Hu Chunhua: The idea of poverty alleviation proposed by President Xi Jinping shall be implemented and strive for a victory in the targeted poverty alleviation battle. Hu Chunhua, member of the Political Bureau of CPC Central Committee and Vice Premier of State Council, held a conference lately to study the guidelines on winning the targeted poverty alleviation battle in three years. He stressed that we should put into practice the idea of poverty alleviation proposed by President Xi Jinping and divide the task into yearly and individual assignments, to ensure new progress for each year and a successful accomplishment for the task. the final goal shall be set and achieved step by step. The focus will be the destitute areas like “three districts and three states” and gather resources to fight against poverty.

National Development and Reform Commission (NDRC): Another 2.8 million people will be relocated from poverty-stricken areas by the end of the year. According to the press conference by NDRC, over the past two years, we have relocated 5.89 million registered poor people from poverty-stricken areas, achieving over half of the total volume set in the “13th Five-Year Plan”. This year, another 2.8 million people will be relocated from poverty-stricken areas.

Procuratorial authorities have launched special projects to offer assistance for four groups of people including poor households. Recently the Criminal Appeals and Prosecutions Office of Supreme People’s Procuratorate has issued the Notice of Procuratorial Authorities at All levels Launching the Special Projects of “Thoroughly Promoting National Judicial Assistance”. In the Notice, all levels of procuratorial authorities are supposed to provide national judicial assistance for targeted poverty alleviation, give a full play of their roles of carrying on the judicial work for the people and poverty alleviation projects, and provide effective judicial assistance for people who become poor due to judicial cases, thus to better contribute to targeted poverty alleviation.

National Forestry Bureau: We will allocate 190 billion RMB for poverty alleviation to help 370,000 poor people get the jobs as forest rangers. Since the 18th National People's Congress, National Forestry Bureau has been making efforts on alleviating poverty by restoring farmland to forest, protecting and tendering forest and developing ecotourism. We have allocated 190 billion RMB for ecological poverty alleviation, and assigned 370,000 registered poor people to work as forest rangers, winning both battles of ecological construction and poverty reduction.

Beijing and Hebei province signed the framework agreement on coordination on poverty alleviation in three years. A few days ago, Beijing and Hebei province signed the Framework Agreement on Deepening Overall Coordination on Poverty Alleviation between Bejing and Heibei Province, and held the symposium to discuss how to advance poverty alleviation work. In the symposium, it was proposed that Beijing, as the political center of our country, has the responsibility to lift 23 counties and districts in Zhangjiakou, Chengde and Baoding out of poverty. Beijing and Hebei province will take joint efforts on poverty alleviation in six aspects including leadership, talent assistance, financial support, industry cooperation, labor service cooperation and shared prosperity.

Chongqing Education Commission is making full efforts to help 18 destitute villages (towns) to shake off poverty through education. Actions include: allocating 54 million RMB to improve facilities in school of 18 villages (towns); planning to improve the standard of living allowance for village teachers in these areas; providing more opportunities with teachers in these areas to participate a series of education projects, including distinguished teacher evaluation, national cultivation, municipal cultivation and education training in Shandong province; implementing the method of quality school in cities helping schools in these areas; and sharing the good education resources by information technology.

The first provincial-level impoverished county in Henan province has shaken off poverty. Lately, Henan provincial government announced that Wuyang county had officially shaken off poverty, making it the first provincial-level impoverished county shaking off poverty in the province. And the number of poor counties in Henan province was reduced to 50. Thanks to the continuous efforts on poverty alleviation in the past three years, the impoverishment rate in Wuyang county have been reduced from 9.39% in 2014 to 1.19% in 2017, 112 impoverished villages has met the standard of getting out of poverty, and 43,800 people have enjoyed the life with educational, medical and housing securities and without worries of lacking food and clothes.

Hainan province took a further step in poverty alleviation by providing three-year interest-free business loans for all poor labors in the province. Lately, Hainan Human Resources and Social Security Office, with Provincial Department of Finance and Provincial Poverty Alleviation Office, issued Nine Measures on Further Poverty Alleviation by Employment, and extended the existing Regulations on Employment Subsidies, enlarging the previous scope of female above 40, male above 50 and disabled people to 600 villages confirmed in 12th Five-Year Plan.

Lately Hebei Provincial Department of Education has issued 12 Measures on Poverty Alleviation through Vocational Training, addressed that by establishing the account book of registered poor students, the policy of funding them will be implemented. According to Sichuan government, the province has lately launched the special project to help people with serious mental disorder in destitute areas by reducing their medical costs, which will prevent them from getting poor due to illness. Ningxia Hui Autonomous Region has assigned key tasks of 2018 targeted poverty alleviation through education. In the Assignment Plan and Key Tasks of Targeted Poverty Alleviation in 2018 issued by the regional Department of education recently, the poverty alleviation work is supposed to be combined with advancing education development in poor areas. We should strengthen the work of caring left-over children in rural areas, establish “green channel” for students facing special difficulties, scientifically plan to build schools in impoverished counties, and promote pre-school resources extending to these counties.

Guangxi Zhuang Autonomous Region will conduct supervision and inspection on the use of poverty alleviation funds in three-year action. Lately the 2018 exchanging meeting of Sub-funds Association of Industrial Investment Fund by State-owned Enterprises was held in Xi’an, Shaanxi province. it is pointed out in the meeting that the Association has set up sub-funds in 9 key provinces with a total volume of 5.4 billion RMB. Up to March in 2018, the number of its investment projects reached 13 with a total amount of 1.284 billion RMB; the reserved projects are over 40, which will lead over 21 billion RMB of social capital flowing into poor areas.
