Recently, Premier of the State Council Li Keqiang has made an investigation into the poverty-alleviation work in Chengzhuang Village, Wulong Mountain Township, Changzhi Huguan County, Shanxi Province, which is located at the Taihang Mountains area. He said that as the poverty-alleviation work proceeds, we need to delve into details and try our best to ensure that targeted poverty alleviation is accessible to each household and each person. It is also stressed by him that, apart from solving the problem of limited access to medical treatment, we need to ensure that villages are not reduced to poverty by illness. Nor should we let them fall back to poverty due to illness. Village doctors should closely guard the front line of villagers’ health.

The State Forestry Administration: relying on the prevention and control of desertification, China strives to help impoverished population shake off poverty steadily during the “13th Five-Year Plan” period. Recently, the head of the State Forestry Administration noted at the parallel meeting of the 13th Session of the Conference of the Parties to the United Nations Convention to Combat Desertification (UNCCD), featuring battle against desertification and targeted poverty alleviation, that China will make coordinated efforts to achieve a win-win situation in the battle against desertification, flood and poverty reduction, so as to lift more impoverished people out of poverty in a steady way.

The Ministry of Education: we intend to help rural students by strengthening the work on controlling the number of dropouts to ensure an adequate student group. A few days ago, the General Office of the State Council issued the “Notice on Further Strengthening the Work on Controlling the Number of Dropouts to Ensure An Adequate Student Group to Improve the Level of Compulsory Education”. It is put in the Notice that the formulation of poverty-alleviation plans should follow the principle of “one plan for one home and one plan for one student”, to make sure that students from rural areas do not drop out of school when they find study a difficult task, when they are weary of study, when they don’t have enough money to go to school or when they have to commute a long distance to go to school. In particular, the Notice suggests that we should draw up targeted student-centered supporting policies to strengthen classification guidance and implement tailored polices in accordance with situation of different areas, households and people.

The poverty incidence of Guizhou Province dropped to 10.6% and seven million people are heading for a better-off life. In recent years, Guizhou Province has implemented the big poverty-alleviation strategy campaign and worked on targeted ones. The province has accelerated the pace of poverty alleviation since 2012, and steadily advanced all tasks of targeted poverty alleviation, reducing the impoverished population by 7.76 million and lowering the poverty incidence to 10.6%.

Sichuan Province: four districts, welcomed 36 new poverty alleviation projects, investment in which exceeded hundreds of billions yuan. In order to empower destitute areas to generate wealth on their own and forge a sustainable industrial path, province-run enterprises in Sichuan invested RMB 120.3 billion to implement 36 new projects in four districts under the poverty-alleviation task this year. Areas concerned include energy, transportation, mineral exploitation, tourism, healthcare and the processing of agricultural products.

Shaanxi Province vigorously promoted poverty alleviation through employment, helping 200,000 poverty-stricken people find jobs. The Department of Human Resources and Social Security of Shaanxi Province released news, saying that the province vigorously promoted poverty alleviation through employment and focused on creating more jobs. As a result, 203,300 impoverished people received the targeted help and found jobs. As of the end of July, Shaanxi had created 46,407 jobs for enterprises of poverty alleviation. These jobs are expected to be filled in by the end of September.

A total of five thousand professional nannies from Hebei Province will work in Beijing, and more than 50% of them are from impoverished households. Recently, Hebei Province and Beijing have signed the “Cooperation Framework Agreement of Beijing and Hebei on Developing Household Service”. According to the Agreement, Hebei will send more than 5,000 qualified housekeeping workers to Beijing every year in an orderly manner by means of cross vocational training, designated delivery bases and labor connection. Among these workers, more than 50% of them are impoverished people registered in the poverty document.

A foreign expert team came to Hubei Province to facilitate the poverty- alleviation work through healthcare. The 2017 Training Class for Officials Working in the Field of Poverty Alleviation through Healthcare from Developing Countries were held. Members of the class include over 20 department leaders in the field of poverty reduction through health care from such countries as Gambia, Suriname, Mongolia, South Sudan, Malawi, Panama, Nigeria and Laos. They came to Macheng and Hongan and many other cities and counties in Hubei to carry out an investigation into local poverty-alleviation projects through healthcare. The activity aims to explore what approaches developing countries may take to empower destitute areas via poverty-alleviation projects through healthcare.

Hunan Province issued several polices for poverty alleviation through employment, aiming at helping 350,000 newly-added impoverished people with employment transfer by the end of 2020. A few days ago, Hunan Province issued several policies for poverty alleviation through employment to promote the employment transfer of rural impoverished labor force through various channels and ways. By the end of 2020, 350,000 newly-added rural impoverished people will be helped by employment transfer; a total of 45,000 people who are graduates of middle and high schools come from poverty-stricken households and then become surplus labor will receive vocational training. The province intends to help impoverished people shake off poverty through employment, job creation and improving the vocational competence of labor force.

Qinghai health and family planning system took poverty alleviation through health projects as an important approach to poverty reduction. In 2017, governments, health and family planning departments at all levels in Qinghai adopted various measures to implement targeted poverty alleviation. Tibet Autonomous Region pooled together an agriculture-related fund of more than RMB 20.8 billion to support poverty alleviation. As of now, Tibet Autonomous Region has pooled together an agriculture-related fund totaling more than RMB 20.8 billion for the tough battle against poverty. The fund will be spent on agricultural industrialization, infrastructure construction and ecological posts subsidy, etc. As fiscal fund plays an increasingly important role, the local government plans to help 25 destitute counties and approximately 130,000 people shake off poverty.

The 12th China Ecological Health Forum discussed green poverty reduction. The 12th China Ecological Health Forum, co-hosted by the Central Committee of Chinese Peasants and Workers Democratic Party and Guizhou People’s Political Consultative Conference, was held a few days ago. The theme of the forum was “green development and poverty alleviation”. Liu Xiaofeng, vice-chairman of the Chinese People’s Political Consultative Conference (CPPCC) addressed the opening ceremony and said that green poverty reduction is a new idea of targeted poverty alleviation under new circumstances and it is a way to improve China’s poverty alleviation and development mechanism as well.

Recently, China officially launched the poverty-alleviation campaign facilitated by the industry of traditional Chinese herbs. On the opening ceremony held at Panzhou City, Guizhou Province, 26 enterprises and medical institutions and 23 destitute counties signed the “Memorandum of Understanding on Implementing the Campaign of Poverty Alleviation Facilitated by the Industry of Traditional Chinese Herbs”. An investment of tens of billions yuan made by Central SOEs Fund for Poverty Alleviation reached areas in abject poverty. The Central SOEs Fund for Poverty Alleviation, established nearly a year ago, has been actively exploring a market approach to poverty alleviation through agricultural industrialization. At present, it has made investment decisions and initiated 50 projects, investing nearly RMB 10 billion, benefiting 23 provinces across the country and 14 contiguous areas in abject poverty.
