State and Ministerial Policy News:
Lately, General Secretary Xi Jinping noted in the report delivered at the 19th CPC National Congress that we should mobilize the strengths of our Party, our country, and our society, and continue to implement targeted poverty reduction and alleviation measures. We will operate on the basis of a working mechanism where the central government makes overall plans, provincial-level governments take overall responsibility, and city and county governments see to the implementation. We will strengthen the system for making heads of Party committees and governments at each level assume the overall responsibility for poverty alleviation. We will continue to advance poverty reduction drawing on the joint efforts of the government, society, and the market. We will pay particular attention to helping people increase confidence in their own ability to lift themselves out of poverty and see to it that they can access the education they need in order to do so. We will strengthen collaboration on poverty alleviation between the eastern and western regions, and provide special assistance to areas of extreme poverty. We must ensure that by the year 2020, all rural residents living below the current poverty line will have been out of poverty, and poverty is eliminated in all poor counties and regions. Poverty alleviation should reach those who truly need it and deliver genuine outcomes.

The Ministry of Water Resources: A total of RMB 226.6 billion has been invested into water resource projects in destitute areas during the past five years. The Ministry of Water Resources has granted funds to help 110 million rural population in destitute areas gain access to safe drinking water. The popularizing rates of rural tap water and centralized water supply have been lifted beyond 70% and 75% respectively. Major water resource projects have been accelerated and the flood control capabilities have seen comprehensive improvement. Poverty alleviation through water resource projects has provided unswerving safeguard to secure and steady progress in lifting destitute areas out of poverty and fostering social harmony and stability.

Beijing Strengthening Poverty Alleviation Efforts Seminar was held in Beijing on the morning of 11 Oct. Since the 18th CPC National Congress, Beijing Municipality has spent RMB 18.963 billion for different recipient areas, implementing 2,650 assistance projects of various types, sending 1,442 outstanding cadres, and helping 1.7 million people in recipient areas shake off poverty. Beijing will see to it that all the recipient areas are lifted out of poverty by 2020.

Hebei Province began a 100-day campaign of poverty alleviation through relocation. In the recent conference on scheduling the timetable of poverty alleviation through relocation, the government of Hebei Province announced that from the middle of October to the end of January 2018, it will spend around 100 days completing the 2017 task of helping 126,000 people get relocated and starting the relocation of 294,000 people. Jiangxi Province expanded the coverage of PV-based poverty alleviation projects, allowing on-grid energy to enjoy fiscal subsidy. Jiangsu Province held a trade fair to sell agricultural products of destitute villages, signing several project proposals for investment with the purpose of poverty alleviation, totaling RMB 3.2 billion. The 2017 Cross-Strait (Jiangsu) Famous High-Quality Agricultural Products Trade Fair was held in Zhenjiang, Jiangsu and a special demonstration area was set up to showcase the characteristic products from economically weak areas in Jiangsu Province. The outcomes of the poverty alleviation work of five cities in northern Jiangsu (Huai’an, Suqian, Xuzhou, Lianyungang and Yancheng), Huangqiao Maoshan Old Revolutionary Base, and the 12 economically weak counties where the party committee of Jiangsu has sent cadres to were put on display in this area. Xinjiang Uygur Autonomous Region released new social insurance-based poverty alleviation measures. Shanxi Province: More than 30% of poverty alleviation funds went to ten counties in dire poverty. A few days ago, the government of Shanxi Province said that the province spent 30.5% of central and provincial fiscal poverty alleviation funds, which amounted to RMB 1.176 billion, supporting ten counties in dire poverty this year. At the same time, the province earmarked 22.6% of the revolving funds for poverty alleviation, amounting to RMB 488 million, for ten counties mired in poverty. The amount of petty loan in ten destitute counties increased by RMB 933 million this year.

Guangxi Zhuang Autonomous Region came up with targeted poverty alleviation measures and lifted more than 1.2 million people out of poverty annually. Since the 18th CPC National Congress, Guangxi Zhuang Autonomous Region has worked on targeted poverty alleviation and reduction vigorously and secured new outcomes. From the year of 2012 to 2016, a total of 6.09 million registered impoverished people were lifted out of poverty throughout the region, with more than 1.2 million people shaking off poverty annually. The poverty incidence dropped from 18% in 2012 to 7.9% in 2016, down by 10.1 percentage points. Anhui Province has lifted 5.821 million people out of poverty within the last five years. Since the 18th CPC National Congress, the impoverished population in Anhui Province dropped to 2.081 in 2016 from 7.902 million in 2011. In other words, a total of 5.821 million people were lifted out of poverty. The poverty incidence dropped from 14.7% in 2011 to 3.88% in 2016, decreasing by 10.82 percentage points. The income of rural residents from 20 key counties on the list of national poverty alleviation objects increased to RMB 9,890.04 in 2016 from RMB 5,195.7 in 2011, with an annual growth of 18.07%.

The White Paper of China Huaneng Group on Targeted Poverty Alleviation and the first publicity video about targeted poverty alleviation were released a few days ago. That is the first special report on targeted poverty alleviation released by China’s power sector. The White Paper comprehensively reviews the outcomes of the management and practice of Huaneng Group in the field of poverty alleviation and development over the past two decades. CCTV put forward a project entitled “National Brand Plan—Pushing Forward Targeted Poverty Alleviation through Commercials”, directly helping more than 450,000 people shake off poverty. The program Targeted Poverty Alleviation Commercials, promoting the agricultural products produced in destitute areas in Guizhou, Ningxia, Qinghai and Yunnan was aired on five CCTV channels for 3,705 times free of charge and the value of screen resources reached RMB 500 million. This campaign has facilitated local industrial development, pushed forward targeted poverty alleviation and provided strong support to the four provinces (autonomous regions) in their tough combat against poverty.
