State and Ministerial Policy News:
Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development met with a delegation led by Zhang Chunlin, Vice Chairman of Xinjiang Uygur Autonomous Region. Liu Yongfu noted that in Xinjiang, the main battlefield in poverty alleviation, local work on poverty alleviation was of paramount significance in upholding border stability and national unity. Hence, the autonomous region should take the initiative to deliver genuine outcomes with Xinjiang characteristics, raise public awareness of health protection, and advance the development of courtyard economy and small and micro enterprises, to ensure that the benefits of these efforts get accessible to the people.

China issued a joint statement on eradicating poverty and promoting human rights. A few days ago, Ma Zhaoxu, Permanent Representative of China to UN at Geneva and Representative to other international organizations in Switzerland, issued a joint statement entitled “Join Hands to Reduce Poverty, Promote and Protect Human Rights” on behalf of more than 140 countries at the 35th Session of the Human Rights Council. To that end, Ma made four proposals, which are to accelerate sustainable development, address poverty alleviation in a holistic and coordinated manner, ensure social equity and justice, and enhance international cooperation on poverty reduction.

The Ministry of Culture introduced an implementation plan for cultural poverty alleviation during the “13th Five-Year Plan” period. It is proposed in the plan that the central finance institution should develop a project to deliver local traditional Chinese opera performance to destitute villages and towns every two months. Every performance will be granted a 3,000-yuan subsidy. From 2016 to 2017, 22,000 comprehensively cultural service centers at the village level will be built in administrative villages of destitute autonomous counties and border counties at the nationally impoverished level.

The Ministry of Finance: the central government earmarked 86.095 billion yuan for the special fiscal fund for poverty alleviation in 2017. A few days ago, the Ministry of Finance released news, noting that it earmarked 30.701 billion yuan for special central fiscal fund for poverty alleviation. As of now, the whole budget for financing local governments’ special central fiscal poverty-alleviation fund, totaling 86.095 billion yuan (including the recently granted fund and 55.394 billion yuan granted in advance in October 2016), has reached local governments.

Jiangxi Province increased investment into water conservancy facility construction in destitute counties. Recently, Jiangxi Provincial Department of Finance has issued the “Notice on Further Increasing Investment into Water Conservancy Facility Construction in Destitute Counties”, which gives more favors over the needs of destitute counties regarding water conservancy projects, fund arrangements in eight aspects. The province sets out to help 228,800 impoverished people registered in the poverty document gain access to safe drinking water in 2017, and plans to provide that access to the remnant 267,600 impoverished people registered in the poverty document one year later.

Shaanxi Province enacted a “combined punch” of 13 policies to boost poverty alleviation through employment. A few days ago, the Department of Human Resources and Social Security of Shaanxi Province enacted 29 items included in 13 policies that cover four aspects: expanding local employment space, supporting the export of labor services of impoverished labor force, strengthening the efficacy of vocational training, and fostering entrepreneurship. These polices aim at improving the efficacy of poverty alleviation through employment, and making more targeted policies, so as to eventually remove loose measures against poverty.

Hunan Province plans to lift 500,000 impoverished people out of poverty through developing tourism by 2020. Recently, at the Hunan provincial meeting on advancing poverty alleviation through developing tourism, the province has put forward a goal to lift 500,000 impoverished people out of poverty and helped 400,000 people find jobs through developing tourism by 2020. In this way, rural per capita disposable income in destitute areas will be raised to 10,000 yuan, and all the 1,641 key villages of poverty alleviation through developing tourism will be lifted out of poverty.

Shandong Province ushered in a “glorious path of poverty alleviation”, flexing the cultural muscle. Over the past few years, Shandong Province has given full play to local cultural and spiritual heritage, and ushered in a “glorious path of poverty alleviation”. Shi Peiwei, Director of the Shandong Provincial Leading Group Office of Poverty Alleviation and Development, noted that they would ensure that, by 2018, all the 2.424 million rural impoverished people registered in the poverty document in the province are lifted out of poverty. More importantly, he suggested that the “glorious path of poverty alleviation” would become an epoch-making symbol of Shandong emerging as a province with rich and profound cultural heritage from a key province of culture by then.

