President and General Secretary of Central Party Committee Xi Jinping attended the opening ceremony of the Communist Party of China in Dialogue with World Political Parties High-level Meeting, and delivered keynote speech entitled Work Together to Build a Community of Shared Future for Mankind on December 1. General Secretary Xi proposed that we should build a poverty-free and mutually prosperous world, facilitate the economic globalization that is open, inclusive, mutually beneficial, balanced and with win-win result, and work together to promote common prosperity for all, and to eliminate poverty and backwardness that has been plaguing many countries.

The State Council Leading Group Office of Poverty Alleviation and Development: this year and next year, there will be at least 10 million people lifted out of poverty in China annually. The Great Power·A New Era lecture series themed by “new mission of targeted poverty alleviation” was held in Beijing. Su Guoxia, Director of the General Division of the State Council Leading Group Office of Poverty Alleviation and Development delivered keynote speech concerning approaches for targeted poverty alleviation in the new era. She pointed out that by the end of 2016, China still had 43.35 million impoverished people. It is expected to reduce the number by 10 million by 2017, and it is necessary and possible to lift another 10 million people out of poverty by 2018.

The Ministry of Land and Resources of PRC supported poverty alleviation in poverty-stricken areas. The Ministry of Land and Resources issued the Opinions on Supporting Poverty Alleviation in Poverty-Stricken Areas which proposed specific measures in innovating policies on state land resources management and in increasing support for poverty alleviation, including improving the management on land use and planning, expanding the policies of linking the increase in land used for urban construction with the decrease in land used for rural construction, and innovating land use policies, etc.

Qinghai Province invested 465 million yuan to lift 39,000 people out of poverty through tourism. Due to fragile eco-environment, bad weather and inconvenient transport, Qinghai constitutes one of the provinces with difficulty in poverty alleviation. To shake off poverty, the province energetically has turned villages, mountains and rivers into tourism resources, and invested 465 million yuan this year to promote poverty alleviation projects in 155 villages through tourism by building a large number of tourism brands, such as the village of flowers and Charming Kayang Village, lifting 39,000 people out of poverty.

Yunnan Province speeded up the transportation of agricultural products to Beijing, which paved the way for the sales of products from impoverished areas. A few days ago, the 2017 Yunnan Plateau Characteristics Modern Agriculture Promotion Activity was held in Beijing National Agricultural Exhibition Center. The promotion activity was aimed at building a platform for project cooperation, technical communication and trade talks, and speeding up to transport featured products of Yunnan Province to Beijing, so as to effectively pave the way for the sales of agricultural products, the ones from impoverished areas in particular.

The yield from the Project of Resettlement of Migrants for Water Conservancy of Shandong Province will be used for poverty alleviation. The lately issued Interim Measures for Operation Management and Income Distribution of Project of Resettlement of Migrants for Water Conservancy of Shandong Province proposed that the yield of the project would mainly be used for poverty alleviation and public welfare development at the village level. After poverty alleviation is achieved, the yield of the project will be collectively owned by the village (the community).

Dominant industries of poverty-stricken counties of Shanxi Province should lift 50% of the poor population out of poverty. According to Shanxi Leading Group Office of Poverty Alleviation and Development, to accelerate poverty alleviation in impoverished areas, the province will take special measures to cultivate dominant industries in 10 poverty-stricken areas for poverty alleviation in around three years, striving to lift 50% of the impoverished population out of poverty.

Poverty alleviation through industry of Heilongjiang Province benefited 130,000 poverty-stricken households. Since the beginning of this year, the Heilongjiang Agricultural Committee has actively guided impoverished areas to accelerate the development of industry with market demand and advantages in supply. By the end of October, a total of 130,700 poor households, 63.6% of the total poor households had been benefited from poverty alleviation through industry, among which the coverage of poor households of 20 state poverty counties reached 73%.

Guizhou Province will allocate 210 million yuan to support the development of “One County and One Industry” in 14 poverty-stricken counties. Liaoning Province: by the end of next year, 150,000 people and 500 poor villages will be lifted out of poverty. It is said that the Provincial Party Committee and the Provincial Government Liaoning are planning to lift 150,000 people, 500 poor villages and six provincial poverty counties out of poverty by 2018, finish up the poverty-alleviation effort by 2019, and provide more support for those who temporarily return to poverty by 2020, so as to shake off poverty steadily and consolidate poverty alleviation outcomes.

Anhui Province: around 90% of households are covered by the project of poverty alleviation through industry. According to Anhui Leading Group Office of Poverty Alleviation and Development, the province has achieved fruitful results with poverty alleviation through industry and employment after the reform and innovation of targeted policies. Approximately 90% of households in the province are covered by the poverty-alleviation projects through industry, and 110,000 impoverished people have successfully found a job.

Shaanxi Province implemented the “Shaanxi Women’s Poverty Alleviation Action” to help women shake off poverty. It is said that over the past five years, Shaanxi Province has trained 40,000 impoverished women directly, organized 80,000 people to take part in government training, established 280 women entrepreneurship and poverty alleviation bases, and supported 1,130 professional cooperatives created by women. A total of 100,000 households participated in the cooperatives, and poverty-alleviation efforts for women have yielded remarkable results, lifting many impoverished women out of poverty.

The Guangxi Zhuang Autonomous Region: a total of 2.693 billion yuan of central budget supported the relocation of impoverished people. A few days ago, the Department of Finance of Guangxi Zhuang Autonomous Region stated that a total of 2.693 billion yuan of central budget for infrastructure construction in 2017 was allocated to support the house construction for registered impoverished people as a part of the relocation projects, an increase of 1.013 billion yuan compared to that of 2016.

Alibaba’s poverty relief fund was officially launched. On December 1, Ma Yun, Chairman of Alibaba Group, announced that poverty reduction has become a strategic business of the company, with the mission to rejuvenate the village. In the next five years, Alibaba will invest 10 billion yuan to fight against poverty, and efforts will be carried out by Alibaba’s poverty relief fund. Ali Cloud will nurture 10,000 technicians to take part in the poverty alleviation program, including all the projects supported by the poverty relief fund and the training of technicians for the poverty alleviation program.

To increase the support for poverty alleviation and education in impoverished areas, China Association of Poverty Alleviation & Development and the Agricultural Development Bank cooperated to launch the first village official training course in Suzhou for college student officers from impoverished villages. A total of 200 college student officers from seven provinces, including Gansu, Ningxia, Hubei, Jiangxi, Anhui, Chongqing and Jiangsu, took part in the training course.
