State and Ministerial Policy News:

General Secretary Xi Jinping delivered an important speech when presiding over the first meeting of the 19th Central Leading Group of Comprehensively Deepening Reform. It was stressed that more efforts should be made on the management of selecting cadres to work in destitute villages and its top priorities should be given to destitute areas and villages and poverty-stricken villages with daunting obstacles. At the same time, started with building a complete mechanism, efforts should be also made on regulating personnel transfer, specifying job assignments, strengthening daily administration and propelling strict and impartial examination as well as incentive measures, so as to deliver accurate selection of destitute village-based cadres and solid progress and to satisfy people’s needs.

The General Office of the CPC Central Committee and the General Office of the State Council issued a document, supporting the poverty alleviation work of destitute areas. General Secretary Xi Jinping presided over a meeting on the poverty alleviation work of destitute areas, delivered an important speech on the schedule of fighting against poverty, and laid out arrangements on conquering major obstacles and solving major difficulties in the poverty combat in the last few days, the General Office of the CPC Central Committee and General Office of the State Council issued the Implementation Comment on Supporting Destitute Areas to Fight against Poverty, making comprehensive work arrangements of the poverty alleviation work in destitute areas.

National Health and Family Planning Commission: Special treatment of critical illness targeting at rural impoverished population expanded, helping 106,000 impoverished people. By the end of October, provinces with poverty reduction tasks had come up with local plans for the special treatment of critical illness targeting at rural impoverished population, and 25 provinces had submitted nine types of information about the special treatment of critical illness via the information reporting system. At present, there are 158,000 confirmed cases and the campaign has treated and cured 106,000 people and provided medical services for more than 200,000 people.

Report on the Progress of Poverty Alleviation Work in Areas Inhabited by Chinese Minority Groups (2017) was released a few days ago in Beijing. According to the Report, by the end of 2016, eight provinces and regions inhabited by minority groups (Inner Mongolia, Ningxia, Xinjiang, Tibet, Guangxi and Guizhou, Yunnan, and Qinghai) harbored 14.11 million rural impoverished people, accounting for 32.5% of the total rural impoverished population nationwide. A total of 4.02 million people from these eight provinces and regions were lifted out of poverty in 2016, accounting for 33% of the total. It is put in the report that areas inhabited by minority groups are still main habitations of the majority of impoverished people in China.

Plan of the Ministry of Environmental Protection for 2017-2018 Designated Poverty Reduction was issued. From end of this year, the Ministry of Environmental Protection will bring the progress of poverty reduction efforts into the work report and party construction report of all departments and leading groups. The Plan put forward specific requirements for designated poverty reduction work in terms of all aspects including organization and leadership, work objectives, implementation measures, supervision and examination, personnel deployment, and promotion.

Local Poverty Alleviation News:

Nine provinces began to promote China’s Social Poverty Alleviation website (zgshfp.com.cn), whose users exceed 4.2 million. China’s Social Poverty Alleviation website (zgshfp.com.cn) entered into business in September in nine provinces, including Jiangxi, Hunan, Yunnan, Shaanxi, Hubei, Sichuan, Qinghai, Hainan, and Guizhou. It has received vigorous support of charitable enterprises and caring people, won the recognition of cadres engaged in poverty reduction and been warmly welcomed by impoverished households. A nationwide targeted social poverty reduction pattern featuring “Internet +” has gradually formed.

Hunan Province aims to build poverty-alleviation roads for 36,000 unincorporated villages. Hunan Province drew up a detailed implementation plan a few days ago to give full play to the fundamental role of traffic in the fight against poverty. According to the plan, the province is going to build cement roads (asphalt roads) for 36,000 unincorporated villages from 2017 to 2019, extending 43,700 km.

