State and Ministerial Policy News:
Premier of the State Council Li Keqiang stressed during his speech on the National Day Reception that we would step up the promotion of poverty alleviation so that impoverished people could enjoy a better-off life as soon as possible. As is pointed out by him, China will closely observe people’s expectations and adopt effective measures to address practical matters, so that the people will gain a stronger sense of accomplishment in employment and entrepreneurship and increase income continuously; we will guarantee the smooth advancement of social security to realize proper providing for the elderly, sound healthcare service and housing security, so that the people will have a stronger sense of gain; meanwhile, we will ensure that the people gain a stronger sense of security in the field of ecological protection and food security so as to improve their living quality.

Zhou Xiaochuan, Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), said on the Annual Meetings of International Monetary Fund (IMF) and World Bank Group that China would develop inclusive finance and reduce poverty. It is pointed out by him that, as the host state of G20 this year, China places great emphasis on the topic of inclusive finance and has been developing inclusive finance and reducing poverty through such digital technologies as Internet and through the under-construction digital financial service infrastructures.

Ministry of Education: the nutrition improvement program will cover key counties of poverty-alleviation through development. A few days ago, the Ministry of Education, the Development and Reform Commission and the Ministry of Finance jointly issued “Opinions on Further Expanding the Local Pilot Scope of Students’ Nutrition Improvement Program to Realize Full Coverage in National Key Counties of Poverty Alleviation through Development.” According to the document, the expansion of nutrition improvement program to all national key counties of poverty alleviation through development is one of the important measures to implement targeted poverty alleviation and win the tough battle in poverty alleviation.

Local Poverty Alleviation News:
Guizhou Province led the country in adopting a province-oriented rather than a nation-oriented poverty alleviation policy. In order to eliminate the passive attitudes of “waiting for, relying on and asking for national fund” in poverty alleviation, Guizhou Province took the lead in adopting a province-oriented rather than a nation-oriented poverty alleviation policy. The policy could be interpreted in such a way as Guizhou Province’s assessment criteria of poverty alleviation are only valid within the province instead of articulating with the national criteria. The policy aims to ensure poverty alleviation policies towards key counties remain the same and relevant support is not weakened.

Yongfeng County, Jiangxi Province conducted poverty alleviation through healthcare projects. In recent years, Yongfeng County, Jiangxi Province has been improving healthcare quality of impoverished people by means of implementing the project of poverty alleviation through healthcare. The county has established files for all impoverished households covered by the rural cooperative medical system and financed them in paying fees required by the rural cooperative medical system. A total of 21,340 impoverished people have benefited from the measure.

A total of 11,017 people in Qionghai City, Hainan Province have been lifted out of poverty this year. As of September 30, 2016, the number of people lifted out of poverty in Qionghai reached 11,017, accounting for 97.6% of the provincial poverty alleviation target. Among them, 3,851 people are newly lifted out of poverty and 7,166 people are subject to poverty alleviation consolidation and enhancement since they have already shaken off poverty.

A total of 1.5 million people in Henan Province were lifted out of poverty this year. By August 2016, Henan Province lifted 423,000 people out of poverty through employment transfer, 606,000 through industry development and 356,000 through social security. Besides, 48,000 people who were reduced to poverty again due to unexpected disasters received effective assistance and 94,000 people living in remote mountainous regions benefited from poverty alleviation through relocation.

In the first eight months of 2016, over 20,000 impoverished people found jobs in Tibet Autonomous Region. Since 2016, the autonomous region, in its poverty alleviation efforts, has adopted several polices and measures in succession, such as the plan of poverty alleviation through employment, promoting the employment of impoverished population in reliance on private enterprises and creating employment opportunities for the impoverished in state-owned enterprises. In the first eight months of 2016, the region provided employment training to 22,900 impoverished people, completing 73% of the mission.

