in 27 poverty-stricken villages, and fifteen specialized farmer cooperatives have been established after expert evaluation.”

Shaanxi Province received its second investment package totaling 240 million yuan for poverty alleviation through relocation in 2016. National Development and Reform Commission (NDRC) allocated the second budgeted investment of the central government totaling 240 million yuan to Gansu Province for poverty alleviation through relocation, helping relocate 30,000 people registered in poverty document.

Henan Province plans to invest 24.556 billion yuan for poverty alleviation through educational development. To prevent students from dropping out of school due to poverty and prevent families from sliding into poverty due to affording education for its children, a series of poverty alleviation actions will be taken to ensure children from impoverished families have access to education. The provincial government plans to invest 24.556 billion yuan between 2016 and 2020 to improve school conditions in 53 poverty-stricken counties.

A total of 3,002 people in Cuiping District, Yibin City, Sichuan Province, were lifted out of poverty in the first half of the year. To meet the target of “fulfilling the Three Year Plan in two years and shaking off poverty for a better-off life”, the district fully implemented the action plan of “Five Ways to Support Poverty Alleviation” (namely, enhancing industrial development, increasing employment, relocating impoverished people, providing minimum living allowance, and offering medical assistance)and the mechanism of “Combining the Efforts of Six Departments”(namely, Yibin Civil Affairs Bureau, Yibin Education Bureau, Yibin Health and Family Planning Bureau, Yibin Bureau of Housing and Urban-Rural Development, Yibin Human Resources and Social Security Bureau, and Yibin Disabled Persons’ Federation ). Poverty alleviation was regarded as the top priority and efforts were put forth to lengthen the short stave in targeted poverty alleviation. In the first half of the year, a total of 3,002 people in the district were lifted out of poverty, accounting for 50.34% of the municipal mission.

A total of 62,000 people in Napo County, Guangxi Zhuang Autonomous Region shook off poverty during the 12th Five Year Plan.Thanks to the strong leadership of a selected cadre team for poverty alleviation, strengthened policies and guaranteed financial resources, the county made great progress in poverty alleviation in the past five years, lifting 62,000 people and 14 villages out of poverty, with poverty incidence dropping from 62.7% to 28.2%.

Agricultural Development Bank of China issueda loan totaling 20 billion yuan for Tibetan rural highway construction. The government of the Tibet Autonomous Region and the bank signed a pledged supplementary lending contract for loans totaling 22.88 billion yuan for rural highway construction project, which will boost poverty alleviation efforts in local farming and pastoral areas.

Local banking industry in Inner Mongolia has issued a loan exceeding 368.2 billion yuan to 57 destitute counties. A large proportion of the loan was used to build highway network in poverty-stricken areas, which effectively addressed the traveling issue of impoverished farmers and herdsmen. Besides, The Inner Mongolia Banking Bureau and banking institutions also adopted the one-to-one poverty relief program, which benefited 1,168 destitute villages and 24,146 impoverished households.
