The 2017 Global Poverty Reduction and Development Forum was held in Beijing a few days ago. Wang Yang, Vice-Premier of the State Council, attended and addressed the meeting. He stresses that poverty reduction is a common ideal of the human race and an important theme of today’s world. China has always been an active advocate and propeller to the international cause of poverty reduction. China is ready to work with other countries to exchange experience in poverty reduction, push forward international poverty reduction and develop partnership, so as to inject impetus into the 2030 Agenda for Sustainable Development.

The State Council Leading Group Office of Poverty Alleviation and Development: poverty-stricken population in China are reduced by 13 million on a yearly basis. Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, noted that China’s poverty-stricken population had declined by 13.91 million on a yearly basis over the past five years, with at least 10 million people lifted out of poverty this year. In spite of the fact, 13 million people have been lifted out of poverty annually over the past five years. From 2001 to 2010, 6.73 million impoverished people were lifted out of poverty annually and that number went up to at least 13 million after the 18th CPC National Congress, which marks significant achievements.

The Ministry of Transport: destitute areas will be connected with mainlines of national expressway by 2020. Lately, the 2017 China National Poverty Alleviation Forum•Parallel Session on Transport was held in Beijing. Dai Dongchang, Vice-Minister of the Ministry of Transport said on the forum that, by the end of 2016, 88.4% of the 1,177 destitute counties (districts and cities) would have been connected by highway of the second level or above; 97.95% of towns and 93.10% of incorporated villages would have gained access to hardened roads; and postal services would have been made available to 94% of incorporated villages across the country.

The Ministry of Water Resources: in the past five years, central water resource administration has invested RMB 226.6 billion into destitute areas. It is learned that from 2012 to 2016, the Ministry of Water Resources earmarked RMB 226.6 billion for destitute areas. Accordingly, during that period, the water sector of destitute areas received the largest investment and achieved the rapidest development, delivering a great many benefits to the people there. Over the past five years, hundreds of millions of farmers in destitute areas have gained access to safe drinking water; major water projects have been advanced more rapidly; and the comprehensive capacity of flood control has been augmented.

The Ministry of Land and Resources: the trading volume of 13 destitute counties on the provincial level in the channeling of the increase of urban construction land with the decrease of rural construction land exceeded RMB 33.4 billion. Zhang Delin, Vice-Minister of the Ministry of Land and Resources revealed on the recent Forum on Land Utilization of Poverty Alleviation that, by June 2017, the value of protocol trade in the surplus indexes of the increase of urban construction land and the decrease of rural construction land had amounted to RMB 33.453 billion. Land utilization policies for poverty alleviation have delivered some results.

The Ministry of Education: China has basically established a sound vocational education-based poverty alleviation system. Sun Yao, Vice-Minister of the Ministry of Education, said lately that China has gradually realized full coverage of students registered in the poverty document in terms of financial aid for vocational education and built a sound vocational education-based poverty alleviation system. The National Development and Reform Commission: income rise of the low-income group will be prioritized in the reform of income distribution. The National Development and Reform Commission released information lately, suggesting that it has been determined that income rise of the low income group will be prioritized in the future reform of income distribution on the inter-ministerial meeting on deepening the reform of the income distribution system. The Ministry will strengthen financial support to raise the safeguard level, improve the accurate identification and support mechanism targeting at the low-income group.

Henna Province launched a campaign to create special part-time posts at secondary vocational schools in key counties with poverty alleviation and development tasks. The campaign concerned will last for three academic years. In the first academic year, 500 special part-time teaching posts will be set up. The Education Department and Department of Finance of Henan Province will grant a one-time fund of RMB 30,000 to every post every year. The campaign will help destitute areas remove the bottleneck issues in the way of healthy development of vocational schools.

Sichuan Province has tailored a menu for destitute areas to combat poverty through agricultural industrialization. A few days ago, Sichuan Province issued “Opinions about Strengthening Poverty Alleviation through Agricultural Industrialization to Facilitate Targeted Poverty Alleviation”. As is specified in the document, by 2020, a highly competitive industrial system featuring proper layout, outstanding characteristics, and merging of the primary, secondary and tertiary industry will take an initial shape. Agriculture is put on top of the list of poverty alleviation through agricultural industrialization. There are abundant policy bonuses in the industrial sector. Poverty alleviation through agricultural industrialization still need to focus on tourism.

Guizhou Province issued “Three-Year Action Plan of Guizhou Province for Developing the Traditional Chinese Medicine (TCM) Industry to Facilitate Poverty Alleviation (2017-2019)”. It is set out in the Plan that the province will spend three years vigorously supporting 43 key TCM counties and 14 counties in abject poverty to develop the TCM industry, and mobilizing impoverished peasant households to participate in the TCM industry. The province expects to help 300,000 people registered in the poverty document shake off poverty and ensure that the annual income of farmers involved in the TCM industry exceeds RMB 4,000 by 2019.

Anhui Province supports poverty alleviation through the camellia oleifera industry to help destitute areas shake off poverty. The General Office of the People’s Government of Anhui Province issued “Opinions about Supporting Poverty Alleviation through the Camellia Oleifera Industry”. It is set out in the Opinions that the province will vigorously develop the camellia oleifera industry and work faster on fostering the camellia oleifera industry into the province’s important force of poverty alleviation. Ultimately, it intends to help destitute areas and impoverished population shake off poverty steadily and gain access to sustained income increase.

The China Disabled Persons’ Federation (CDPF): adopting six measures to assist impoverished disabled people in poverty alleviation. The CDPF and the State Council Leading Group Office of Poverty Alleviation and Development co-held a symposium on helping disabled persons in dire poverty shake off poverty in Beijing. Cheng Kai, Deputy-Director of the CDPF noted on the meeting that we should be more resolute, take more targeted measures and work more tireless to concentrate on key intractable issues arising from the poverty alleviation work for disabled persons in dire poverty. Besides, we should also prioritize the most urgent issues in an effort to make breakthroughs.

The project designed to reduce poverty through providing access to PV launched by the State Grid Corporation has generated more than 9,000 MW electricity. As of the end of August, the accumulative power capacity generated by the poverty-alleviation project of the State Grid Corporation reached 9,003 MW, with the project’s benefits delivered to more than 1.385 million households. All the seven centralized PV power stations and 236 village-based PV power stations covered by the designated PV poverty alleviation project were connected to the grid for power generation.
