State and Ministerial Policy News:
Premier Li Keqiang chaired and addressed at the Forum on 2030 Agenda for Sustainable Development at the UN Headquarters in New York. Li emphasized China has made remarkable achievements in poverty alleviation by lifting over 400 million people out of poverty. As a developing country with a strong sense of responsibility, China is willing to work together with other members of the international community through participating in international cooperation and sharing experiences on poverty alleviation.

The National Development and Reform Commission issued the “13th Five-Year Plan on Poverty Alleviation Through Relocation”, planning to relocate nearly 10 million people holding poverty registration cards within five years. With around 9.81 million people to be relocated, the Plan is dedicated to address poverty issues for those living in places with limited environmental carrying capacity.

Qujing City of Yunnan Province resolves difficulties of impoverished people in getting medical services with “Six 100%s”. Qujing made efforts to ensure 100% of registered poor people receive disease screening, 100% of them join the new rural cooperative medical system, 100% of them get covered by the critical illness insurance, and 100% of them enjoy the “green channel”. Besides, 100% of existing problems in health centers in poor counties and health rooms in poor villages are accurately enlisted, and 100% of village-level healthcare rooms formulate their construction plan, so as to comprehensively build a healthy Qujing and a sound medical service system.

Hainan allocated over 1 billion yuan for poverty reduction and plans to lift over 180,000 people out of poverty in 2016. With enterprises as main driving force, Hainan developed tourism and e-commerce as part of the poverty alleviation measures. It introduced favorable policies and accelerated the implementation of poverty alleviation projects. With these measures, Hainan plans to lift over 180,000 people out of poverty in 2016.

A total of 150,000 people shook off poverty in Pingchang County, Sichuan Province in the last 5 years. In recent years, Pingchang County, in adherence to its objectives of providing adequate food and clothing, guaranteeing compulsory education, basic medical care service and housing security, and ensuring that people have good houses, good life, good habits and good social conducts, explored into the poverty alleviation method of “realizing the four coverages (full coverage of targeted poverty alleviation, full coverage of responsibility implementation, full coverage of monitoring and evaluation and full coverage of guarding against repoverty) + led by competent people + innovating mechanisms”, and made attempts to strengthen economic basis, develop local industry and provide accurate assistance in pushing forward poverty alleviation. These efforts have been proved effective with the fact that 151,100 people has been lifted out of poverty during the last five years,.

Zunyi City, Guizhou Province dedicated to poverty alleviation. Recently, the Kick-Off Assembly on Poverty Alleviation and Summary Meeting on Model Village Demonstration was held in Tongzi County. It was emphasized at the meeting that the 558,300 impoverished people shall be the focus in implementing the general poverty alleviation strategy. Effective measures shall be taken with accuracy to ensure the timely accomplishment of the goal on poverty alleviation.

A total of 105,000 people were lifted from poverty in Shuozhou City, Shanxi Province through industrial relocation and other four modes. By adopting five poverty alleviation modes, namely industrial relocation, village integration, dispersed immigration, integral relocation and township construction, and with an investment totaling 1.536 billion yuan, Shuozhou relocated 51,200 people in 11,000 households of 428 villages. Through focused investment and centralized regulation, the infrastructure construction and livelihood projects were significantly promoted. As a result, the living condition of rural residents was highly improved.

Wudu District, Gansu Province lifted 126,000 people out of poverty during the 12th Five-Year Plan period, reducing poverty rate from 45.83% to 19.1%. Focusing on targeted poverty alleviation, Wudu District spared no efforts in implementing industrial, financial, intellectual， relocation-based and on-site poverty alleviation. During the 12th Five-Year Plan period, the impoverished population in the whole district reduced by 126,000, from 221,700 to 95,700. The number of impoverished villages fell from 508 to 221, with the entire population in 287 villages being relieved from poverty. Correspondingly, the poverty rate decreased from 45.83% to 19.1%.

Shaanxi Province reduced poverty by providing public welfare positions for impoverished labor force. By enhancing vocational training for impoverished labor force, in the first half of 2016, Shaanxi Province encouraged 720,000 poor people to start up businesses and make incomesout of their hometown. For impoverished laborers with difficulties in finding jobs in other places, the localities provided them with more than one third of public welfare positions.

Fusui County, Guangxi Zhuang Autonomous Region plans to invest 26.99 million yuan as subsidiary for poverty reduction through industrial development. Taking targeted poverty alleviation through industrial development as a key issue, Fusui County planned to invest 26.99 million yuan to enhance the core capacity of impoverished people. In 2016 alone, the County plans to invest 7.79 million to lift 2,226 households out of poverty.

Poor mountain villages got access to vocational schools in Guizhou Province, and 6,000 outstanding graduates were trained for free within three years. For current and previous middle school and high school graduates from poor families in Weining Autonomous County and Hezhang County, the Guizhou Provincial Education Department and Office of Poverty Alleviation provided them with quality vocational training and enabled them to help lift their family out of poverty through working. In three years, 6,000 outstanding students graduated from vocational schools and helped lift 6,000 families out of poverty.

The Securities Association of China held the Poverty-Alleviation Training Session for Security Industry Practitioners. During the session, specialists from the State Council Leading Group Office of Poverty Alleviation, Office of Poverty Reduction of China Securities Regulatory Commission, Institutional Department of China Securities Regulatory Commission and other relevant departments gave lectures, and representatives from two securities companies shared their experiences on poverty alleviation. People in charge of poverty alleviation projects from over 100 securities companies and relevant officers from Jinzhai County and other impoverished counties in Anhui Province attended the training sessions.
