The Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development are going to make concerted efforts to standardize the integration of agriculture-related funds in destitute counties, to guard against malpractice. The Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development released a notice a few days ago, requesting local governments to, in accordance with the stipulated scope and standards, work on the pilot integration of agriculture-related funds in destitute counties; work faster on the formulation and implementation of plans; and strengthen capital integration and program management. Starting from 2018, consistent standards about the proportion of funds to be integrated in pilot destitute counties in the total integrated funds shall be removed.

National Development and Reform Commission (NDRC): Approximately 2.8 million people will participate in poverty alleviation through relocation in 2018. The NDRC issued a white paper “Policies for China’s Poverty Alleviation through Relocation”, a few days ago. The following points are made in the document. A total of 22 provinces (regions and municipalities) have made steady progress in the task of poverty alleviation through relocation since 2016; during the past two years, a total of 5.89 million people have finished this movement, and it will reach around 2.8 million people to relocate in 2018. In this way, most of the tasks of poverty alleviation through relocation set for the 13th Five-Year Plan period will be completed.

Shaanxi province: The province will see to it that more than 50% of households subject to poverty alleviation through relocation can move into their new houses. Sichuan province: It is going to invest RMB 62.4 billion to address tough issues. The Poverty Alleviation and Development Office of Sichuan Province issued Implementation Plan for Poverty Alleviation in Destitute Areas (2018). Hubei province will see to it that 1.046 million people are lifted out of poverty in 2018. The government of Hubei Province released “Report on Poverty Alleviation and Development of Hubei Province (2017)”. As put in the document, Hubei province has lifted 917,000 impoverished people registered in the poverty document and 1,013 destitute villages out of poverty in 2017, with three destitute counties expected to shake off poverty in the near future; a total of 372,100 people from 134,700 households were subject to poverty alleviation through relocation. Tibet Autonomous Region lifted 1,705 destitute villages out of poverty last year. Tibet secured decisive progress in its poverty alleviation efforts in 2017, lifting 1,705 destitute villages and 150,000 impoverished people registered in the poverty document out of poverty. As a result, impoverished people across the region dropped from 590,000 at the end of 2015, to 330,000 in the corresponding period of 2017, down by 260,000 in two years.

Ningxia Hui Autonomous Region has confirmed key tasks of targeted poverty alleviation through education in 2018. The Education Department of Ningxia Hui Autonomous Region published Plans for Key Tasks and Responsibilities of Targeted Poverty Alleviation through Education (2018) a few days ago. According to the Plan, Ningxia is going to combine poverty alleviation with the education cause of destitute areas, striving to improve the level of basic education public services in destitute areas and to raise the gross enrollment rate of preschool education to 80%, the consolidation rate of primary education to 93%, and that of middle schools to 94%.

The China Development Bank has arranged RMB 400 billion as loans for targeted poverty alleviation. The China Development Bank held a working conference on poverty alleviation for 2018 a few days ago, to make plans for this year’s poverty alleviation efforts. It is learned that the bank is going to issue RMB 400 billion as loans for targeted poverty alleviation, in support of the infrastructure construction, poverty alleviation through relocation, the development of specialty industries and the improvement of health and sanitation of destitute areas, especially areas mired in dire poverty.
