State and Ministerial Policy News:
Sun Chunlan, Member of the Political Bureau of the CPC Central Committee, and Minister of the United Front Work Department of CPC Central Committee stressed during her research in Jiangxi Province that the CPC Central Committee under the leadership of General Secretary Xi Jinping attached great importance to poverty-alleviation work in old revolutionary base areas, so we should bring the united front into full play to make more contributions to poverty alleviation and development in old revolutionary base areas. Besides, we should conduct democratic supervision of poverty alleviation as an innovative measure to wield the role of democratic parties in the battle against poverty.

Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, stated at the conference of national poverty alleviation publicity that poverty alleviation serves not only as a political task, but also a task for the people. He proposed requirements to the national poverty-alleviation system and stressed the following three aspects. Firstly, we should be better informed, and strengthen the “Four Consciousnesses”, namely, political consciousness, overall situation consciousness, core consciousness and par consciousness to successfully complete the glorious task entrusted to us by the CPC Central Committee; secondly, we should adhere to the orientation of positive forces to encourage and stimulate people with remarkable achievements made in poverty alleviation and bright prospects of winning the tough battle against poverty; thirdly, practical measures should be adopted in poverty alleviation. The national poverty alleviation system should establish sound institutions in poverty alleviation publicity, and build a cadre team proficient in publicity.

Guangxi Zhuang Autonomous Region increases the fund for poverty alleviation by nearly 45% this year. Guangxi has increased investment in special financial fund for poverty alleviation in 2017, and raised a special financial fund for poverty alleviation at the level of the autonomous region, totaling 3.36 billion yuan with an increase of nearly 45% over the same period of last year. Guangxi will channel more efforts to advance rural supply-side reform for poverty alleviation, planning to lift 700,000 impoverished people, 900 destitute villages and six poverty-stricken counties out of poverty; meanwhile, the autonomous region will spare no efforts to approach its target of helping one million impoverished people, 1,100 destitute villages and eight poverty-stricken counties shake off poverty.

Henan Province issued the “Implementation Plan on Special Treatment of Critical Illness for Rural Impoverished Population of Henan Province”, another policy aimed at the treatment of poverty-stricken people’s critical illness following the launch of supplementary medical insurance on critical illness for impoverished people in Henan Province on April 1, 2017. The policy aims to provide targeted medical treatment to impoverished people suffering from the nine serious illness, including stomach cancer and colorectal cancer, which helps prevent them from being reduced to poverty and returning to poverty due to illness.

Yunnan Province released the “Notice on Strengthening Accountability of Discipline Inspection in Poverty Alleviation”, providing strong discipline guarantee for the realization of the poverty-alleviation goal as scheduled. The Notice pointed out that Yunnan Province will incorporate the implementation of poverty alleviation into the mandatory inspection of the provincial Party committee, and conduct supervision oriented towards the first front of poverty alleviation, mainly focusing on the inspection in seven aspects, including targeted poverty alleviation work, fund availability, supervision and management, as well as outcomes of poverty alleviation.

Sichuan Province adopted “Four Measures”, namely, providing more institutional support, holding seminars, creating more job opportunities and offering skill training, to facilitate poverty alleviation through employment, to ensure that more than 100,000 impoverished people with labor capacities are transferred this year. Providing a special employment poverty-alleviation fund of 300 million yuan to 88 destitute counties this year, Sichuan has convened a promotion meeting for poverty alleviation through employment in the Wumeng Mountain Area, organized about 20 employment trainings throughout the province, and held special job fairs themed on poverty alleviation in different scales in 88 destitute counties.

Critical illness will be treated closely at home and the 90% of the expenses can be reimbursed. Jiangxi Province developed new modes to solve the tough issue of falling into poverty and returning to poverty due to illness. In 2017, based on previous pilot projects, Jiangxi has helped all the impoverished population registered in the poverty document purchase supplementary medical insurance on serious illness at no less than 90 yuan per person annually. In this way, impoverished people are able to get reimbursement at a maximum of 600,000 yuan with the support of the new rural cooperative medical system, critical illness insurance and supplementary medical insurance on serious illness if they suffer from serious illness.

Gansu Province issued the “Action Plan on ‘Three Batches’ for the Poverty-Alleviation Project through Healthcare”. (The “Three Batches” refers to the treatment of a batch of rural impoverished people suffering from critical illness, management of a batch of such people suffering from chronic illness, and security of a batch of such people suffering from serious illness). According to the Plan, Gansu will initiate the special treatment before the end of June; before the end of December, the household doctor agreement service will be accessible to more than 30% of households in Gansu, more than 60% of key groups and all the impoverished households registered in the poverty document and family planning households in special conditions.

The State Grid Corporation of China promotes PV for poverty alleviation through the “Action of Sunshine Poverty Alleviation”. During the 13th Five-Year Plan period, the State Grid has decided to implement three projects in three years. It will invest 21.27 billion yuan to make dynamic electricity accessible to 78,000 unincorporated villages, including 33,000 impoverished villages registered in the poverty document; it will invest 3.2 billion yuan to complete the connection of national PV projects for poverty alleviation, and about 727 million yuan to complete the targeted projects for poverty alleviation through PV in five counties and districts of Hubei Province and Qinghai Province.

A few days ago, the launch conference of the “Consulting Room”, an Internet medical App, was held in Beijing. The App functions as a mobile platform for doctor-patient communication, providing health consultation services, and it is dedicated to offering users health consultation services via various information means, including images and texts, voice, telephone, and video. The “Consulting Room” will adopt big data health management technologies to formulate specific and accurate treatment plans for users in an effort to facilitate poverty alleviation through health.
