The State Council Leading Group Office of Poverty Alleviation and Development: a total of 12.4 million people in China were lifted out of poverty in 2016. According to the State Council Leading Group Office of Poverty Alleviation and Development, central and provincial finance invested more than 100 billion yuan in 2016 into the pilot projects of integrating agriculture-related fund in 961 destitute counties across the country. A total of 230 billion yuan were integrated, benefiting more than 30 million impoverished people registered in the poverty document and lifting 12.4 million rural impoverished residents out of poverty. These results demonstrate that China has outstripped the poverty alleviation target for 2016.

Hunan Province selected 30 destitute villages for rural tourism development in 2017. In 2016, a total of 1.25 million people in Hunan Province shook off poverty, indicating that the province completed its annual poverty relief target by 113.6%, led by Wulingyuan District and Hongjiang District, two destitute counties at provincial level. The disposable income of rural residents in destitute areas increased by more than 10.5%. In 2017, Hunan plans to free 1.1 million people from poverty by developing rural tourism in each destitute village of 23 counties, and forging ahead steadily with the construction of Party conduct and of a clean and honest government in poverty alleviation.

Having lifted 39,854 people out of poverty last year, Ningde City of Fujian Province plans to help approximately 30,000 people shake off poverty this year. Last year, Ningde helped 39,854 shake off poverty. Among them, 24,450 people and 18,313 people were respectively categorized as impoverished population under the national poverty standard and provincial poverty standard; 1,978 people were either returning poverty or newly added into the poverty list. Currently, 34,174 people are still registered in the poverty document with the poverty incidence dropping to 1.2%. Ningde will accelerate the pace of poverty alleviation this year, and plan to lift about 30,000 people out of poverty to ensure that every impoverished person under the national poverty standard is lifted out of poverty as scheduled.

Indicators of poverty alleviation results targeting at disabled people have been incorporated into government assessment in Guizhou Province. A few days ago, the Fifth Working Conference on Undertakings for Disabled Persons and 2017 Plenary Session of the Provincial Working Committee for Disabled Persons was held in Guiyang. It was decided on the conference that indicators of poverty alleviation results targeting at disabled persons should be incorporated into the assessment of government performance at all levels to help the disabled shake off poverty more effectively.

In 2016, seven districts and counties in Chongqing Municipality were lifted out of poverty with people rising from poverty totaling 596,000. Last year, all the seven districts and counties in Chongqing, namely, Wanzhou, Qianjiang, Nanchuan, Zhongxian, Fengdu, Wulong and Xiushan, were removed from the poverty list. To be specific, 885 destitute villages and 596,000 impoverished people were lifted out of poverty with the poverty incidence of the municipality dropping to below 3%. In 2017, Chongqing will adopt such measures as developing industries for poverty reduction and creating new financial methods for poverty alleviation, so as to ensure the goal of lifting nine destitute districts and counties, 226 destitute villages and 180,000 impoverished people out of poverty is completed.

The WeChat public platform “Special Account for Poverty Alleviation of the Government of Guizhou Province” was launched. The account aims to facilitate poverty alleviation in Guizhou by expanding channels for public concerns with poverty alleviation and development and feedbacks on hot issues. Sichuan Province will conduct poverty-alleviation audit in 81 destitute counties in 2017. It is learned from the notice of the Audit Office of Sichuan Province that the province will conduct audit on the work of poverty alleviation in 81 destitute counties of existing 83 destitute counties in 2017. Last year, 9,567 institutions and organizations were subject to audit by audit offices across the province, contributing 25.2 billion yuan by cutting expenditures and avoiding financial losses.

Yinchuan City in Ningxia Hui Autonomous Region will carry out a system ensuring close coordination between the rural minimum living standard guarantee and poverty alleviation and development. A few days ago, Yinchuan introduced a plan to ensure that the rural minimum living standard guarantee system is closely connected with policies for poverty alleviation and development. According to the plan, rural households in minimum living standard eligible for certain conditions of poverty alleviation, should be registered in the poverty document and receive targeted assistance based on their concrete conditions.

In 2016, people lifted out of poverty in Hebei Province exceeded one million. The year of 2016 marked the first victory against poverty. A total of 1.042 million people in Hebei Province were lifted out of poverty steadily and the increase rate of per capita disposable income of rural residents in 62 destitute counties was five percentage points higher than the average level of the province’s rural areas.

Disabled students in Sichuan Province will receive 12-year free education. During the “13th Five-Year Plan” period, Sichuan will establish some new systems beneficial to the disabled, including the subsidy system of assistive devices, subsidies for the disabled to gain access to barrier-free accessibilities at home and 12-year free education and subsidies for preschool education charges for disabled students. As polices designed to improve people’s livelihood are implemented, the satisfaction rate of the disabled in Sichuan has reached 95.22%.

Guizhou Province issued the “Implementation Plan for Supporting Destitute Villages Inhabited by Ethnic Groups with A Smaller Population for Whole-Village Poverty Alleviation in Guizhou Province”. According to the Plan, the province should spare no effort to conduct targeted poverty alleviation polices based on the conditions of different villages, households and individuals, so as to ensure that 65 destitute villages will enjoy the well-being in an all-round manner by the end of 2019.

Chongqing Association of Science and Technology launched 2017 Technology-Aided Targeted Poverty Alleviation Project. The Agricultural Development Bank of China will launched at least 600 billion yuan as loans for poverty alleviation this year. It is learned that Agricultural Development Bank of China was a strong supporting force behind the first victory against poverty last year, releasing a loan totaling 488.3 billion yuan for targeted poverty alleviation. The loan balance stood at 901.2 billion yuan, increasing by 336.1 billion yuan over the beginning of 2016, which was three times of the average increase rate of the bank.
