President Xi Jinping delivered the new year speech of 2018. In 2017, more than 10 million rural residents were lifted out of poverty and 3.4 million people were relocated from poverty-stricken areas. The construction of six million apartments in shanty areas has begun ahead of schedule. Various initiatives to improve people’s livelihood have been accelerated. By 2020, China plans to lift rural residents living below the current poverty line out of poverty. With concerted efforts, the whole society must take actions and targeted measures to strive for new victories.

We have lifted 66 million people out of poverty within five years. Liu Yongfu, Head of the State Council Leading Group Office of Poverty Alleviation and Development pointed out that the number of impoverished people had been 98.99 million under the current standards by the end of 2012, but the number has been reduced to 30 million by the end of 2017, decreasing by two thirds in five years. In 2016, 28 impoverished counties were lifted out of poverty, with the expectation of about 100 counties lifted out of poverty in 2017.

Ministry of Civil Affairs: The rural minimum living standards in all counties (cities, districts) have reached or exceeded the national standard of poverty alleviation. In 2017, the projects of poverty alleviation and people’s livelihood worked well. The standards of urban and rural basic living allowances respectively increased by 9.9% and 16.6%. All counties (cities, districts) have built up the mechanism of ensuring the livelihood of poor people. The system of two allowances for the physically challenged has benefited more than 10 million people. The number of facilities for the community general services has reached 162,000.

National Energy Administration has benefited 800,000 poverty-stricken people by poverty-alleviation project of photovoltaic power. By the end of 2017, National Energy Administration and the State Council Leading Group Office of Poverty Alleviation and Development jointly issued the Notice on the First Batch of Poverty-Alleviation Projects of Photovoltaic Power during the “13th Five-Year Plan” Period. The projects of building up 8,689 village-level power stations with a total installed capacity of 4,186,237.852 kilowatts will benefit 710,751 registered impoverished households, contributing to improving the economic strength of destitute villages.

A total of 11 departments of Chongqing jointly promote targeted poverty alleviation through financial measures. The business management departments of the People’s Bank of China of Chongqing together with municipal Financial Service Office, Poverty Alleviation and Development Office and other eight offices issued the Opinions on Deepening Targeted Poverty Alleviation through Financial Measures to Lift Poverty-Stricken Areas out of Poverty. These offices will make sure that by 2020, the reasonable and effective financial needs of the registered impoverished people and economic entities of poverty alleviation are guaranteed.

Shanxi Province allocated 12.943 billion yuan for relocating people from poverty-stricken areas to escrow accounts of county level. The payment ratio of the funds amounted to 103.58%. Gansu Province helped almost 50,000 impoverished women to learn skills. In 2017, Gansu Province enhanced the skill training for impoverished women, which helped 30,000 impoverished women master hand-woven skills. The provincial Women’s Federation built up the Longyuanmei employment & cooperation platform for areas with advanced household management service. This platform trained 20,000 impoverished women for household management service, and provided 4,559 women with more than 3,500 yuan monthly income for posts both in and out the province.

Qinghai Province promoted poverty alleviation through health by taking multiple measures benefiting impoverished people. According to the data from management system of poverty alleviation through health updated by Qinghai Province, in 2017, the illness-led poverty rate was 22.5%, and 15,674 out of 52,545 sick people were lifted out of the poverty. The medical and health services in poor areas have been improved, and family planning partner assistance mechanism has been built up at multiple levels, channels and all grounds. At the same time, the medical insurance system for impoverished people has been continuously improved.

Shaanxi Province has relocated over 400,000 people from poverty-stricken areas in two years. According to the Department of Land and Resources of Shaanxi Province, by the end of the December of 2017, the province has started the construction of 180,800 apartments for poverty-alleviation projects in 2016 and 2017, which planned to house 620,000 people. 177,300 apartments with the capacity of housing 608,700 people have been completed. And 126,300 households and 427,500 people have moved in the new houses, with a total of 22,333 billion yuan invested.

Xinjiang Uygur Autonomous Region will focus on 22 poverty-stricken counties and plan to transfer and get 100,000 people employed in three years. It is learned that Xinjiang will implement the three-year plan (2018-2020) for poverty alleviation through employment in poverty-stricken areas of the four prefectures in the southern part of the region. Xinjiang will focus on 22 poverty-stricken counties (cities), realize employment and transfer of 100,000 people in three years by means of cross-district transfer, regularly expanding the scale of inland employment transfer, corps employment transfer, transferring towns, enterprises and industrial parks in local cities, as well as employment in “satellite factories” and “township factories”.

In 2017, the operating rate of houses for poverty alleviation through relocation reached 100% in Yunnan Province. Last year, the provincial Develop and Reform System of Yunnan promoted poverty alleviation through relocation. The province built up the grid responsibility system and supervision mechanism of “Party members in charge of prefectures and cities, section chiefs in charge of counties, and officials in charge of different households”. Yunnan sent more than 840 people to visit 4,000 rural households in 121 counties (cities, districts) and over half of the settlements, and invested 5.7 billion yuan. The operating rate of houses for poverty alleviation through relocation reached 100%.