Shanxi Province produced remarkable results in targeted poverty alleviation through developing education. Shanxi Province has put poverty alleviation through developing education on top priority of its agenda over the past two years. By highlighting rural impoverished students registered in the poverty document, the province has increased investment in improving the student financial aid system with full coverage from pre-school education to higher education, and implementing a range of poverty alleviation policies, including the consolidation of the base of poverty alleviation through developing education at different levels, the development of channels for poverty alleviation through developing education in various ways, and the expansion of space for poverty alleviation through developing education in multiple aspects. These efforts have extended the reach of poverty alleviation work and facilitated targeted poverty alleviation, producing remarkable results in this area.

Households to shake off poverty by means of “Internet plus”. According to the recently-released “Implementation Plan for Gansu Province to Conduct Poverty Alleviation through the Internet”, by 2020, basically every destitute area in the province will have access to the Internet, information technology and relevant services. Also, it is proposed that the province attempts to implement a targeted poverty alleviation project, where several households will develop under the guidance of one store and one village is boosted by one store. To that end, the role of Internet platforms in magnifying the efforts of a single farm household, and the scale benefits of new business entities will be brought into full play.

Yichang City, Hubei Province financed the development of 23 key destitute villages holding migrants with tens of millions of yuan. It is learned from the Yichang Immigration Office that the city holds 3,946 impoverished migrant households and 8,526 poverty-stricken migrants registered in the poverty document. Among them, there are more than 200 impoverished migrants in 23 villages. Hence, the Office will earmark 11.5 million yuan as a special fund, providing every key destitute village with 500,000 yuan, to increase every village’s collective fixed assets and boost their returns.

Quanzhou City, Fujian Province sets out to complete the renovation of dilapidated houses for more than 5,000 rural impoverished households by the end of 2020. Recently, the Housing and Urban-Rural Development Department of Quanzhou, the Quanzhou Municipal Bureau of Finance, the Quanzhou Development and Reform Commission, and the Quanzhou Agricultural Bureau have jointly released the “Quanzhou Municipal Special Plan for the Renovation of Rural Dilapidated Houses during the ‘13th Five-Year Plan’ Period”. The Plan proposes that, during the period of 2016—2020, the city will make steady progress in the renovation of rural dilapidated houses via various means, based on self-financing by rural residents, and supplemented by government subsidy at an appropriate amount and relevant policies. A total of 5,035 impoverished households currently living in dilapidated houses at the level of C and D are expected to see their houses renovated before the end of 2020. Among them, all the 817 impoverished households registered in the poverty document at the national level will have their houses renovated before 2018.

A number of PV poverty alleviation projects in Lüliang City, Shanxi Province were connected for power generation. Lately, a number of PV projects for poverty alleviation in Lüliang City of Shanxi Province have been connected for power generation. Places concerned include 19 poverty-alleviation projects in Lanxian County, Xingxian County, Linxian County and Fangshan County. As the PV power station program to connect those projects is launched, it is expected to benefit 3,600 impoverished households in 63 destitute villages, with an annual income rise of every household by 3,000 yuan.

Vice President of China Development Research Fund (CDRF): Nutrition improvement schemes should be brought into our poverty alleviation initiatives. A few days ago, Lu Mai, Vice President of China Development Research Fund (CDRF) noted that we should start with children in poverty eradication, because children’s development serves as the first stage to cut off inter-generational poverty transmission. Nutrition improvement schemes should be brought into poverty alleviation initiatives in the future, in the form of indicator in local governments’ poverty alleviation performance appraisal. This, according to Lu, will raise the awareness of local governments and their governance capabilities.

On June 10, the “Summit on Advancing Targeted Poverty Alleviation through New Agricultural Modes” was held in Beijing. Held by Post-Doctoral Poverty Alleviation Project Center, China Association of Poverty Alleviation and Development, and co-organized by Zhongnong Shanxin Agricultural Science and Technology Development (Beijing) Co., Ltd, the summit put its highlights on the efforts to advance targeted poverty alleviation aided by new agricultural modes, and the establishment of industrial alliance for poverty alleviation among public companies (in the field of all-for-one tourism).
