Premier Li Keqiang made important instructions on the “Symposium on Promoting the Modernization of Vocational Education”, saying that accelerating the development of modern vocational education was of significance to exploiting China’s enormous advantages of human and talent resources to the full as well as improving the comprehensive competitiveness of the real economy. A few days ago, the State Council issued the “Poverty Alleviation Plan for the 13th Five-Year Plan Period (2016-2020)” with Premier Li Keqiang’s endorsement. The Plan has specified the overall thoughts, fundamental goals, main tasks and supporting measures of poverty alleviation during the 13th Five-Year Plan period. The document has come up with the schedule and roadmap of winning the tough battle of poverty alleviation. It served as a guideline for all local governments and regions on promoting poverty alleviation in the next five years, also an important basis for the formulation of relevant poverty-alleviation plans.

The State Council Information Office released the white paper The Right to Development: China’s Philosophy, Practice and Contribution. The white paper introduced China’s outstanding accomplishments in the cause of human rights with the poverty reduction activity as the most remarkable symbol. According to the current rural poverty alleviation standard, the number of rural impoverished population in 1978 amounted to 770.39 million and it was reduced to 55.75 million in 2015, which meant that over 700 million rural impoverished people were lifted out of poverty. All the 70 million impoverished people will shake off poverty by 2020.

The General Office of the Communist Party of China and the General Office of the State Council jointly issued the “Opinions on Further Strengthening Cooperation on Poverty Alleviation in Eastern and Western China”. As is specified in the Opinions, “China ensures that the rural impoverished population in western China under the current poverty alleviation standard will be lifted out of poverty by 2020 and destitute counties will shake off poverty, solving the problem of regionally overall poverty”.

Sichuan developed rural tourism to help destitute regions shake off poverty. Over the first three quarters of this year, more than 5,000 administrative villages have helped farmers increase income through developing rural tourism, accounting for 10% of the total number of over 50,000 villages in Sichuan province. Over 100,000 households were engaged in rural tourism with the number of farmers benefiting directly or indirectly from it exceeding eight million. A total of 1,443 key villages of poverty alleviation through developing tourism in the province have been included in the “List of the National Project of Poverty Alleviation through Developing Tourism”. Poverty alleviation through developing tourism has become an important approach to advancing poverty reduction for Sichuan Province under new circumstances.

Henan Province will raise the subsistence allowance standard to the same level as the poverty alleviation standard, helping five million people shake off poverty. During the 13th Five-Year Plan period, Henan Province ensures that the poverty alleviation standard will gradually be consistent with the subsistence allowance standard. The province guarantees that the rural subsistence allowance standard will reach the same level or even above the national poverty alleviation standard by 2020. In this way, every eligible person or household in urban and rural areas of the province will be covered by the subsistence allowance system, which is managed in a dynamic manner.

Ningxia Hui Autonomous Region allocated the funds of 2.464 billion yuan for poverty alleviation through improving water conservancy this year. The region implemented 18 efficient irrigation projects for water conservation and developed farming areas for efficient irrigation for water conservation, which amounted to 103,400 mu (about 68.9 km2). A total of 68 soil and water conservation projects planned to be executed, 65 of which have been under operation. The region invested a total of 96 million yuan in water diversion projects against drought in 24 places, helping 560,000 people gain access to drinking water and irrigating 60,000-mu (about 40 km2) farmland. The construction will be completed at the end of this year.

Liaoyuan City, Jilin Province implemented the targeted poverty alleviation policy of “Five Bits, Double Enjoyment and Two Aids”, helping a total of 14,000 people shake off poverty completely in two years. Liaoyuan Municipal Government, Departments directly under the supervision the Provincial Government and finance and insurance units jointly signed the strategic agreement on targeted poverty alleviation of “Five Bits, Double Enjoyment and Two Aids”. “Five bits” refers to the following five points—raising the subsistence allowance standard a little bit; lowering the threshold of social security a little bit; reducing the interest rate of financial institutions a little bit; the government providing a little bit of subsidies and raising a little bit of funds by themselves. “Double enjoyment” means that people can enjoy both subsistence allowance and social security at the same time. “Two aids” represents medical aid for people with critical illness and aid for the disabled. By signing the agreement, they integrated policy resources and working mechanisms of targeted poverty alleviation and deepened cross-field cooperation on poverty alleviation and development.

