State and Ministerial Policy News:
On May 11, Chinese President Xi Jinping held talks with Vietnamese President Tran Dai Quang at the Great Hall of the People. At the meeting, both sides reached consensus on maintaining the positive momentum of bilateral relations, promoting cooperation in various fields, including poverty reduction, and pushing China-Vietnam comprehensive strategic partnership to a new level, so that more real benefits can be brought to the two countries and the two peoples. Both sides should work on pragmatic cooperation in promoting the “Belt and Road” Initiative, engage in mutual learning in the cause of innovation, development and poverty alleviation, so as to realize common development and prosperity.

Li Keqiang, Premier of the State Council, presided over an executive meeting of the State Council. At the meeting, the “13th Five-Year Plan to Promote Prosperity of Border Regions and Improve People’s Living Standards” was adopted to promote stability and prosperity of border regions and improve the living standards of all ethnic groups. Li pointed out that we should improve infrastructure in border regions and basic public services, such as education, healthcare, pension, employment, culture, as well as implement targeted poverty-alleviation measures to help local people shake off poverty locally.

On May 16, Wang Yang, Vice Premier of the State Council, examined industry poverty alleviation work in Anhui Province. He stressed that industry serves as an important factor in realizing sustainable poverty reduction. We should adhere to targeted poverty reduction and alleviation, give full play to the resource advantages in poverty-stricken areas, cultivate characteristic industries based on local conditions, and develop rural collective economy, to lift impoverished people out of poverty steadily and improve effectiveness of poverty alleviation.

The Ministry of Land and Resources issued the “Notice on the Release of the 2017 National Land Use Plan”. The Notice pointed out that we should comprehensively implement the arrangements of poverty alleviation made by the Party Central Committee and the State Council, increase support to poverty alleviation through relocation, as well as allocate 600 mu (about 400,000 square meters) of land for contiguous poverty-stricken areas and other major national destitute counties.

Nanning City in Guangxi Zhuang Autonomous Region earmarked more than 640 million CNY as special poverty-alleviation fund in 2017, which will benefit 289,000 impoverished people. This year, Nanning City has allocated 296.57 million CNY as the special poverty-alleviation (development) fund, financed by the central government and the autonomous region, to 12 counties to support poverty alleviation. Among them, about 249 million CNY will be used for industrial development and infrastructure construction in poverty-stricken areas.

A total of 89,000 impoverished people in Shandong Province found jobs in 2,790 employment workshops for poverty alleviation. Shandong stepped up efforts of poverty alleviation through employment from five aspects: improving employment workshops for poverty alleviation, establishing entrepreneurial workshops for poverty alleviation, developing public-welfare jobs for poverty alleviation, carrying out poverty alleviation through labor cooperation and promoting poverty alleviation through vocational training. A total of 201,000 impoverished people were reemployed, which lifted 350,000 people out of poverty in 2016.

The impoverished population in Gannan Tibetan Autonomous Prefecture, Gansu Province was reduced by 228,400 in five years. Since 2011, Gannan has prioritized poverty alleviation in policies, funds and project construction. As a result, agricultural and pastoral poverty-stricken population were reduced to 55,500 in 2016 from 283,900 in 2011, helping a total of 228,400 people shake off poverty over the past five years, with the incidence of poverty falling to 9.8% from 51.3%.

In Yunnan Province’s 2017 financial budget, 4.6 billion CNY were earmarked for targeted poverty alleviation. Yunnan Provincial Department of Finance made every effort to increase investment in poverty alleviation. In 2017, a total of 4.6 billion CNY were earmarked from the provincial financial budget as the special provincial poverty-alleviation fund, an increase of 1.485 billion CNY over last year’s 3.115 billion CNY, up by 47.67%.

More than 90% of urban and rural areas in Hubei Province passed the 2016 poverty-alleviation assessment with excellent performance. Hubei Leading Group Office of Poverty Alleviation through Relocation examined the performance of 52 counties and cities with poverty-alleviation tasks in 2016 in Hubei Province. The vast majority of counties and cities completed the annual relocation tasks assigned by the provincial government in early 2016, among which, 48 counties and cities passed the assessment with excellent performance, accounting for 92%.

The PV power stations for poverty alleviation in villages of Jinan City of Shandong Province benefit 86,300 people. Jinan changed from “blood-transfusion poverty alleviation” to “hematopoietic poverty alleviation”, and intended to build PV power stations in villages to bring stable income to impoverished households without labor capacity, resources or stable sources of income. It is stated in the “Jinan 13th Five-year Plan on Poverty Alleviation” that, during this stage, 358 destitute villages appointed by Shandong and 496 destitute villages appointed by Jinan would be lifted out of poverty, benefiting 86,300 rural impoverished population.

Inner Mongolia Autonomous Region pressed the “fast-forward key” of tackling poverty alleviation. Since the 18th CPC National Congress, the poverty-stricken population in rural and pastoral areas in Inner Mongolia Autonomous Region has sharply dropped to 560,000 in 2016 from 1.978 million in 2012. Accordingly, the poverty incidence of rural and pastoral areas has dropped from 14.7% to 4.1%, with more than 1.4 million people lifted out of poverty.

In Hainan Province, 114 e-commerce service stations have been built in poverty-stricken villages. In November 2016, the “Hainan Province Implementation Plan of Building E-commerce Service Stations in Destitute Villages Registered in the Poverty Document” was issued by Hainan Government, which put forward the goal of completing the construction of e-commerce service stations in 300 destitute villages in the province. At present, 114 e-commerce service stations have been built in Hainan Province, completing 38% of the goal (the province plans to build 300 stations from 2016 to 2018).

The balance of loans for financial targeted poverty alleviation in Chongqing Municipality reached 77.9 billion CNY. A total of 78 municipal financial poverty- alleviation demonstration sites have been built in Chongqing. As of the end of March 2017, the balance of the city's financial poverty alleviation loans had reached 77.9 billion CNY. More than 700,000 impoverished people registered in the poverty document were aided through direct support, agricultural industrialization and project benefits, etc.

The fifth Hainan Rural Tourism Cultural Festival will be held on May 27, themed on “Full-Involvement Tourism, Happy Hainan-Rural Tourism, Leisure Agriculture and Targeted Poverty Alleviation”. Up to now, Hainan Province has invested 583,729,700 CNY in poverty alleviation through tourism and development projects, and implemented 113 tourism poverty alleviation and development projects, lifting 13,438 impoverished people registered in the poverty document out of poverty, and increasing the income of impoverished households by 179,958,600 CNY through attracting impoverished people to engage in tourism-related work,
