State and Ministerial Policy News:
Li Keqiang, Premier of the State Council, delivered a speech on the opening ceremony of the 9th Global Conference on Health Promotion (GCHP). He pointed out that the most obvious weakness of China’s healthcare undertakings still remained in the grassroots, especially rural and destitute areas. He also stressed that poverty alleviation project through healthcare should be implemented in the near future, so as to increase healthcare support in destitute areas. Besides, the improvement of medical insurance system for urban and rural residents and the establishment of a nationwide information network for medical insurance should be promoted to further deepen the public hospital reform.

Wan Gang, Vice President of Chinese People’s Political Consultative Conference (CPPCC), attended the Mobilization and Deployment Teleconference on Poverty Alleviation Project Through Science and Technology. He expressed that we shall thoroughly implement the Party’s strategic deployment for targeted poverty alleviation and give priority to targeted poverty alleviation through the innovative driving force of science and technology. We shall center all of our works around the strategy of “Five-channel Project”, in a way to broaden new space for poverty alleviation through science and technology. It was also essential to adopt targeted and effective measures while adhering to problem-oriented principles, so as to strive for more substantial progress in poverty alleviation through science and technology.
A total of 16 departments, including the State Council Leading Group Office of Poverty Alleviation and Development, the National Development and Reform Commission (NDRC) and the Ministry of Agriculture of the People’s Republic of China jointly issued “Guiding Opinions on Promoting Targeted Poverty Alleviation Through E-commerce”. It was pointed out in the Opinion that the overall target was to set up over 60,000 stations of poverty alleviation through e-commerce in destitute villages by 2020, accounting for about 50% of the national figure; to support over 40,000 demonstration online stores; and to make the annual sales volume of e-commerce in rural destitute counties more than quadrupling that in 2016.

The Office of the Central Leading Group for Cyberspace Affairs, the NDRC and the State Council Leading Group Office of Poverty Alleviation and Development jointly have issued the “Action Plan on Poverty Alleviation Through Network”. The Plan called on parties concerned to implement the guiding principles of poverty alleviation through network stated by General Secretary Xi Jinping, give full play to the important role of Internet in aiding poverty alleviation, and thus promote targeted poverty reduction and alleviation.

Turpan City, Xinjiang Uygur Autonomous Region adopted six measures to support targeted poverty alleviation through water conservancy, and invested in 53.29 million yuan to guarantee the results. Since 2016, Turpan City has attached great importance to the construction of matching water conservancy facilities. So far, 53.2937 million yuan has been invested in support of Turpan City’s tough battle against poverty and its work of water conservancy construction for a beautiful countryside. Through this project, 150.58 kilometers of rural water supply pipelines have been laid, as a result of which over 10,000 rural residents from 2,018 households have had access to drinking water.

Remarkable achievements have been made in poverty alleviation through rural tourism in Gannan revolutionary areas, Jiangxi Province. As the most potential new-type business in the tourism industry of Ganzhou, rural tourism has become a key to promoting targeted poverty reduction. By developing rural tourism and leisure agriculture so far, Ganzhou City has provided new jobs for 154,500 people, among whom 138,800 are farmers, benefiting nearly 320,000 impoverished people.

Yunnan Kunming Municipal Party Committee deliberated and approved the “Implementation Program of Delisting Destitute Counties or Townships in Kunming”. The Program specifically put forward that since 2016, we shall promote the delisting of destitute counties or townships step by step, and ensure that all the 18 destitute counties holding poverty registration card would shake off poverty by 2018.

A total of 100,000 people were lifted out of poverty in Huanjiang Maonan Autonomous County, Guangxi Zhuang Autonomous Region. Closely Centered on supporting the development of small ethnic groups and fighting the tough battle of poverty alleviation, Huanjiang innovated working mechanisms of poverty alleviation and strengthened resource integration. With these efforts, impoverished population in the county dropped to 66,000 in 2015 from 165,000 in 2011, that is, a total of 100,000 people were lifted out of poverty.

“Five-in-One” efforts were made by Zhijin County, Bijie City, Guizhou Province to propel poverty alleviation in steps. In recent years, Zhijin County has fully implemented the “Five-in-One” plan to reduce poverty, that is, following the guidance of the most prestigious leader, enacting the poverty-alleviation plan in distinct regions, integrating efforts at targeted groups, focusing on main targets in stretching areas, and relying on social assistance. Over the “12th Five-Year Plan” period, impoverished population has reduced from 412,500 to 197,800,a total of 214,700 people lifted out of poverty, and the rural poverty incidence decreasing from 48.53% to 22.49%.

The implementation of the “Five Action Plans on Poverty Alleviation” in Jiangxi will help two million people shake off poverty. During the “13th Five-Year Plan” period, Jiangxi Human Resource and Social Security System vigorously will carry out the “Five Action Plans on Poverty Alleviation” including employment promotion, start-ups support and social security, and adopt 20 policies and measures to lift two million rural impoverished people holding poverty registration cards out of poverty as early as possible.

Sanya City, Hainan Province conducted several actions for the development of characteristic industries and thus promote targeted poverty reduction. Sanya integrated a special poverty reduction fund of 49.39 million yuan for the conduction of such poverty reduction programs as lifting villages out of poverty as a whole, renovating dilapidated buildings, compensating for the environment, ensuring adequate medical service and education, and exerting poverty reduction through industrial development, employment, and night school training. In 2016, a total of 4,567 people from 1,060 households were registered and obtained poverty registration cards. Sanya City aimed to lift all the impoverished households and eight villages out of poverty as a whole.

Guizhou Province issued the “Pilot Working Program of Supporting Destitute Counties to Comprehensively Use Fiscal Agriculture-related Funds of Guizhou Province”. The Program took all the 50 national major destitute counties as the pilot targets. It also listed provincial special funds in correspondence to 20 national fiscal agriculture-related special funds into fund planning and integration scope. As a result, the advantages of fiscal funds could be maximized to help people shake off poverty.

Public Poverty Alleviation and Charity News:
Hubei Branch of Agricultural Bank of China (ABC) proposed an annual loan of 38 billion yuan to lift 50,000 households out of poverty. Hubei Branch of ABC supported industrialized leading enterprises to explore new ways for targeted poverty reduction through the combination of industry and finance. By the end of October, it has issued loans totaling 43.6 billion yuan to 37 destitute counties, 6.51 billion yuan more than the figure at the beginning of 2016, registering a growth rate of15.75%, 4.08 percentage points higher than the bank’s average.

Fujian Province has initiated housekeeping training projects on targeted poverty alleviation to help women shake off poverty. According to statistics, 45.2% of the existing impoverished people holding poverty registration cards are women. Recently, Fujian has initiated a special fund of 12 million yuan for the implementation of the “women-oriented housekeeping training projects on targeted poverty alleviation”. Regarding impoverished women holding poverty registration cards as objects, Fujian Province has started its women-oriented poverty alleviation with housekeeping training, which proves to be the most direct and effective way.