Anhui Province encouraged residents to develop idle farm houses, so as to boost rural tourism and increase farmers’ property income, which would eventually bolster the construction of beautiful villages and help rural areas shake off poverty. A few days ago, Anhui Province issued a policy that encouraged urban citizens to “go to villages” and farmers to “return to their home” by renting idle farm houses. These houses were supposed to be used as family farms, rural hotels and maker centers as well as other business entities. At the same time, the province encourages all types of social capitals to make good use of rural idle houses in a flexible way to boost rural tourism.

Guangdong Province took advantage of ancient roads to rejuvenate 1,320 poverty-stricken villages. Guangdong Housing and Urban-Rural Construction Bureau and Cultural Department, Sports Department and Tourism Administration jointly issued the Overall Plan of Guangdong Province for the Protection and Utilization of Ancient Post Roads in Guangdong. It is proposed that the province will have built a network of ancient post roads extending 11,230 km by 2025. This network is expected to bolster the construction and development of 248 villages and counties featuring ancient road culture, 416 hamlets featuring ancient post road culture and 1,320 destitute villages.

Hebei Province posted its poverty alleviation transcript, suggesting that it helped around one million people shake off poverty annually for consecutive four years. According to statistics of the people’s government of Hebei Province, the province reduced impoverished people by around one million annually from 2012 to 2016, lowering the poverty incidence from 9.84% in 2013 to 3.23% at the end of 2016. For the next step, Hebei Province will work tirelessly on the poverty alleviation tasks in destitute areas from four perspectives of poverty reduction through relocation, agricultural industrialization, infrastructure construction and social security.

Inner Mongolia Autonomous Region strengthened elderly care infrastructure construction in destitute areas. It is learned that the autonomous region is going to lift the level of old-age care infrastructure construction in 31 national destitute banner counties (cities) and 26 district destitute banner counties (cities). Meanwhile, the region will encourage similar areas to apply for the construction projects of elderly care centers (social welfare home) and elderly daycare centers introduced by the National Development and Reform Commission and the Ministry of Civil Affairs.

More than 1,800 villages in Gansu Province have been developing rural tourism, with the revenue exceeding ten billion yuan. According to statistics of Gansu Tourism Development Commission, the number of visitors travelling in rural areas of Gansu Province will exceed 70 million at the end of the year, and the revenue will go beyond RMB 12 billion. Accordingly, 180,000 people were employed in rural tourism, which helped 28,600 registered impoverished households and 120,000 impoverished people shake off poverty.

Yunnan Province came up with the evaluation results of the dynamic management of impoverished people. From September 4 to 20, the Poverty Alleviation Office of Yunnan Province entrusted a third party to carry out evaluation on the work results of dynamic management of impoverished people in 122 counties (cities and regions) and made a briefing on the evaluation results. According to the Office, the missing rate, wrong evaluation rate and wrong exit rate of the province stood at 0.16%, 0.17% and 0.23% respectively. The province delivered progress in poverty reduction beneficiary by moving to “better precision” from “basic precision”.

Public Poverty Alleviation and Charity News

China Development Bank has issued loans of more than RMB 80 billion over the past five years, helping six million impoverished students receive college education. Since the 18th CPC National Congress, China Development Bank has focused on student loans, making considerable contributions to education-based poverty alleviation efforts. Over the past five years, 6.37 million students have gone to college with the help of the bank, which helped nearly 13 million students accumulatively. New student loans issued per year by the bank account for more than 85% of the total new loans nationwide.

China Old Liberated Area Construction Association encouraged social forces to support old liberated areas in their efforts to shake off poverty. China Old Liberated Area Construction Association held the 4th signing ceremony of “Dual-100 Villages & Dual-100 Enterprises” on November 24, building up 102 enterprise-destitute village support pairs. China Old Liberated Area Construction Association encouraged social forces to learn about old liberated areas, help promote local development and assist them in shaking off poverty ahead of schedule. In recent years, approximately 2,050 private enterprises have engaged in investing and developing old liberated areas, with an investment of around RMB 184.69 billion.
