Xi Jinping presided over a symposium on targeted poverty alleviation, prioritizing the need to improve the work quality of poverty alleviation, and the need to concentrate on areas mired in extreme poverty, so as to ensure a steady progress of the combat against poverty. Xi Jinping listened to a report on the progress of the combat against poverty. He led the symposium to study poverty alleviation strategies for the next three years and sent his New Year greetings to cadres working on the poverty-alleviation frontline and people of all ethnic groups in destitute areas.

Li Keqiang conducted an investigation in Jilin Province on Feburary 12 and 13 and stressed to work relentlessly on poverty reduction, safeguarding the bottom line of people’s livelihood to celebrate the Chinese New Year together. Li Keqiang visited impoverished households in Yinghua Village, Zhenlai County, a contiguous destitute area at the southern foot of the Greater Khingan Mountains. He checked the food rations and heating conditions of those households and talked with migrant workers who returned for the New Year Festival. At the same time, he visited the temporary housing area which will be renovated before long to learn about the needs of impoverished people, gave them some goods to celebrate the festival and conveyed new year greetings to them.

Ministry of Finance: Agriculture-related funds of more than RMB 300 billion were gathered and integrated by 832 destitute counties in China in 2017. According to news released by the Ministry of Finance, China began to carry out a pilot reform of agriculture-related funds in destitute areas in 2016. At present, the reform has been extended to all the 832 contiguous destitute areas and national key counties of poverty alleviation and development. Agriculture-related funds totaling more than RMB 300 billion were gathered and integrated in 2017.

The poverty incidence of Tibetan areas in Qinghai Province posted a sharp drop. Known for heavy and tough tasks of poverty alleviation and development in China, Qinghai Province has always been one of the typical provinces in Tibetan areas. From 2013 to 2017, the impoverished population of Tibetan areas in Qinghai Province dropped to 163,000 from 282,000 and the local poverty incidence fell to 12.5% from 21.6%, which marked a considerable decline.

In order to accomplish the poverty-alleviation task through photovoltaic (PV), Hebei Province purchased all the power generated in 2017 by centralized PV poverty alleviation projects in full payment. In 2017, the grid connection size of the province’s centralized PV poverty alleviation projects reached 171GW, involving 58,880 impoverished households. Municipal offices of poverty alleviation and development in the province will see to it that corresponding improvised households registered in the poverty document are covered by these projects, the poverty alleviation revenue is well-allocated and the revenue reaches targeted objects.

Liaoning Province built 14,200 “ULE” shopping stations in rural areas, lifting 22,000 farmers out of poverty. Rural“ULE” is a comprehensive service platform featuring “postal offices + banks + online shopping + supermarkets”, built by China Post for rural markets. It is learned that postal enterprises in Liaoning Province built 2,326 “ULE” shopping stations last year and there are 14,200 such stations across the province, generating farmer income by RMB 11.243 million and lifting 22,000 people out of poverty.

Yunnan Province facilitated poverty alleviation through education with information construction. It is learned from the Yunnan Education Bureau that the province is pushing forward the construction of the management system and data application of education-based targeted poverty alleviation through accelerating the building of “Three Internet Accesses and Two Platforms”—broadband accesses every school, high quality resources access every class and network learning space accesses every student and a public education resource platform and a public education management platform. Yunnan Province launched the construction of Yunnan Education Website in 2017, prioritizing the Internet access of remote schools and teaching locations in destitute areas, in response to the proposal of “the fusion of cloud, network and the terminal and all-high-speed, overall application, and overall control, and special channels and campus network”.

Anhui Province introduced a policy of social insurance-based poverty alleviation, lifting the minimum payment standards of endowment insurance. A few days ago, Anhui Province introduced a policy of social insurance-based poverty alleviation, setting out to ensure that impoverished groups with special needs can gain access to relevant insurance by means of support policies. With respect to non-impoverished people, especially uninsured people or people whose insurance is suspended, guidance will be delivered to ensure that they are insured or their insurance gets renewal, so that they will be covered by insurance, which helps prevent them falling into poverty due to old age, illness, occupational injury, unemployment or child-bearing, etc.

Hubei Province launched the notice procedure of the exit of destitute counties and three local counties (forest districts) are going to shake off poverty. According to the exit standards formulated by the country and the province, the comprehensive poverty incidences of two national destitute counties—Shennongjia Forestry District, Hongan County—and one provincial destitute county—Yuan’an County—were lower than 2% in 2017; the mistaken exit rate of impoverished population and the missing rate of the identification of impoverished population was lower than 2%; public recognition was higher than 90%. These figures conform to the exit standards of destitute counties and these counties are going to be removed from the poverty list.

Guangxi Zhuang Autonomous Region brought employment subsidies into force, to support and facilitate the construction of employment-based poverty alleviation workshops. The region introduced employment-based poverty alleviation workshops to create job opportunities for workers from impoverished households registered in the poverty document and put employment subsidies into effect. Employment-based poverty alleviation workshops include plant-like poverty alleviation workshops built on rural idle land and house-like and home-like workshops dedicated to decentralized processing.

Xinjiang Uygur Autonomous Region will help 545,000 impoverished people access safe drinking water in 2018. It is learned that Xinjiang sped up the construction of important water conservancy projects and invested RMB 105.5 billion in this field over the last five years. Meanwhile, the region worked relentlessly on consolidating rural drinking water safety, which has benefited a total of 2.55 million rural people. Xinjiang will launch 118 rural safe drinking water projects in 22 destitute counties and help 545,000 impoverished people access safe drinking water in 2018.

The rural per capita disposable income of Ningxia Hui Autonomous Region exceeded RMB 10,000 for the first time. The region implemented a few policy measures, including helping impoverished people shake off poverty and poverty alleviation through agricultural industrialization, and invested RMB 3.67 billion into agricultural projects at the national and regional levels. At the same time, the region implemented a demonstration project of poverty alleviation through agricultural industrialization, lifting approximately 100,000 impoverished people out of poverty. They accounted for more than 50% of total polulation lifted out of poverty last year. The growth rate of rural per capita disposable income in the central southern destitute counties of Ningxia reached 11.2%.

The Agricultural Development Bank of China issued a loan of RMB 200 million in support of the ecological PV poverty alleviation project of Zhangbei County, Hebei Province. A few days ago, the Agricultural Development Bank of China issued all the loans of RMB 200 million in total, which is set out to support the ecological PV poverty alleviation project of Zhangbei County, Hebei Province. It is a generous fund grant of a national policy financial institution in support of ecological PV poverty alleviation projects, also a considerate move of the country to support the undertaking of poverty alleviation and to ensure a warm New Year Festival to local impoverished people.
