State and Ministerial Policy News:
WangYang, Vice Premier of the State Council attended the National Winter and Spring Farmland Water Conservancy Construction Teleconference, and delivered an important speech. He stressed that we should coordinate all the current work in agriculture and rural areas. We should earnestly implement the minimum purchasing price policy of grain and reform of corn storage system, and properly arrange the purchasing fund and grain storage space to prepare for grain procurement in autumn. We should fully promote supply-side structural reform in agriculture, lead and support farmers to carry out agricultural production in winter and spring according to the market demand. We should carefully verify the implementation of all policies of targeted poverty alleviation, improve related polices and measures to make sure the yearly plan of poverty alleviation would be fulfilled.

The State Council issued the “Opinions on the Implementation of Increasing the Income of Urban and Rural Residents by Vitalizing Key Groups”. It is proposed that by 2020, the per-capita income of urban and rural residents should double over 2010, the resident’s income gap should be continuously narrowed and the proportion of medium-income group should increase. The rural impoverished people under the current standard should shake off poverty and the pattern of co-construction and sharing should be preliminarily formed.

The National Development and Reform Commission (NDRC) released a project package on poverty alleviation of six priority areas with a total investment of over 1.6 trillion yuan. The package, based on the existing 11 special project packages of NDRC, mainly includes the Double-Hundred project on the poverty alleviation through transportation, the rural power network transformation project, the village broadband Internet project, the poverty alleviation project through relocation, the work relief project and the photovoltaic poverty alleviation project. It is estimated that the total investment will exceed 1.6 trillion yuan.

All the “Seven Major Projects on Poverty Alleviation” of Hunan Province have been launched. Given the current situation that the infrastructure construction of poverty-stricken areas lag behind, the provincial party committee and provincial government of Hunan Province proposed to implement seven major projects on poverty alleviation, covering transportation, water conservancy, electric power and photovoltaic, reconstruction of rural dilapidated buildings, environmental improvement, “Internet plus” in rural areas, culture and rural tourism, etc. By October 21, all these projects have been launched.

A total of 5.82 million rural impoverished residents have been lifted out of poverty in recent five years in Henan Province. In 2015, the per-capita disposable income of rural residents in Henan Province reached 10,853 yuan, the growth rate of which has surpassed that of urban residents in consecutive 6 years，among which the increasing rate of per-capita disposable income of rural residents from 38 national destitute counties was 2.1 percent points higher than the provincial average. It is learned that since 2011, a total of5.82 million rural impoverished residents has been lifted out of poverty in Henan Province. Remarkable improvements have been made in the infrastructure and public service in destitute areas.

Fiscal fund on agriculture was integrated in 70 destitute counties of Sichuan Province as pilot programs to promote targeted poverty alleviation. It is learned from the Sichuan Provincial Agricultural Department that four action plans to promote targeted poverty alleviation have been issued, including integration of project fund, strengthening of scientific and technological support on agriculture, cultivation of new type of agricultural management main bodies and new farmers. It is the first batch of agricultural poverty-alleviation measures issued by the department after the promotion conference of industrial poverty alleviation was held.

Ning County of Gansu Province provided a loan of 2.4 billion yuan to promote targeted poverty alleviation. With the method of attaching importance to both creating impetus for industry and supplementing impetus for finance, Ning County has improved the financial service system and created new ways of financial service. By providing loans directly to destitute households and encouraging assistance from the leading enterprises, the county has provided poverty –alleviation loans of 2,421 billion yuan, which helped 1,662 households in the poverty document and made them gain an earnings of about 9,600 yuan every three years.

The poverty alleviation project in Xilingol League of Inner Mongolia has completed 112 percent of its yearly plan. Since 2016, according to the requirements of “six-targeted” and the principle of “five-batch”, Xilingol League has vigorously promoted the poverty alleviation project. So far, the League has invested 1.12 billion yuan on poverty alleviation, which fulfilled 112 percent of the yearly plan. The project of alleviating poverty and enriching people through financing has provided a loan of 892 million yuan, which fulfilled 162.1 percent of the yearly plan. The number of farmers and herdsman who have received training reached 3,542, which fulfilled 89 percent of the yearly plan.

The number of impoverished people in Jiangxi Province has decreased by 1.42 million within two years. Jiangxi Province has painstakingly conducted poverty alleviation through supporting industry, providing people with comfortable residence and offering guarantee. At the end of 2013, there were 3.42 million destitute households in the poverty document. By the end of 2015, the number of destitute households in the poverty document had dropped to two million. The poverty incidence had dropped from 9.7 percent to 5.7 percent.

In Gansu ethnic areas, dilapidated houses have been renovated for over 110,000rural impoverished households. In 2016, the provincial party committee and provincial government of Gansu Province planned to renovate the rural dilapidated houses for 140,000 households. In its yearly schedule, the old revolutionary base areas were mainly supported while the ethnic areas also considered. The number of extremely destitute households in continuous destitute areas reached 133,900, which accounted for 95.64 percent of the yearly plan. By the end of September, the house reconstruction for 133,000 households had been launched with a launching rate of 95 percent. On the other hand, the reconstruction for 110,400 households had been completed with a completion rate of 78.86 percent.

The number of people lifted out of poverty has reached 664,500 within two years with poverty incidence rate dropping to 14.98 percent in Hunan ethnic areas. Hunan Province has made the targeted poverty alleviation as the overall guidance, with the motivation of accelerating ethnic minority areas to shake off poverty for better-off life. From 2014 to 2015, there were 2,338,500 people who shook off poverty in Hunan Province, among which 664,500 people were lifted out of poverty in 24 ethnic counties with poverty incidence rate dropping to 14.98 percent.

Shandong Province has innovated four modes of poverty alleviation through tourist industry. By the end of the third quarter this year, 670 million yuan of fiscal fund had been invested to 400 tourist poverty-alleviation villages in Shandong Province, which attracted social fund and financial fund of 1.66 billion yuan. It also innovated four modes of poverty alleviation through tourist industry, that is, the modes which relied on the scenic spots, the guidance of the talented, independent exploitation and the drive from large projects.
