Lately, Yu Zhengsheng, member of the Standing Committee of the Political Bureau of the CPC Central Committee, Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), and Head of the delegation of the CPC Central Committee, noted on the 70th anniversary of the founding of Inner Mongolia Autonomous Region that Inner Mongolia Autonomous Region should uphold the basic strategy and plan of targeted poverty alleviation and reduction. To that end, the region should concentrate on key areas, key groups, and key issues, and tailor policies in accordance with local conditions and needs of individuals and households, in the determination to win the tough battle against poverty.

Three departments jointly issued a document on poverty alleviation through social security: to ease the burden of social security contribution and enhance treatment. Recently, the Ministry of Human Resources and Social Security, the Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development jointly issued the “Opinions on Implementing Poverty Alleviation Work through Social Security”. As is put in the Opinions, disadvantaged groups, including impoverished population registered in the poverty document, people living off minimum subsistence allowances, and people in dire poverty, and other social members will be supported to join social security, basically realizing the full coverage of legitimate beneficiaries.

Two ministries: cataract patients will receive free treatment since this year. A few days ago, the State Council Leading Group Office of Poverty Alleviation and Development and the National Health and Family Planning Commission jointly released the document “Working Plan for the ‘Poverty Alleviation through Cataract Treatment’”, with the intention of advancing the cause of building a moderately prosperous society in an all-round manner with health safeguards. Beginning from 2017, verified cataract patients registered in the poverty document will gain access to free treatment. By 2020, the free treatment will cover all cataract patients registered in the poverty document and a long-term mechanism will be established.

Sixteen districts of Tianjin Municipality joined hands with twenty-five destitute counties of Gansu Province to head for a moderately prosperous society. Gansu Province and Tianjin Municipality held a forum on strengthening poverty-alleviation coordination and paired assistance in Lanzhou City, Gansu Province. At present, sixteen districts of Tianjin Municipality and twenty-five national key poverty-alleviation counties under seven cities and prefectures of Gansu Province have entered into partnership, in an attempt to build a moderately prosperous society through assistance and cooperation.

A total of 330,000 impoverished sick people in Yunnan Province will shake off poverty under poverty alleviation through health project. To help 330,000 impoverished sick people successfully shake off poverty, Yunnan Province will implement several measures to push forward the cause of poverty alleviation through health this year. The province will focus on the following policies: lifting the reimbursement ratio of urban and rural medical insurance by 5%, raising the annual payment ceiling of critical illness insurance by 50%, and ensuring that the reimbursement ratio of impoverished households exceeds 75%.

The financial bureau of Guangxi Zhuang Autonomous Region appropriated more than RMB 3.3 billion for strengthening poverty-alleviation efforts in areas mired in extreme poverty. Lately, the region’s departments of poverty alleviation and finance noted that the province’s second batch of special fiscal poverty alleviation fund in 2017, totaling RMB 2.03 billion, had reached cities and counties, and more than 90% of the fund would go to people and areas mired in extreme poverty. As of now, the financial bureau of Guangxi has appropriated RMB 3.324 billion as special fiscal fund for poverty alleviation, an increase of more than one billion yuan over 2016.

Sichuan Province: transportation comes first in the poverty alleviation work and the mileage of rebuilt rural highways extends nearly 100,000 kilometers. In recent years, Sichuan Province has focused on the needs of poverty alleviation efforts and vigorously implemented the construction of asphalted roads leading to towns and paved roads to villages. The accumulated mileage of rebuilt rural highways since 2013 approached 100,000 kilometers, with 223 towns gaining access to asphalted roads and 11,000 incorporated villages gaining access to paved roads. In this way, the province fully wielded the pioneering role of transportation construction in serving the development of villages and advancing the poverty-alleviation tasks.

Ningxia Hui Autonomous Region: the poverty alleviation insurance has been made available to 499,000 impoverished people registered in the poverty document. The poverty alleviation office of Ningxia Hui Autonomous Region said lately that, since the poverty alleviation insurance was implemented last May, it had been made available to 139,000 poverty-stricken households and 499,000 impoverished people registered in the poverty document, effectively preventing industrial risks and accidental death from reducing or dragging impoverished households back to poverty.

Hainan Province: to advance poverty reduction by exploring and utilizing the idea of shared farms. Recently, the government of Hainan Province issued the “Instructions on Building Beautiful Villages through Developing Shared Farms”. It is said in the Instruction that the development of shared farms would be combined with poverty-alleviation efforts by prioritizing destitute villages with good natural environment in developing shared farm and building communities of interest incorporating impoverished households and business entities, where impoverished households could increase their income by means of pooling and leasing of land, and employment on the farm. The province intends to carry out poverty alleviation through ecological relocation under the guidance of the farm-shared idea.

Chongqing Municipality raised the standard of urban and rural basic subsistence allowances and assistance to people living in extreme poverty. Recently, Chongqing Municipality has raised the urban minimum subsistence level from RMB 460 per person per month to RMB 500, and the rural counterpart from RMB 300 per person per month to RMB 350. This adjustment narrowed the gap between urban and rural basic subsistence levels from 1:0.65 to 1:0.7, benefiting more than 930,000 people living off urban and rural basic subsistence allowances and over 180,000 people mired in extreme poverty.

Henan Province ensures that 4G network covers 1,157 unincorporated destitute villages by the end of 2017. Henan Communications Administration drew up the “Work Plan for Accelerating Information Network Construction in Unincorporated Destitute Villages to Facilitate Poverty Alleviation of Henan Province”, with the aim of speeding up the construction of broadband network in unincorporated destitute villages. It intends to provide optical access to 2,664 unincorporated destitute villages and realize the full coverage of optical access in all unincorporated destitute villages of the province.

Lately, on the meeting of building integrated rural cultural service demonstration centers in destitute villages, Yang Jinyuan, Deputy director of the Publicity Department of the Hunan provincial party committee, said that the province would complete the construction of 279 integrated rural cultural service demonstration centers in destitute villages and 1,000 rural cultural service demonstration centers in minority autonomous counties and villages in 2017.

A total of 16,000 impoverished households will find their way out of poverty as the First National Red Cross System’s Poverty Alleviation via Crowdfunding Contest, is launched. The preliminary round of the First National Red Cross System’s Poverty Alleviation Contest via Crowdfunding, sponsored by the Red Cross Society of China was launched lately. A total of 135 projects from 25 provinces, municipalities and autonomous regions were selected for the next round. The preliminary round is expected to reach about 16,000 impoverished households with the help of 135 head people and raise a fund of more than ten million yuan.
