Liu Yandong: Raise the level of education to lift people out of poverty. During the national meeting on raising the level of education to lift people out of poverty held in Gansu Province, Liu Yandong, Vice Premier of the State Council and member of the Politburo of the CPC Central Committee, stressed that we should follow the guiding principles and instructions on poverty alleviation delivered by General Secretary Xi Jinping, and make concerted efforts to thoroughly implement policies and measures for poverty alleviation through education. As a result, students in destitute areas could be accessible to good education to ensure that the goal of poverty alleviation can be achieved on schedule.

Social poverty alleviation through “Internet Plus” advances in depth. Hong Tianyun, Deputy Director of the State Council Leading Group Office of Poverty Alleviation and Development, stated recently that with joint efforts from enterprises, social organizations and individuals, China’s social poverty alleviation through “Internet Plus” has achieved in-depth advance in various fields, including targeted the Poverty Alleviation Action-“Thousands of Enterprises Help Thousands of Villages”, which has promoted 26,500 private enterprises help 21,000 poor villages, invested poverty-alleviation fund totaling 38 billion yuan, and employed 307,600 people; as well as poverty alleviation projects based on e-commerce, which has confirmed 496 demonstration counties around China, of which 261 impoverished counties account for 52.6%.

Big moves in financial poverty alleviation were adopted in Henan Province. A few days ago, the People’s Government of Henan Province decided to popularize Lushi micro-finance model and apply such a model to all the destitute counties in Henan so as to accelerate steps for poverty alleviation. Meanwhile, provincial departments, on the basis of Lushi pilot, introduced 10 work programs including financial poverty alleviation service system construction, credit evaluation and risk compensation to really implement financial policies for poverty alleviation.

Guizhou Province promoted “Poverty Alleviation through Resettlement”: Over one million people moved out of remote mountains within 5 years. Over the past five years, a total of 1.07 million poverty-stricken people in Guizhou Province have moved out of mountains. In accordance with the Guizhou Government’s planning, another 750,000 impoverished people will be relocated this year. At present, Guizhou Government regards this as “top priority” and “the most important livelihood project” in an effort to arrange relocation of the masses and solve subsequent development issues appropriately.

Investment fund for poverty-alleviation industries has been established in Shaanxi Province. Recently, the investment fund for poverty-alleviation industries in Shaanxi Province has been established with 80 billion yuan and ten-year duration. The fund will be completely used for poverty-alleviation industries and targeted poverty alleviation in Shaanxi Province, which focuses on enterprises and projects on characteristic planting and breeding, agricultural products processing, and modern services in destitute areas of the province.

Anhui Province: PV capacity in the first half of the year quadrupled the annual plan. Since this year, Anhui Province has seen new users and village-level PV power stations for poverty alleviation with 1.247 million kilowatts, and has fully completed the grid access tasks. This is 3.3 times the total PV capacity projects over the years, which is four times the annual plan of Anhui Leading Group Office of Poverty Alleviation and Development, about 46% of the State Grid Corporation of China.

In the first half of the year, Chongqing’s medical fund for poverty alleviation helped 22,000 people in great needs. Since the beginning of this year, Chongqing has established a comprehensive medical fund for poverty alleviation, and reimbursed medical expenses in different stages and classifications except for medical reimbursements for poverty-stricken groups. As of June 30, the municipal subsidies totaling 100 million yuan have been allocated to districts and counties as start-up capital for the project, which has helped 22,258 people in total.

Differentiated subsidy polices to support water conservancy construction were implemented in destitute counties in Jiangxi Province. Recently, Jiangxi Provincial Department of Finance has issued the “Notice on Further Increasing Investment in Water Conservancy in Destitute Counties” in conjunction with relevant departments, which will focus on 24 contiguous destitute counties and national key counties of poverty alleviation and development as well as Duchang County through such methods as favorable planning of water conservancy projects in poor counties, implementation of different subsidy policies, and arrangement for project funds in advance to put more efforts into poverty alleviation in destitute counties and to lift them out of poverty as scheduled.

Compulsory education for all poverty-stricken students is ensured by Hainan Government by 2020. Hainan Provincial Department of Education and Provincial Poverty Alleviation Office jointly issued the “13th Five-year Plan of Hainan Province in Poverty Alleviation through Education”, in which the establishment of preferential support policy system is confirmed, and the subsidies covering all poverty-stricken students are achieved. As a result, it has lifted 15,000 people out of poverty through the development of vocational education.

This year saw that at least 7,500 poor laborers from the “Two Counties and Two Districts” were employed each year in downtown Kunming, Yunnan Province. Kunming Government issued the “Implementation Opinions on Helping Rural Labor Workers in Destitute Areas for Reemployment in Downtown Kunming (2017-2019)” which proposed that from this year to 2019, stable employment would be provided in downtown Kunming so as to ensure that more than 7,500 impoverished labor workers from “Two Districts and Two Counties” would be employed each year, and reemployed people worked for at least 6 months locally.

The Second Beijing (International) New Urbanization Industry Exposition has set up the national poverty alleviation exchange zones. The Exhibition was held at the China National Convention Center from June 30 to July 2, 2017. A total of 56 enterprises from destitute areas of 21 cities, districts and provinces, such as Inner Mongolia, Shanxi, Guizhou, Hubei, Gansu, Ningxia and Xinjiang attended the Expo and displayed their own products with local characteristics.