BananDistrict, Chongqing City, invested a total of 76.873 million yuan to help poverty-stricken students. Banan District Government expressed that it would adopt the following five measures to ensure the effects of poverty alleviation through education—“reduction of tuition fees, exemption of education expenses for impoverished students, supply of student subsidies, increase of state stipends and offer of student loans”. The district invested a total of 76.873 million yuan as grant funds and helped approximately 103,000 students, realizing the full coverage of students with financial difficulties ranging from preschool education to higher education.

Hainan Province forged ahead with targeted poverty alleviation through insurance and a total of 477,000 people in the poverty document would be covered by family life insurance, which was worth 100,000 yuan. A few days ago, China Insurance Regulatory Commission Hainan Bureau and Hainan Provincial Office of Poverty Alleviation jointly launched the “Implementation Plan of Targeted Poverty Alleviation through Insurance in Hainan (Trial Implementation)”. It was stipulated in the document that the province would take four moves to reduce poverty, including poverty alleviation through benefiting farmers, healthcare, improving people’s livelihood and agricultural industrialization.

YuzhongCounty, Gansu Province conducted poverty alleviation through building “five county poverty-alleviation brands”, lifting over 120,000 people out of poverty within five years. Over the past five years, Yuzhong County has built five county poverty-alleviation brands, including education, e-commerce, PV, tourism and ecology, helping 159 destitute villages shake off poverty entirely. As a result, the number of poverty-stricken population dropped from 129,300 in 2011 to 3,900, with poverty incidence reduced from 33.82% to 0.99%.

Linyi City, Shandong Province helped people in destitute villages shake off poverty via the innovative mode of “poverty alleviation through tourism plus”. In recent years, Linyi City has carefully selected a batch of villages with sound resource conditions and strong willingness to engage in tourism industry in destitute villages identified by the province. It strengthened planning and guidance on those villages and strove for preferential policies for them as well as centralized resource investment. In this way, local people under the guidance of the city were actively involved in the development of tourism, speeding up the efforts to lift rural impoverished people out of poverty.

YanheCounty, Guizhou Province advanced poverty alleviation with the “12345” method. Guided by the overall thought of “four steps in five years”, that is, prioritizing demonstration villages in the first year, focusing on key impoverished population in the second year, reaping fruits in the third year and consolidating results for a well-off society in the last two years, Yanhe Tujia Autonomous County actively advanced the “12345” method and conducted targeted poverty reduction and alleviation down to earth. As a result, it accelerated poverty alleviation and helped the whole county economy leap forward.

JianghuaCounty, Hunan Province conducted poverty alleviation through agricultural industrialization, lifting over 40,000 people out of poverty within two years. Centering the target to “help a batch of people shake off poverty through agricultural industrialization”, Jianghua County issued the “Incentives on Developing Poverty Alleviation Industries”. A total of 150 destitute villages of the entire county have nurtured 35 leading industries, which lifted 31 destitute villages out of poverty in 2014 and 2015 and helped 43,500 people shake off poverty.

JinanCity, Shandong Province raised the ceiling of critical illness insurance of rural impoverished population to 500,000 yuan, benefiting 196,000 people. Jinan City drew up a policy of targeted poverty alleviation through healthcare. According to the new regulation, eligible people could enjoy the halving of minimum payment of critical illness insurance; the indemnity proportion of medical cost for each segment was raised by 5%; the annual maximum payment limit of resident critical illness insurance was lifted from 300,000 yuan to 500,000 yuan. A total of 196,000 rural impoverished people would benefit from the policy.

Shanghai Pudong Development Bank expanded financing channels to facilitate targeted poverty alleviation. In destitute counties of Hebei Province, the business loan balance offered by Shanghai Pudong Development Bank amounted to 1.402 billion yuan in 2016, increasing by 205 million yuan over the beginning of the year. The loan balance for targeted poverty alleviation projects stood at 823 million yuan and that of personal loan for targeted poverty alleviation was 47 million yuan.