Jiangsu Province started to increase aid fund drastically and include it in financial budget in 2016. This year marks the 20th anniversary of the poverty alleviation cooperation between Jiangsu and Shaanxi. Presently, ten paired counties (districts) have already been lifted out of poverty smoothly. By the end of 2015, Jiangsu had invested a total of 640 million yuan in destitute areas of Shaanxi with social donation exceeding 77 million yuan, benefiting a total of 3,082 poverty alleviation projects.

The Government Office of Hainan Province issued the “Implementation Plan of Poverty Alleviation through Healthcare of Hainan Province”. As is mentioned in the plan, by 2020, the basic healthcare services will cover all people in poverty-stricken regions; social security mechanism for the impoverished will be established to ensure that rural impoverished people holding poverty registration cards receive timely and effective medical treatment when they suffer from serious diseases.

Recently, Guizhou Province has issued “Regulations on Poverty Alleviation of Guizhou Province”. According to the regulation, the province will build interests-binding and revenue-sharing mechanisms between scenic spots and poverty-stricken villages and households, so that impoverished people can share the dividends brought by tourism development via several channels. The regulation will come into force from November 1.

Xinjiang Uygur Autonomous Region launched the project of poverty alleviation through PV application. China’s first demonstration project of targeted poverty alleviation through PV application in animal husbandry was launched in Artux, Xinjiang. It is learned that the pilot project plans to support each poverty-stricken household with 25 kw for at least 20 years. Targeted poverty alleviation will be accessible to approximately 140,000 people from 28,800 households. It will guarantee steady poverty alleviation of impoverished households and their sustained increase in income.

During the 12th Five-Year Plan period, a total of 6.56 million people in Guizhou Province were lifted out of poverty. During the 12th Five-Year Plan period, Guizhou Province lifted 6.56 million people out of poverty, reducing the number of impoverished people from 11.49 million in 2011 to 4.93 million, with 35 destitute counties and 774 destitute villages and towns shaken off poverty according to the provincial standard.

Recently, the government of Hainan Province issued the “Implementation Plan of Rural Highway Construction Project in the Tough Battle of Poverty Alleviation through Developing Transportation Infrastructure of Hainan Province”. According to the plan, Hainan will implement “six projects of poverty alleviation through developing transportation”, including providing access to hardened road to natural villages. By 2020, it will build an extended and high-quality transportation network, thus ensuring that all villages have access to rural highways and put in place a safe and convenient transportation network that “connects with the outside and joints different villages together”.

Hunan Province has set up approximately 600 service stations of poverty alleviation through finance. Up to date, a total of 599 finance-based poverty alleviation service stations have been established in in Hunan Province, benefiting approximately 195,000 people from 64,000 impoverished households; and special files for 57,000 impoverished households have been put in place. The establishment of finance-based poverty alleviation service stations makes it possible for Hunan to build financial service files and credit files for peasant households and designate one financial institution as the major bank to provide special services. This move is expected to significantly increase loans granted to impoverished peasant households, improve basic financial service quality and enrich villagers’ knowledge of finance.

Guizhou Province plans to extend the “one skill for each household and each person” project to 1.2 million rural impoverished households in 2017. Since 2015, Guizhou Province began to conduct several campaigns, including providing education aid to rural impoverished students and “nurturing capable men” to lead destitute villages in wealth acquirement. The province integrated a total of 3.159 billion yuan from different sources and provided vocational training to 1.801 million people, to ensure that all the 1.2 million rural impoverished households holding poverty registration cards of the province are covered by the “one skill for each household and each person” project.

Xingtai City, Hebei Province conducted poverty alleviation through forestry development, benefiting 200,000 farmers. The government of Xingtai City, Hebei Province took forestry development as an important task of helping people shake off poverty. Presently, the woodland area of the city amounts to 5.001 million mu (each mu equals about 666 square meters). Among them, the area of economic forests reaches 2.596 million mu. The annual output of different kinds of fruits is 1.42 billion kg, with a total value of 5.45 billion yuan. Through forestry and fruit industry development, the 200,000 impoverished people in the city are shaking off poverty steadily.
