Li Keqiang: build multiple systems to reduce “poverty caused by illness” without any family left behind. Recently, Li Keqiang, Premier of State Council, mentioned the issue of poverty caused by illness when he met with journalists from domestic and abroad and answered their questions. He said that multiple systems, such as critical illness insurance, were supposed to be carried out to ensure a critical illness suffered by one family member would not destroy the whole family. He pointed out that even though China had constructed the largest medical insurance network in the world in the past few years, there were still over 30 million impoverished population in the country, of which many became poor because of critical illness. Therefore, we should prioritize critical illness treatment while we consolidate the basic medical insurance.

China Insurance Regulatory Commission: Branches of insurance institutions in destitute areas must not be revoked before these areas could shake off poverty. Recently, the commission has issued Opinions on Insurance Industry Supporting Destitute Areas out of Poverty. The Opinions requires that the government should lower the approval standards for branches of insurance institutions in destitute areas, and broaden educational requirements for senior executives of these branches to junior college degree, and change qualification of senior executives of county-level branch companies and business departments from approval to filing management, and should not revoke these branhes before the destitute areas shake off poverty.

National Health and Family Planning Commission is making efforts on poverty alleviation through health care, and has included two major cancers in special treatment for critical illness. He Jinguo, Director of Department of Finance in National Health and Family Planning Commission, said recently that the Commission will stick into and keep improving measures of “Three Batches” in healthcare based poverty alleviation, gradually set up long-term mechanism, and syntactically ensure impoverished population will not return to poverty due to illness. Among these measures, establishing an overall mechanism on medical security for impoverished population should be prioritized, and two major cancers of women, cervical cancer and breast cancer, as well as lung cancer, should be included in special treatment for critical illness.

Hubei province: establish a compensation mechanism for ecological protection compensation and targeted poverty alleviation. Recently, Hubei government introduced Opinions on Improving the Compensation Mechanism for Ecological Protection, proposing that ecological protection compensation fund, major national and provincial ecological projects and their fund arrangement will be, according to requirements of targeted poverty alleviation, spent more on destitute areas and registered poor population.

Shanxi province will build another 2859 photovoltaic power stations in villages, benefiting 4478 villages and 163,000 poor households in total. Shanxi government proposed that all counties should fasten the constructions of the stations to ensure all projects can be finished and generate power by 2018; and income distribution mechanism should be improved. Destitute households without ability to work should get direct complementary fund, while those with ability to work should be encouraged to earn money through working by means of offering and helping them with public welfare job, small-size public welfare business and awarding mechanism.

45 officials of Sichuan government carried out human resources and social security work by taking temporary post jobs in destitute counties. 45 destitute counties in Sichuan province, which are mainly located in Yi people and Tibentan areas, are tough bones in poverty alleviation for their diversified types and grinding poverty. To implement requirments for poverty alleviation in these counties, the provincial Human Resources and Social Security Department selected 45 young excellent officials to take temporary post jobs in these area and carry out a 2-year poverty alleviation program on human resources and social security.

Henan province offered a special fund of RMB 4.04 billion yuan for poverty alleviation in 2018. To support the battle against poverty, Henan provincial Finance Department has arranged a special fund of RMB 4.04 billion yuan for poverty alleviation in 2018, with 3.13 billion coming from national government and 0.91 billion coming from the provincial government. Gansu province will focus on the tourism development in destitute villages. According to the official of Gansu provincial general office, the government will focus on tourism development in 500 destitute villages and push forward the poverty alleviation by means of guaranteeing the use of land, simplifying administrative approval procedures, fastening the tourism infrastructure construction in these villages and so on.

Anhui province: finish the establishment of one characteristic farming and livestock husbandry base for each destitute village by the end of this year. The industrial poverty alleviation on-the-spot meeting of Anhui province has been held recently. It is pointed out in the meeting that in 2017, with a household coverage of 85.7% on characteristic farming and livestock husbandry, the poverty alleviation through this measure has achieved outstanding progress in Anhui province. By the end of 2018, each destitute village is required to finish the establishment of one characteristic farming and livestock husbandry base.

Chongqing announced a successful end of its “Spring Festival Shopping Carnival”, which was carried out online and brought over RMB 3.2 million yuan income within two months for 18 destitute towns and villages. Recently, e-commercial “Spring Festival Shopping Carnival”, guided by Chongqing municipal Poverty Relief Office, has come to a successful end. In these two month, an accumulated income of over 3.2 million yuan was brought in the events held in 18 destitute towns and villages. On the other hand, while the carnival was ongoing, there was a job fair which helped more than 500 people get employed.

Tibet Autonomous Region plans to reduce 140,000 poor population this year. During the “Two Sessions”(National People's Congress and National Committee of the Chinese People's Political Consultative Conference), the representative of Tibet Autonomous Region introduced that Tibet government has set up the “Five in One” framework of poverty alleviation, including industry poverty alleviation, finance poverty alleviation, Tibet-aid poverty alleviation and social poverty alleviation, which helped 150,000 poor population shake off poverty merely in 2017. And the government plans to lift 74 poor counties and districts in Tibet out of poverty in 2020.

As a combination of farming-benefiting policy and blood-making style poverty alleviation in the field of asset securitization, it provided a space of finance innovation where low-income population, population in need, rural poor population and rural households which are starting business are able to independently shake off poverty through science and technology services.
