Li Keqiang met with Silva, Premier of Cape Verde and expressed China’s wish to share experience in poverty reduction with Cape Verde. During his investigation into poverty alleviation in Hubei Province, Wang Yang, Vice Premier of the State Council stressed on the “Ten Thousand Enterprises Helping Ten Thousand Villages” Targeted Poverty Alleviation Meeting that governments of local levels should effectively implement the campaign of “Ten Thousand Enterprises Helping Ten Thousand Villages” along with special poverty alleviation projects and poverty alleviation through agricultural industrialization, so as to form joint forces of poverty alleviation. They are supposed to carefully implement preferential tax policies and guide financial institutions to strengthen support for private enterprises to help the impoverished to shake off poverty. Meanwhile, governments of local levels should ensure the problems of limited access and high cost to financing are fixed while summarizing replicable and transferable experience timely to further deepen the campaign of “Ten Thousand Enterprises Helping Ten Thousand Villages”.

The State Council Information Office held news conference on the activity arrangement of the third China’s National Poverty Reduction Day, which was going to be held on October 17. The State Council Leading Group Office of Poverty Alleviation and Development (LGOP) signed memorandum of cooperation on poverty reduction with the Ministry of Social Development of Uruguay. On October 18, Liu Yongfu, director of the LGOP and Nin, Minister of the Ministry of Foreign Affairs signed the “Memorandum of Cooperation on Poverty Reduction and Social Development between the LGOP of People’s Republic of China and the Ministry of Social Development of the Oriental Republic of Uruguay”, under the witness of Xi Jinping, General Secretary of China and Vázquez, President of Uruguay. The two parties will conduct cooperation in the following areas – exchanges of experience in poverty reduction and social development, information sharing, capacity building and joint research. Hopefully, the partnership can facilitate poverty reduction and promote social development in both countries. And the two counties will implement the “China-CELAC Cooperation Plan 2015-2019”, creating new modes of South-South cooperation.

Millions of people will be lifted out of poverty every year since 2016. On October 17, the State Council Information Office issued the white paper China’s Progress in Poverty Reduction and Human Rights. It is pointed out that, based on the achievements of helping 14.42 million people shake off poverty in 2015, China is committed to lifting over 10 million people out of poverty every year since 2016.

Sichuan Province strengthens administrative accountability towards “fake poverty alleviation results via manipulating figures”. A few days ago, Sichuan Province issued special examination methods to assess the poverty alleviation work of party committees and governments in the province’s 21 cities (prefectures) and 88 destitute counties in the “four districts”, including Qinling-Bashan mountainous area, Wumeng mountainous area, Daliang Mountain and Xiaoliang Mountain Yi area and plateau Tibetan area. The province will make investigation into different kinds of problems that have caused negative influence, such as record falsification and manipulating figures to make fake poverty alleviation results. And those who are in charge of party committee and government affairs will be held responsible for these problems. Cities (prefectures) rated and destitute counties being assessed as advanced in the work of poverty alleviation will receive financial rewards.

Hunan Province has been proceeding with poverty alleviation steadily and has lifted a total of 3.61 million people out of poverty over the past three years. Hunan Province is one of the provinces with the herculean task of poverty alleviation. Over the past three years, a total of 3.61 million people have been lifted out of poverty in Hunan Province and the rate of poverty incidence dropped to 7.84%. A total of 1,262,700 people were lifted out of poverty in 2015. The per-capita disposable income of rural residents in 40 key counties reached 7,222 yuan, an increase of 11.6%, which was 2% higher than the provincial growth rate.

Yunnan Province: the rural minimum living standard of the 12 destitute counties to be lifted out of poverty reached national poverty alleviation standard. In order to boost its efforts in poverty alleviation, Yunnan Province increased the rural minimum living standard of the 12 destitute counties which is to be lifted out of poverty this year to 3,100 yuan. According to the poverty alleviation plan, 12 counties, 1,253 destitute villages and 1.2 million people in Yunnan Province will be lifted out of poverty this year.

Linxia City, Gansu Province helped 35,000 people shake off poverty with poverty incidence dropping to 1.36%. Since the launch of special loan for targeted poverty alleviation, Linxia City has implemented the mechanism of arranging cadres to station at villages and making cadres responsible for impoverished households. A special loan for targeted poverty alleviation totaling 105 million yuan has been allocated to documented impoverished households, helping 35,400 people shake off poverty with the poverty incidence declining from 35.81% to 1.36%.

Baoji City, Shaanxi Province promoted steadily poverty alleviation through healthcare, reducing the medical expenditure of the impoverished by 5,138,200 yuan. Since 2016, Baoji City has released a series of policies of poverty alleviation through healthcare. Baoji implemented the new rural cooperative medical system and the preferential healthcare policy of critical illness insurance for impoverished people, which can provide medical services to people who become impoverished because of their illness. According to statistics, these efforts have reduced the medical expenditure of the impoverished by 5,138,200 yuan.

A total of 98 working crews station at villages in Fushun City, Liaoning Province plan to lift all the 36,800 impoverished people out of poverty. In order to help destitute areas and impoverished people shake off poverty as soon as possible, Fushun City began to arrange cadres to station at villages to facilitate poverty alleviation efforts in November 2014. A total of 98 working crews and 294 village cadres from 98 municipal and county units were scattered at all the destitute villages.
