Ministry of Agriculture: the work on poverty alleviation through agricultural industrialization will concentrate on areas in dire poverty in the second half of the year. Recently, the Ministry of Agriculture released news that areas in dire poverty will be the top priority of poverty-alleviation work. The central government earmarked 1.17 billion yuan to help impoverished high school students pay for their tuition and other fees. According to the “Opinions of the Ministry of Finance and Ministry of Education about Exempting High School Students of Impoverished Households Registered in the Poverty Document from Tuition and Other Fees”, the policy, which came into force in the autumn semester of 2016, will benefit 1.425 million students from families registered in the poverty document across the country, facilitating poverty alleviation through education.

Shaanxi Province issued its first blue book of targeted poverty alleviation. The Blue Book of Shaanxi•Report on Shaanxi’s Targeted Poverty Alleviation (2017) shows that a total of 1.3 million impoverished people and 2,907 destitute villages in Shaanxi were lifted out of poverty in 2016; the province plans to help 1.07 million people and 2,428 villages shake off poverty this year.

Heilongjiang Province raised the level of medical assistance for impoverished people registered in the poverty document. Recently, Heilongjiang Human Resources and Social Security Bureau and Civil Administration jointly issued the “Implementation Plan for Improving the Level of Medical Assistance for Impoverished People Registered in the Poverty Document”. It is proposed in the Plan that people registered in the poverty document, who are accurately identified and verified by departments of poverty alleviation, will be subject to more targeted safeguard measures, on the basis of the existing urban and rural basic medical insurance, critical illness insurance and medical assistance policies.

The government of Liaoning Province helped impoverished people with severe disabilities pay for the fee of pension insurance of urban and rural residents. At present, Liaoning Province has issued the “Action Plan for Supporting 15 Key Destitute Counties to Raise the Basic Public Service Level”. The document aims to help 15 key destitute counties lift their public services to and then above the average level of the province from 2017 to 2019, and it also seeks to ensure that the equalization of public services reaches 308,600 impoverished people registered in the poverty document from 1,332 destitute villages and 323 towns under its jurisdiction.

Impoverished full-time students of vocational colleges and universities in Sichuan Province will receive 4,000 yuan per person each year. Recently, Sichuan Province issued the “Notice on Determining and Improving Policies for Poverty Alleviation through Education”, which has nailed down special subsidy policies for students from impoverished households registered in the poverty document of the province and current subsidy and fund policies. Students from impoverished households registered in the poverty document enrolled by colleges and universities before 2020 can enjoy relevant policies for poverty alleviation through education as prescribed.

Guizhou Province has embraced remarkable poverty-alleviation results, relocating 4,188 unincorporated villages. As of June 30, 2017, Guizhou Province had built 562 relocation sites in 2016, relocated 4,188 unincorporated villages and 431,600 people and helped an average of 1.56 people get employed per household, which represents remarkable results in poverty alleviation.

Henan Province gained results of poverty alleviation on schedule, lifting 1.125 million people out of poverty last year. In 2016, Henan Province lifted 1.125 million people and 2,125 destitute counties out of poverty, and Lankao County removed the title of poverty as well. The rural per capita disposal income of Henan Province’s destitute areas reached 9,734.9 yuan, up by 9.8%, and the real growth rate after deducting the price factor stood at 7.7%, which is two percentage points higher than the average level of the province’s rural areas.

Ningxia Hui Autonomous Region: science experts facilitated the poverty- alleviation work. In recent years, in order to win the tough battle of poverty alleviation, Ningxia has launched a campaign to engage science experts in the work of poverty alleviation to push forward the work in various forms, such as paired support between experts and destitute villages as well as impoverished households. A total of 500 science experts have formed all kinds of service teams and carried out more than 900 times of science and technology services, reaching more than 100,000 impoverished people.

Poverty alleviation through skills nurturing helped Chongqing Municipality lift 10,000 people out of poverty on a yearly basis. Chongqing Human Resources and Social Security Bureau released news recently, suggesting that it would carry out a “three-year action plan of providing vocational training to impoverished people”. This plan will cover 31,700 impoverished people, help 29,000 people find jobs or start their own business, and lift nearly 10,000 people out of poverty on a yearly basis. The training is expected to be concluded in 2020, helping more than 70,000 people shake off poverty.

Yan’an City, Shaanxi Province: to lay a solid foundation for targeted poverty alleviation with the Yan’an spirit. In recent years, Yan’an has implemented various measures, including relocation, agricultural industrialization and fiscal safeguard, to make targeted efforts in a scientific and proper manner, thus laying a solid foundation for targeted poverty alleviation. Rural areas have registered a good momentum in catching up. In the past two years, a total of 178,400 people in Yan’an City have been lifted out of poverty, reducing the poverty incidence to 0.76%.

The pilot project of the “National Poverty Alleviation through Health•Eye Treatment Project” was launched in Zhumadian City, Henan Province, providing free treatment to 90,000 impoverished cataract patients. When the project is launched, 90,802 impoverished cataract patients registered in the poverty document from 2,125 counties of 22 central and western provinces, municipalities and districts will receive treatment. This project will continue to provide free treatment to new cataract patients registered in the poverty document every year until 2020 and establish a long-standing mechanism.
