State and Ministerial Policy News:
General Secretory Xi Jinping pointed out during the review by the Sichuan Delegation at the two sessions that, the Party had pledged to lift all the impoverished people and destitute counties in rural areas under the current poverty standard out of poverty by 2020. The Chinese-style poverty alleviation demonstrates Chinese Communists’ determination to stay true to the mission and their pivot role in uniting the Party’s resolution with public opinions. Meanwhile, it also displays powerful ability of mobilization and administration of the Communist Party of China, namely, the great advantages of the socialist system.

Zhang Gaoli, Vice Premier of the State Council, delivered a keynote speech at the China Development Forum 2017, noting that, according to the evaluation of the World Bank, China served as a major contributor to poverty relief worldwide by lifting 790 million impoverished people in rural and urban areas out of poverty from 1981 to 2012, accounting for 72% of population lifted out of poverty all over the world. Since the 18th CPC National Congress, we have stepped up efforts to fight against poverty, freeing 55.64 million rural impoverished people from poverty from 2010 to 2013. We will continue to implement targeted poverty reduction and alleviation to complete the task of poverty alleviation and build a moderately prosperous society in an all-round manner by 2020.

The State Council: A total of 4.02 million rural impoverished people in eight provinces and regions inhabited by ethnic groups were lifted out of poverty in 2016. The State Council allocated a special poverty-alleviation fund in 2016 totaling 27.96 billion yuan, an increase of 39.8% over that of 2015, accounting for 41.9% of the total special fund for poverty alleviation. In 2016, a total of 4.02 million rural impoverished people in the eight provinces and regions inhabited by ethnic groups (five autonomous regions of ethnic minority, including Inner Mongolia Autonomous Region, Tibetan Autonomous Region, Ningxia Hui Autonomous Region, Guangxi Zhuang Autonomous Region and Xinjiang Uygur Autonomous Region and three provinces, including Guizhou, Yunnan and Qinghai Province) were lifted out of poverty, with the total impoverished population dropping from 18.13 million at the end of 2015 to 14.11 million.

The Ministry of Education: Poverty alleviation through education should be targeted. A few days ago, an official from the Ministry of Education suggested that “poverty alleviation through education should be targeted by focusing on “Two Shifts” in order to win the tough battle against poverty. On the one hand, we should shift from simple poverty alleviation to comprehensive intelligence improvement. That is to say, education should be prioritized in poverty alleviation to end the intergenerational transmission of poverty. On the other hand, we should shift from the extensive method of poverty alleviation to the targeted method”.

The State Auditing Administration issued the notice on “Auditing Results of the Implementation of Major National Policies and Measures in the Fourth Quarter of 2016”. It is pointed out in the Notice that with respect to the implementation of policies and measures of poverty alleviation, some cities and counties in ten provinces failed to coordinate the poverty-relief fund well with the idle fund totaling 237 million yuan. Also, the Notice said that 21 projects of poverty alleviation through agricultural industrialization and safe drinking water in five provinces saw a slow progress or unsatisfactory results , involving 74.7713 million yuan.

The Department of Land and Resources of Hunan Province issued the “Key Points of Poverty Alleviation and Development of Land and Resources in 2017”, specifying the major work for poverty alleviation and development of land and resources this year. The “Main Points” elaborately illustrates major work on the following seven aspects: land utilization, cultivated land protection, circulation of surplus index for increased and decreased connection between urban and rural construction lands, exploitation of mineral resources, prevention and control of geological disasters, surveying and mapping as well as geographical information services, and village-resided assistance.

Shaanxi Province invested 170 million yuan into the pilot project of small hydropower stations for poverty alleviation. In 2016, Shaanxi Province selected four national destitute counties for the pilot project to build four hydropower stations for poverty alleviation with the installed capacity totaling 19,740 kilowatts. As of now, the province has invested 143.07 million yuan, 74% of total investment of the project, and completed more than 80% of the construction task, which is expected to be completed before the end of June.
Sichuan Province introduced 22 special plans against poverty with a total investment of more than 100 billion yuan in 2017. Among them, the plan of infrastructure construction is top priority. A total of 51.4 billion yuan will be used on poverty alleviation through traffic construction, the highest amount of fund among all the plans. It is hoped that this plan could help all the 16 destitute counties and 3,700 poverty-stricken villages planning to shake off poverty gain access to hardened roads.
The China Banking Regulatory Commission of Guizhou Province promoted the development of the agricultural industry and products, benefiting hundreds of thousands of poverty-stricken households. Guizhou achieved the target of “Two Highers” in poverty-relief loans in 2016: the loan balance in impoverished areas amounted to 466.245 billion yuan, 19.43% higher than early 2016; the loan balance of impoverished households stood at 27.589 billion yuan, 31.28% higher than early 2016. A total of 1.208 million impoverished people in Guizhou were lifted out of poverty in 2016, and financial institutions in the banking industry allocated loans totaling 20.252 billion yuan for the project of poverty alleviation through relocation.

In 2016, a total of 1.078 million people were lifted out of poverty in Sichuan Province. Sichuan won the first tough battle of poverty relief in 2016 by focusing on the target of providing enough food and clothes to impoverished population, ensuring the availability of compulsory education, basic medical services and housing security, and making sure that people could live in secure residence, enjoy prosperous life, develop good habits as well as present positive social atmosphere. The province outperformed the annual task of lifting five destitute counties, 2,350 poverty-stricken villages and 1.05 million impoverished people out of poverty. As a result, impoverished people saw large income rise and destitute areas witnessed faster economic growth.
Zhangjiakou City of Hebei Province helped 227,700 impoverished people shake off poverty in 2016. Zhangjiakou vigorously forged ahead with poverty alleviation and development and achieved remarkable results in 2016 by centering on the overall target to provide enough food and clothes for impoverished population, to guarantee their availability of compulsory education, basic medical services and housing security. A total of 227,700 rural impoverished people shook off poverty. Among them, there were 67,200 impoverished low-income households, and 160,500 impoverished households receiving subsistence allowances with the poverty incidence dropping to 8.9%.

The Agricultural Development Bank of China signed the “Cooperative Agreement on Co-Creating Provincial Policy-based Demonstration Areas for Poverty Alleviation through Finance” with Shanxi Province. According to the Agreement, the Agricultural Development Bank will take advantages of the special policy-based financing mechanism to provide more policy privileges to Shanxi Province in loan modes, the loan-risk compensation mechanism, the innovation of credit and loan products for poverty alleviation, the policy of loans for poverty alleviation, and the comprehensive credit line for poverty alleviation.

The Chinese Academy of Social Sciences: Relocation reassures people, and the development of agricultural industrialization helps people shake off poverty. A few days ago, a study by the Chinese Academy of Social Sciences showed that poverty alleviation through relocation, one of poverty-alleviation mechanisms of the “Five Batches”, was different from other four mechanism because it was not a single policy. Poverty alleviation through agricultural industrialization, education, ecological compensation and social security remained necessary for impoverished population to shake off poverty after the relocation. In other words, relocation included all the details of the “Five Batches”.
