State and Ministerial Policy News:
From August 22 to 24, General Secretary Xi Jinping conducted investigation in Qinghai Province. During his investigation into the new villages built for relocating the poor in Haidong City, Qinghai Province, Xi pointed out that: “Poverty alleviation through relocation should not only improve people’s living conditions, but also facilitate sustainable development. We must ensure the quality of relocation construction projects so that all villagers have access to high-quality houses. After they’ve settled down, it is necessary to adopt all kinds of poverty alleviation measures to enhance productivity.”

Xi Jinping: We should guarantee the quality of poverty alleviation through relocation and we are determined to win the tough battle of poverty alleviation. On August 23, General Secretary Xi Jinping made investigation into Banyan Village for its work of relocating the poor. He stressed that: “The construction of new villages should keep abreast with production development and employment promotion, go hand in hand with the improvement of basic public service, and be combined with the protection of ethnical, regional and cultural features and styles.”

Premier Li Keqiang made important instructions on the National Conference of Poverty Alleviation Through Relocation that: “All local departments concerned should focus on the weak spots and acute problems in works of relocating the poor. It is especially essential to enhance the relocated people’s ability in sustaining their development momentum, innovate working thinking and mechanisms, continue to handle tough tasks, fully implement the poverty alleviation projects entrusted by the central government, fully initiate the positivity and creativity of all and well coordinate resource utilization to ensure that poverty alleviation is promoted in a targeted and stable manner.”

Vice Premier Wang Yang stressed on the National Conference of Poverty Alleviation Through Relocation held between August 22 and 23 that: “We should draw lessons from our works, strengthen our awareness of potential problems, adhere to the problem-oriented approach and shore up weak spots, so as to avoid disruptive mistakes. The construction standard and floor area of poverty alleviation houses should be put under strict control. Under no circumstances shall we allow impoverished households be reduced to borrowing money for a dwelling, otherwise more pressure will be added to the cause of poverty alleviation. In order to ensure that the relocated households shake off poverty as planned, we have to increase post-relocation policy support and effectively conduct such matching works as industrial assistance, labor training, labor export and social security.”

National Development and Reform Commission: the housing start rate of the project of poverty alleviation through relocation across 22 provinces reached 75%. As of August 10, over 10,000 projects of poverty alleviation through relocation were launched nationwide, among which 718 have been completed, with 226,000 people holding poverty registration cards settling down in the constructed houses. Across 15 provinces, the housing start rate exceeded 70% and that of Chongqing, Guizhou, Tibet, Gansu and Qinghai was north of 90%.

The old revolutionary base area Ganzhou City, Jiangxi Province will step foot on the fast lane of poverty alleviation, planning to lift 700,000 people out of poverty in the next three years. During the 12th Five Year Plan, over 1.4 million people in the old revolutionary base area Ganzhou City, Jiangxi Province, or two thirds of its total impoverished population, were lifted out of poverty. In 2016, Ganzhou City has pledged to help all of its 700,000 impoverished people basically shake off poverty by 2018, marking its entering the fast lane of poverty alleviation.

In the past five years, a total of 400,000 impoverished people from 277 destitute villages in Guangyuan City, Sichuan Province were lifted out of poverty. As the core of Tsinling Mountain’s continuous destitute area, the city has invested different kinds of fund worth of billions of yuan for poverty alleviation, helping 277 destitute villages and 400,600 impoverished people shake off poverty. The poverty incidence dropped from 26.62% at the end of 2010 to 10.08% at the end of 2015.

Over 7.5 million yuan were put into use as targeted poverty alleviation fund in Anxi County, Fujian Province. On August 24, the Targeted Poverty Alleviation Meeting was held in Anxi County, Fujian Province. It is learned that, by the end of July, over 100 enterprises, chambers of commerce and overseas associations had joined in the targeted poverty alleviation campaign “Hundreds of Enterprises Joining Hands with Hundreds of Villages, Helping Thousands of Impoverished Households”. They visited those villages to help impoverished households, and put over 7.5 million yuan into local poverty alleviation.

In 2016, 97,000 poverty-stricken people in Henan Province will be relocated and 1.1 million be lifted out of poverty steadily. In 2016, 97,000 people in Henan Province will be relocated via the project of poverty alleviation through relocation, and 1.1 million will shake off poverty. By the end of 2019, Henan Province will help all the rural impoverished people and destitute villages by the current standard shake off poverty, reaching the national poverty alleviation target one year ahead of schedule.

Heze City, Shandong Province targets at eliminating poverty from the root, helping 740,000 people shake off poverty. Heze City alleviates poverty through the targeted “One Household, One Plan” project, the “One Village, One Product” agricultural industrialization project and the “One Person, One Post” reemployment promotion project. Focusing on characteristic planting industry and labor-intensive processing industry, the city has built a win-win mechanism with which all market entities including impoverished households, leading enterprises, farmers’ cooperatives and family farms develop together. The city has built 432 city-level specialized villages under the framework of “One Village, One Product”, and helped 138,000 impoverished households shake off poverty.

Yushan County, Jiangxi Province will annually release a poverty alleviation loan totaling 50 million yuan for agricultural industrialization. According to the “Opinions about Supporting the Development of Dominant Industries of Targeted Poverty Alleviation” released by Yushan County, with the help of finance and poverty alleviation fund, it will establish and promote the mode of “credit poverty alleviation and immigrant industry”. With an investment of over 6 million yuan as poverty alleviation fund, the county is expected to leverage a loan totaling 50 million from financial institutions every year, so as to support the development of dominant poverty alleviation industries.

The project of targeted poverty alleviation through e-commerce development was launched by Guizhou Provincial Postal Administration. Recently, the Poverty Alleviation and Development Office of Guizhou Province and Guizhou Provincial Postal Administration jointly launched the project of targeted poverty alleviation through e-commerce development. The project aims at realizing the full coverage of postal e-commerce-based targeted poverty alleviation working station in 66 destitute villages and building 1,000 agricultural product experience stores mainly geared to destitute villages but also influencing surrounding areas.

Public Poverty Alleviation and Charity News
The Yunnan Branch of China Development Bank (CDB) granted a low-interest loan, exceeding 3.6 billion yuan, to support the project of poverty alleviation through relocation in Yunnan. The Yunnan Branch of China Development Bank (CDB) released the first batch of low-interest loan, totaling 3.675 billion yuan, to support relocating the poor in Yunnan during the 13rd Five Year Plan. The loan will mainly be used to build houses, auxiliary infrastructure and public service facilities and to improve land, bringing benefits to 300,000 impoverished people holding cards to be relocated in the province in 2016.

China Three Gorges Corporation donated 1.6 billion yuan to facilitate poverty alleviation efforts in Liangshan Yi nationality area in Sichuan Province. From 2016 to 2019, China Three Gorges Corporation will donate a total of 1.6 billion for targeted poverty alleviation in destitute Yi nationality villages of Liangshan Autonomous Prefecture, Yibin City and Panzhihua City. Approximately 2,000 destitute villages with over 100,000 people are expected to benefit from the project.

G20 Forecast: China will intensify its efforts in combating climate change and promoting poverty alleviation. G20 activities will be held throughout the year. Among the 66 different conferences to be held in 20 Chinese cities, 23 are at the ministry level. Recently, China has submitted the upgraded version of G20 Inclusive Financial Indicator System to the G20 Hangzhou Summit, with new indicators concerning digital inclusive finance included. Inclusive finance is mainly developed to reduce poverty and realize social equity.
