General Secretary Xi Jinping noted while reviewing the work results of the past five years in the report delivered on the 19th CPC National Congress that the combat against poverty secured decisive progress, helping more than 60 million people shake off poverty steadily and decreasing the poverty incidence to below 4% from 10.2%. The Communist Party of China (CPC) lifted more than 13 million people out of poverty annually with innovative policies for targeted poverty alleviation, writing “the greatest story” of anti-poverty combat in the history of mankind and winning high praise of the international community.

Ministry of Civil Affairs: To build connection between social assistance and poverty alleviation efforts. On the press conference of the 19th CPC National Congress, Huang Shuxian, Party Secretary and Minister of the Ministry of Civil Affairs, made an introduction to the project of people’s livelihood in the last five years. The social assistance guarantee mechanism has been highly effective, lifting the urban and rural subsistence allowance standards by 59% and 97% respectively. A total of RMB 731.7 billion has been spent on it, ensuring that the basic needs of around 60 million people living on subsistence allowances and those in extreme poverty are met.

Henan Province plans to spend nearly RMB 20 billion on relocation for poverty alleviation during the “13th Five-Year Plan” period. The Government of Henan Province released the “Plan for Poverty Alleviation through Relocation during the 13th Five-Year Plan” lately. It is put in the document that during this period, the province plans to relocate 312,400 people. Among them, 260,400 will be registered in the poverty document, and 52,000 will be relocated at the same time.

Jiangxi Province will go through detailed ecological information of areas in dire poverty in an effort to carry out poverty alleviation through ecological protection and development. Jiangxi Province will carry out confirmation and registration of natural resources in areas in dire poverty in 2018 and select some poor counties as pilot zones of ecological value evaluation. Financial institutions of Qinghai Province provided support to areas in dire poverty and helped them win the combat against poverty. A few days ago, Xining Central Sub-Branch of the People’s Bank of China and other nine institutions held a meeting on supporting areas in dire poverty to shake off poverty with financial means and bank-enterprise integration in poverty alleviation through agricultural industrialization in Qinghai. Financial institutions across the province will take the reality of the province into consideration and work on daunting issues, to secure steady progress from the projects of targeted poverty alleviation through financial means in areas in dire poverty and impoverished areas of the province.

Guizhou Province issued a policy-oriented concessional loan of RMB 15 billion for network-based poverty alleviation. The Guizhou Development and Reform Commission and Guizhou Branch of Agricultural Development Bank of China issued the “Implementation Plan of Guizhou Province for the RMB 15 Billion Policy-Oriented Concessional Loan for Network-based Poverty Alleviation”. This move will push forward the implementation of the loan sponsored by the Agricultural Development Bank of China, and key projects of network-based poverty alleviation, helping areas in dire poverty of the province shake off poverty.

In cooperation with the Agricultural Bank of China, the mechanism prioritizes the development of “one brand for one village and one industry for one village” of impoverished villages and households. Meanwhile, the autonomous region joined hands with the People’s Bank of China, the China Development Ban and the Agricultural Development Bank, issuing sub-loan and special policy-oriented loan. At present, nine financial institutions are involved in the poverty-alleviation work, covering 81 areas out of 103 banners and counties.

Xinjiang Uygur Autonomous Region saw preliminary results in poverty alleviation through e-commerce. In recent years, Xinjiang Uygur Autonomous Region has worked vigorously on building a region-wide e-commerce demonstration system, allowing e-commerce to play a bigger and bigger role in targeted poverty alleviation. At present, 22 national poverty-stricken counties in the region have become national comprehensive village-based e-commerce demonstration counties, accounting for 61.11% of all demonstration counties.

The petty loan increment of Shanxi Province ranked high nationwide. Shanxi Province has spent more money on poverty alleviation this year, satisfying the needs of the combat against poverty and stepping up support lent to areas in dire poverty. In terms of fiscal poverty alleviation funds, the province has invested RMB 6.964 billion, of which 3.256 billion was allocated by central fiscal authorities, up by 50.6%; RMB 1.661 billion was earmarked by provincial authorities, up by 50%; 912 million was invested by local cities, up by 25.8%; and RMB 1.135 billion was allocated by county authorities, up by 147.8%.

Ningxia Hui Autonomous Region launched the third-party evaluation and inspection on the outcomes of targeted poverty alleviation. Recently, the Ningxia Inspection Team of the National Bureau of Statistics has launched 2017 third-party evaluation and inspection on the outcomes of targeted poverty alleviation. This inspection targeted at a few indexes, including “satisfying people’s basic needs for food and clothing, and ensuring people’s access to compulsory education, basic healthcare and housing”, the rate of leaving impoverished people out, the rate of misidentification of people lifted out of poverty and the satisfaction of support, which demonstrated the endeavor of helping people shake off poverty authentically. The Ningxia Inspection Team will visit and conduct inspection on 6,290 households in 436 incorporated villages across the region in 20 days.

“Notice of the People’s Government of Sichuan Province on Approving the Removal of Five Counties from the Poverty List” was posted on the government website a few days ago. Two poverty-stricken counties and districts at national level, that is, Nanbu County and Guangan District in Guangan City, and three poverty-stricken ones at provincial level, namely Peng’an County, Qianfeng District in Guang’an City and Huaying City, became the first batch of poverty-stricken counties lifted out of poverty in the province.

It is reported that Xinxian County sits in the Dabie Mountain, south Henan Province, and it is one of the oil-tea producing zones in the province. The oil-tea industry has become a new engine of income increase and agricultural efficiency boosting for local farmers, making remarkable contributions to poverty alleviation through agricultural industrialization.
