Xi Jinping: By the year 2020, all rural residents living below the current poverty line will be lifted out of poverty, which is our solemn promise. Chinese President Xi Jinping delivered a New Year speech on December 31. He said, as of 2020, China would lift rural residents living below the current poverty line out of poverty. That is our solemn commitment and we will honor it. There are three years left before the advent of the year 2020. Therefore, with concerted efforts, the whole society must take actions and targeted measures to strive for new victories.

Wang Yang: All-out efforts should be made to win the tough battle of targeted poverty alleviation. Recently, the National Conference on Poverty Alleviation and Development was held in Beijing. Wang Yang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, and Head of the State Council Leading Group Office of Poverty Alleviation and Development, delivered a speech at the conference. The Central Economic Work Conference has set a target for targeted poverty alleviation: Neither lowering nor raising the standards. The Central Economic Work Conference was held in Beijing a few days ago. Ministry of Finance: We should put more concerted efforts on destitute areas. With respect to poverty alleviation, the Ministry of Finance will focus on destitute areas in 2018. It will adhere to help people increase confidence in their own ability to shake off poverty, and see that they can access the education they need to do so. In addition, it will take more measures, such as allocating production subsidies and service allowances, to enhance internal dynamic of impoverished areas and population, and realize sustainable and steady poverty alleviation. According to the data, the local special funds for poverty alleviation given by the central government has grew by an average of 22.7% annually since the 18th CPC National Congress. The investment in such fields as agriculture, education and healthcare of poverty-stricken areas has been increased. Remarkable achievements have been made in the poverty alleviation work.

Ministry of Transport: By 2020, the main line of national highways in poverty-stricken area will be completed. The Ministry of Transport has held the Transportation Work Conference of 2018 recently. Li Xiaopeng, Minister of the Ministry of Transport, revealed that in the next three years, the ministry will continue to alleviate poverty by transport construction, ensuring that by the end of 2019, the road hardening project can be finished in the township and county with suitable conditions. Chongqing municipality plans to realize full coverage of healthcare of rural residents of extreme poverty by 2020. Health and Family Planning Commission of Chongqing released the Notice on Enhancing Health Poverty Alleviation on Rural Population of Extreme Poverty. It’s stressed in the Notice that by 2020, all the registered rural impoverished people should enjoy the healthcare, and each household should be accessible to a household doctor. The burden of medical expenses should be substantially reduced, and the basic public health service indicators should approach to the average level of that in the city.

In 2017, 250,000 registered rural impoverished people were lifted out of poverty in Liaoning Province. According to the data from the Leading Group Office of Poverty Alleviation and Development of Liaoning Province, by the end of November, the province had fulfilled the annual tasks of lifting 250,000 people, four provincial destitute counties and 500 impoverished villages out of poverty. Great achievements have been made in its poverty alleviation work, which solidifies the foundation to lift the rest 240,000 impoverished people, 670 impoverished villages and 11 poverty-stricken counties out of poverty.

Jilin Province has built a mechanism to ensure a basic living of rural impoverished people. Qinghai Province will implement ten projects to reduce illness-led poverty in destitute areas. Chinese Academy of Social Science (CASS): Twenty-eight counties lifted out of poverty realized a breakthrough. CASS and Social Sciences Academic Press released the Blue Book on Poverty Reduction: Annual Report on Poverty Reduction of China (2017) few days ago. It’s pointed out in the Blue Book that 28 poor counties has formally shook off the poverty. This is the first time that a batch of impoverished counties have been exited from the list through formal legal procedures since 1986 when we set up the national impoverished county. That made the first breakthrough in lifting the impoverished counties out of poverty.

National foundations invested a lot for poverty alleviation through education. According to preliminary statistics, in the year of 2016 and the first half of 2017, the national foundations registered in the Ministry of Civil Affairs have invested about 3.156 billion yuan for poverty alleviation, in the form of capital and material, and the investment in education poverty alleviation accounts for the biggest share, namely about 1.486 billion yuan.
