State and Ministerial Policy News:
Han Qide, Vice President of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) attended the Targeted Poverty Alleviation Exchange Promotion Meeting of CPPCC of Liupanshan Contiguous Regions which has been held recently, and pointed out that to establish the cooperative mechanism of Targeted Poverty Alleviation Exchange Promotion Meeting of CPPCC of Liupanshan Contiguous Regions worked as a significant measure adopted by CPPCC members of four provinces to implement General Secretary Xi Jinping’s guiding principles for poverty alleviation and development. The move demonstrated high degree of center-oriented consciousness for overall interests of CPPCC.

Five ministries and commissions including China Banking Regulatory Commission (CBRC) issued the document to promote sound development of poverty-alleviation microfinance. A few days ago, CBRC, together with the Ministry of Finance, People’s Bank of China, China Insurance Regulatory Commission (CIRC) and the State Council, jointly issued the “Notice on Promoting Sound Development of Poverty-alleviation Microfinance” in order to further strengthen the management of poverty-alleviation microfinance, practically correct deviations arising from the work of poverty-alleviation microfinance of various regions, and bring its role in targeted poverty reduction and alleviation into full play.

Three departments released their opinions on supporting professional power of social work involved in poverty alleviation. The “Guiding Opinions on Supporting Professional Power of Social Work Involved in Poverty Alleviation of the Ministry of Civil Affairs, the Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development” was issued a few days ago. A series of policies and measures for supporting professional power of social work involved in poverty alleviation were proposed in the Opinions, so as to provide system security that social work is able to facilitate poverty alleviation.

Local Poverty Alleviation News:
The total impoverished population of Heilongjiang Province declined by 61.9%, showing the leading signal of targeted poverty alleviation. Since April in 2017, Heilongjiang Province has deployed comprehensive program of “Looking Back for Targeted Identity” for Poverty Alleviation, and selected 5,465 people at provincial, city and county level to establish working groups available to 1,778 destitute villages in total. As of July 21, the total impoverished population identified after the program had reached 422,765, dropping by 61.9% compared with that registered in the poverty document in 2014.

Shaanxi Province will provide teachers’ paired assistance for poverty-stricken students from this autumn semester. It was learned from the Education Department of Shaanxi province that the province would extensively carry out the special program of “Teachers’ Paired Assistance to Impoverished Students in Sanqin Region (the southern Shaanxi, northern Shaanxi and central Shaanxi plain)” within the provincial education system. The program aims to ensure that each teacher devotes their love and care to each poverty-stricken student in Sanqin region through bridging the paired-assistance system between teachers and impoverished students around the province.

Nearly 150,000 people and thousands of destitute villages of Tibet Autonomous Region were lifted out of poverty in 2016. A few days ago, it was noted at the Tibet Autonomous Region Promotion Meeting on poverty alleviation through healthcare that 147,000 impoverished people, 1,008 destitute villages (households) and ten poverty-stricken counties (districts) arose from poverty in 2016.

Gansu Province established comprehensive information service system for poverty alleviation through the Internet. A few days ago, the Office of Cyberspace Affairs of Gansu Provincial Party Committee expressed that Gansu would implement information service projects and establish information service systems for poverty alleviation through the Internet based on some measures, such as improving the big data management platforms for targeted poverty alleviation in Gansu Province, establishing poverty-alleviation information service network accessible to the province, advancing the construction of agricultural big data platforms in Gansu and the informatization of people’s livelihood in destitute regions, as well as cultivating more talents for poverty alleviation through the Internet.

Jiangxi Province developed village tourism in an effort to lift 550,000 impoverished people out of poverty. A few days ago, Jiangxi issued the “Opinions on Further Developing Village Tourism” and proposed that 10 scenic spots at 5A-level, 100 scenic spots at 4A-level, 1,000 scenic spots at 3A-level and 10,000 village tourist spots would have been established by 2020 to help 550,000 rural impoverished people shake off poverty, benefiting 1.8 million rural people in Jiangxi.

A total of 446,000 impoverished people in 45 counties in dire poverty of Sichuan Province were lifted out of poverty in three years. It has been learned from the Working Conference against Poverty for Counties in Dire Poverty of Sichuan Province recently that thanks for the three-year tough battle against poverty, the impoverished population of those 45 counties in dire poverty from Tibetan areas and areas inhabited by Yi ethnic minority decreased by 446,000, dropping from 1,185,000 at the end of 2013 to 739,000 at the end of 2016.

Hainan Province: One hundred enterprises provided assistance for one hundred villages to advance the poverty alleviation of villages as a whole. Hainan Province has issued two documents continuously a few days ago, that is, the “Implementation Opinions on Promoting Project Construction of Destitute Villages” and “Implementation Plan on ‘One Hundred Enterprises Aid One Hundred Villages’ Targeted Poverty Alleviation Action of Yunnan Province for Quality Improvement and Efficiency Advance”. That means that Hainan will advance the targeted poverty alleviation in the next phase in a more comprehensive, in-depth and powerful manner.

It was proposed in the “Plans for Poverty Alleviation of Yunnan Province (2016-2020)” which was released by the People’s Government of Yunnan Province a few days ago that: by 2020, the rural impoverished people will have access to enough food, clothes, compulsory education, basic medical care and housing safety steadily; the per capita disposable income increase rate of rural permanent residents in destitute regions will be elevated above the provincial average level, and some indexes in such major fields as basic public services will approach the provincial average level.

Shandong Province provided financial assistance to more than 42,000 impoverished students newly enrolled by universities. Since the implementation of the system for supplying financial support for newly-enrolled college students from urban and rural families receiving subsistence allowances, Shandong has arranged the subsidy fund totaling 97,372,000 yuan from provincial-level public welfare fund from lottery to subsidize more than 42,000 newly-enrolled college students from urban and rural families in minimum living standard. A total of 4,665 new college students from urban and rural families receiving subsistence allowances around the province gained the subsidy fund, and provincial-level public welfare fund from lottery totaling 12 million yuan was allocated to them.

The first PV program for poverty alleviation in Southern China was combined to the grid. The program is able to improve the efficiency of utilizing idle land under the centralized PV power station equipment and propel agricultural poverty alleviation and development through establishing the industrial development model of “agricultural planting and breeding + clean energy + leisure tourism + poverty-alleviation projects”. It is expected to increase the average income of impoverished households registered in the poverty document in the surrounding three destitute villages by more than 5,000 yuan by the means of providing local peasant households with more channels for income increase in three aspects, namely land leasing, stock ownership for profit sharing and agricultural industrialization’s drives for employment.
