State and Ministerial Policy News:
President Xi Jinping attended the ASEAN-APEC Leaders’ Informal Dialogue in Da Nang, Vietnam, and proposed suggestions on strengthening the cooperation between APEC and ASEAN on poverty reduction. Member countries should align their development strategy with UN’s 2030 Agenda for Sustainable Development, explore a road of sustainable development with the coordination of economic, social and environment development, strengthen cooperation in poverty reduction, combat climate change and women’s issues, and help developing countries with capacity building in order to narrow its gap with developed countries.

Wang Yang: facilitate poverty reduction by improving Party conduct. The State Council Leading Group Office of Poverty Reduction and Development held the 21st plenary session. Wang Yang, head of the State Council Leading Group Office of Poverty Reduction and Development stressed that improving Party conduct is crucial to shaking off poverty, and that the leading group office should strengthen comprehensive efforts to improve Party conduct as an important part of poverty reduction, take tough actions, be strict and honest, and address both the symptoms and the root causes, the outcome of which will facilitate the implementation of poverty reduction policies and approaches.

The Ministry of Human Resources and Social Security, the State Council Leading Group Office of Poverty Alleviation and Development: A total of 5.53 million registered impoverished people are employed. The Ministry of Human Resources and Social Security and the State Council Leading Group Office of Poverty Alleviation and Development co-held the National Employment-Based Poverty Reduction Conference in Ganzhou, Jiangxi for experience exchanges. It is said that by the end of October 2017, a total of 5.53 million registered impoverished people have been employed, and the employment-based poverty reduction effort has won positive outcome.

The Ministry of Finance & The Ministry of Human Resources and Social Security: Children from impoverished family are entitled to employment subsidy. A few days ago, the Ministry of Finance and the Ministry of Human Resources and Social Security issued the “Measures for the Administration of Employment Subsidies”, which proposed that five groups of people are entitled the national employment assistance fund, including children from impoverished family, graduates of higher education, graduates of junior high school or senior high school from both urban and rural area that are unable to continue higher education. The employment assistance subsidies are classified into subsidies for individuals and companies, and subsidies for capacity building of public employment service.

The Department of Finance of Shanxi Province allocated special-purpose fund to fight against poverty. To support the development of inclusive finance and accelerate the building of the inclusive financial service and security system, the Department of Finance of Shanxi Province allocated 47.8595 million yuan as special-purpose fund to support the financial development of 25 impoverished towns of 9 cities. Such effort played a positive role in pressing ahead targeted poverty reduction and realizing the sustainability of poverty reduction outcome.

Henan Province issued notification that demanded localities to facilitate quality and high-standard photovoltaic poverty reduction. Since its launch, the photovoltaic poverty reduction has become an important approach for the energy sector to fight against poverty and fruitful results have been witnessed. However, some county governments failed to make financial contribution, and some small power stations built in rural areas were commercialized or failed to meet the construction standard. These problems were made clear and proposed with specification in the notification. The notification also stressed that the construction of photovoltaic should be within a reasonable scale and in an appropriate model during the “13th Five-Year Plan” period.

The number of impoverished counties in pairs between Guangdong Province and Guangxi Province increased to 33. The People’s Government of Guangdong Province and the People’s Government of Guangxi Zhuang Autonomous Region co-issued the “Comments on Further Strengthening the Cooperation for Poverty Reduction between Guangdong Province and Guangxi Province”. It’s proposed in the Comments that we should further implement the action of “Building a Well-off Society in Joint Hands”, give a particular emphasis on the cooperation for poverty reduction, increase financial aid and strengthen overall planning and coordination.

The Ningxia Hui Autonomous Region strove to ensure a 65% coverage of microfinance for poverty reduction for registered impoverished people within the year. Ningxia Government will strengthen its effort to increase the financial institution’s role in fighting against poverty, and make sure that microfinance for registered impoverished people will cover 65% of people, increased by five billion yuan and reaching six billion yuan accumulatively.

Social work service agencies in impoverished areas in Shandong Province will be able to gain support fund. The Department of Civil Affair, the Department of Finance and Office of Poverty Alleviation and Development of Shandong Province co-issued a notification which proposed that starting-up social work service agencies in impoverished areas of Shandong Province will be able to gain one-time support fund. Moreover, from 2017 to 2020, Shandong Government will select 20 well-managed, professional and public-trusted social work service agencies to make pairs with those in impoverished areas to improve the latter’s service quality.

Shaanxi Province pressed ahead poverty reduction through tourism. To make the tourism a driving force for poverty reduction and increase the income of farmers in impoverished areas, Shaanxi Tourism Bureau pressed ahead poverty reduction through tourism this year, and started the compiling of Five-year Action Plan for Poverty Reduction through Tourism, conducted thoroughly research concerning poverty reduction through tourism in the province and learned about the real situation of registered impoverished villages suitable for rural tourism. As a result, a total of 1,179 villages, concerning 118,977 registered households and 360,396 individuals were found to meet the requirements.

E-commerce became a “weapon” for Jiangxi Province to fight against poverty, benefiting 214,000 impoverished people. It is said that 24 national-level poverty-stricken counties in Jiangxi Province have been included in the demonstration county of introducing e-commerce. The e-commerce service network covers 76.4% of registered impoverished villages, benefiting 214,000 people. E-commerce has become a new “weapon” for impoverished villages in Jiangxi Province to shake off poverty.

A total of 163,000 impoverished people in the Tibetan Autonomous Region will be relocated this year. In recent years, the Tibetan Autonomous Region has included border areas, concentrated areas of ethnic groups with little population, high prevalence area of endemic disease, alpine pastoral area, mountain valley areas in east Tibet and areas combining agriculture and animal husbandry in central Tibet as major areas for the new round of poverty reduction. It is reported that the Tibetan Autonomous Region loaned ten billion yuan to construct 437 temporary shelters. A total of 163,000 people living in impoverished areas in Tibet will be guaranteed to be relocated by the end of 2017.

Public Poverty Reduction and Charity News:
The China Foundation for Disabled Persons raised approximately 100,000 yuan through charity, helping 100,000 cataracts patients from impoverished families to undergo operations. The public benefit activity “poverty reduction for Disabled People to Recover” held by the China Foundation for Disabled Persons has raised 107 million yuan through different ways since its launch in 2015, and helped 100,000 cataracts patients from impoverished families in 27 provinces and cities do operation with financial aids.

Micro credit for poverty reduction nationwide is expected to exceed 400 billion yuan. By the end of October, Micro credit for poverty reduction nationwide has reached 3,931 billion yuan, supporting approximately ten million registered impoverished households, with 36% of loan obtaining rate. Of particular note, the accumulated micro credit for this year has reached 1,096 billion yuan.
