State and Ministerial Policy News:
On Jan 17, President Xi Jinping delivered a keynote speech at the opening ceremony of the 2017 annual meeting of the World Economic Forum. Xi Jinping said that we should spare no efforts to solve such issues as poverty, unemployment and the widening income gap. He also mentioned that we needed to protect the ecological environment and push forward the coordinated development of economy, society and the environment. In the meantime, we should implement the “2030 Agenda for Sustainable Development” proposed by the United Nations (UN) to achieve worldwide balanced development.

The State Council Information Office of People’s Republic of China (PRC): China helped the largest number of people get rid of poverty across the world. A few days ago, the State Council Information Office of PRC showed during a speech on the China-Switzerland media dialogue meeting that over the past three decades China had lifted more than 700 million people out of poverty, accounting for 70% of the people lifted out of poverty all over the world. This marked that China helped a large number of people get rid of poverty at the fastest speed in the human history.

The State Council Leading Group Office of Poverty Alleviation and Development and the Chinese Academy of Social Sciences (CASS): More than 10 million people in China were lifted out of poverty in 2016. A few days ago, the China’s Poverty Alleviation and Development Report (2016) jointly compiled bythe CASS and the State Council Leading Group Office of Poverty Alleviation and Development released the figure, marking the victory of the first battle against poverty during the “13th Five-Year Plan” period. The Report points out that all the existing tens of millions of impoverished people in China will shake off poverty by 2020. Guided by a clear target and logic thoughts, China’s poverty reduction strategies are composed of effective measures, helping China achieve remarkable results in the worldwide battle against poverty.

Local Poverty Alleviation News:
The “Plan of Sichuan Province Poverty Alleviation during the 13th Five-Year Plan period” was released. As is said in the plan, Sichuan will conduct the “Five Batches”, including poverty alleviation through agricultural production, relocation, eco-compensation, education and social security, in a targeted manner, address prominent problems in destitute areas and focus on improving the development capability of destitute areas as well as forming social forces to engage in poverty alleviation. In this way, it can ensure that all the 3.803 million impoverished people holding poverty registration cards in this province are completely lifted out of poverty in 2020.

ThePeople’s Government of Hubei Province issued the “Implementation Opinions on Accelerating the Development of Human Resource Service Industry” to encourage “poverty alleviation through employment” extensively. As is stated in the “Opinion”, the province will provide employment services to rural impoverished people holding poverty registration cards with employment intention, including offering employment recommendation, information on supply and demand and vocational training in a targeted manner, so as to facilitate the battle against poverty.

More than one million people in Gansu Province were lifted out of poverty in 2016. Gansu Province embraced remarkable results in poverty alleviation in 2016, lifting 1.019 million people out of poverty with the poverty incidence dropping from 14.2% to 9.3%. Twelve counties are eligible to apply for national poverty alleviation inspection and five “Chahua” counties where only a few people still living in poverty are eligible to apply for provincial poverty alleviation inspection. Farmers’ per capita disposable income in destitute areas increased by 12.2%, around 3.2 percentage points higher than the province’s growth rate.

Liaoning Province completed the task of poverty alleviation in 2016 by 110%. Liaoning Province helped a total of 276,000 impoverished people and 621 destitute villages shake off poverty with the poverty incidence dropping from 3.5% to 2.3%. The province carried out 4,226 projects of poverty alleviation through industrial development and lifted 172,800 people out of poverty. In 2017, the province plans to help 250,000 impoverished people, 500 destitute villages and five destitute counties rise out of poverty.

Guangxi Zhuang Autonomous Region lifted 1.2 million people out of poverty in 2016 and it will help a total of 1.1 million people shake off poverty this year. By the end of 2015, there were still 4.52 million people living in poverty in the region. In 2016, the region steadily forged ahead with 412 projects of poverty alleviation through relocation. As a result, it completed the annual target by helping 1,000 destitute villages and eight destitute counties shake off poverty.

Nearly 20,000 impoverished herdsmen in Qinghai Province benefited from ecological protection in 2016. By 2016, Qinghai had set up 19,300 ecological management and protection public welfare positions for impoverished herdsmen and the per capita income rise in the province amounted to 21,600 yuan. Qinghai Province plans to set up 43,100 ecological public welfare management posts during the “13th Five-Year Plan” period.

More than one million impoverished people in Hunan Province will witness income rise as a result of poverty alleviation through agricultural industrialization this year. In 2017, Hunan Province plans to invest 10 billion yuan (one billion yuan from the financial funds for poverty alleviation, six billion yuan from micro-credit for poverty alleviation and three billion yuan from social funds) into more than 300 major industrial projects at provincial, municipal and county levels. By conducting major industrial projects and implementing paired assistance, the province will help more than one million impoverished people increase income through developing agricultural industrialization.

A total of 1.25 million people in Hunan Province were lifted out of poverty in 2016. Hunan Province invested a special financial fund for poverty alleviation at and above the provincial level, totaling 5.82 billion yuan and outperformed last year’s annual poverty alleviation task by lifting 1.25 million people out of poverty. It implemented 86 major provincial projects of poverty alleviation through agricultural industrialization, which helped 200,000 impoverished people. In the meantime, a total of 160,000 impoverished people in this province were relocated. Wulingyuan District, Hongjiang District and more than 1,100 other destitute villages are undergoing poverty exit inspection.

Yunnan Province plans to help one million people shake off poverty in 2017. In 2016, Yunnan’s special provincial financial funds for poverty alleviation doubled.  As a result, 445,000 impoverished people holding poverty registration cards got relocated and the work teams stationed at villages with the task of helping them shake off poverty covered all the destitute villages, which meant that Yunnan won the first battle against poverty. In 2017, Yunnan plans to help 29 destitute counties, 1,100 poverty-stricken villages and one million impoverished people shake off poverty.

In 2016, a total of 1.2 million people and more than 2,300 villages in Guizhou Province were lifted out of poverty. At the beginning of the “13th Five-Year Plan” period, Guizhou Province achieved remarkable results in poverty alleviation by helping 1.208 million people, six destitute counties, 60 towns and 2,300 villages shake off poverty.

A total of 28,000 people in Ruijin City, Jiangxi Province, were expected to be lifted out of poverty in 2016. Last year, Ruijin City implemented targeted poverty alleviation measures by advancing poverty alleviation through social security, healthcare, infrastructure, e-commerce, tourism, PV, education and employment. It was estimated in 2016 that 28,000 people and 29 villages would be lifted out of poverty with the poverty incidence dropping from 10.09% to 5.02%.

Public Poverty Alleviation and Charity News
Nearly one million people were lifted out of poverty via targeted poverty alleviation through forestry projects. In 2016, targeted poverty alleviation through forestry projects embraced remarkable achievements. The central financial departments invested two billion yuan to create job opportunities for 288,000 people as forest rangers, freeing nearly one million people from poverty. Forestry projects, including returning farmlands to forestry and constructing national reserve forests prioritized destitute areas to proactively support the development of green forestry industries to enrich local people in the areas. As a result, 350,000 poverty-stricken households and 1.1 million impoverished people witnessed income increase by developing forest tourism.

Green Book of China Social Security System: China Social Security System Development Report (2017): regions inhabited by ethnic groups may extend compulsory education to high school. On Jan 18, the press conference of the Green Book of China Social Security System: China Social Security System Development Report (2017), co-sponsored by the Institute of Ethnology and Anthropology, Chinese Academy of Social Sciences (CASS) and the Social Sciences Academic Press (China) was held in Beijing. It is suggested in the Green Book of China Social Security System that we should try to avoid the intergenerational transmission of poverty in poverty-stricken families living in regions inhabited by ethnic groups. In other words, we should try not to pass the poverty of the previous generation to the younger generation in those regions. Under certain circumstances, regions inhabited by ethnic groups may consider extending compulsory education to high school so as to raise the overall education level.
