Sun Chunlan: Public health service model calls for innovation and poverty alleviation on community-based healthcare shall be promoted. Recently, Sun Chunlan, member of the Political Bureau of CPC Central Committee and Vice Premier of State Council, stressed during her investigation in Ningxia that with President Xi’s thought on socialism with Chinese characteristics for a new era as our guide, we should accelerate the development of “Internet Plus healthcare”, create new models of health services, and lead the quality medical resources to communities, so that more residents and impoverished households could enjoy quality medical services and chances of people getting poor due to illness could be prevented.

Ministry of Civil Affairs: The standard of rural subsistence allowances should be no less than the standard of national poverty alleviation. Ministry of Civil Affairs just issued Opinions on Poverty Alleviation of Civil Affairs in Destitute Areas to guide local governments to set and adjust the standard of subsistence allowances. It is learned that by the end of February 2018, a total of 39.406 million rural people have enjoyed the subsistence allowances with the minimum standard of 4,301 yuan per capita per year, and 4.6 million people in extreme poverty have been saved.

Anhui Province invested 86.5 million yuan in poverty alleviation through tourism, which has lifted over 220,000 people out of poverty. For years, Anhui has insisted on developing tourism according to different conditions of varied villages and provided each village with special assistance. According to the data released by Anhui Province, since the launching of the project, the Province has invested 86.5 million yuan in poverty alleviation through tourism, which has lifted over 221,800 people out of poverty with per capita income increased by 640 yuan.

Hunan Province aims to lift over 1.3 million people out of poverty this year. It is proposed in the meeting of heads of Hunan Poverty Alleviation Office that the provincial target of poverty alleviation in this year is to lift over 1.3 million registered impoverished people, 2,200 poverty-stricken villages and 18 poor counties out of poverty.

Shaanxi’s Academy of Social Sciences issued the Blue Book reporting that a total of 488,900 people has got rid of poverty in 2017. It is pointed out in the 2018 Blue Book of Shaanxi by the provincial ASS that Shaanxi has basically formed a long-term mechanism of promoting poverty alleviation at a stable pace, and press ahead with poverty alleviation. In 2017, the province has lifted 135,200 households with 488,900 people and 1,274 villages out of poverty.

Heilongjiang Province has launched the platform of trading and displaying products for poverty alleviation in villages to connect the poor villages with the markets. Heilongjiang Committee Office and the provincial Department of Commerce has set up the platform of trading and displaying products for poverty alleviation in the central street of Harbin, in order to fully activate the role of working group in villages as the main productive force of poverty alleviation, promote the development of poverty alleviation industry and solve the difficulties in selling products of poor villages. By doing this, the Office aims to promote the communication between poor villages and the markets, and effectively increase the income of impoverished people.

Gansu Province has set up the healthcare-promoting mechanism of “medical treatment in poor households”. Health Commission and other six departments of Gansu jointly issued the Guidelines on Health Assistant Mechanism of “Individual Policy” for Each Registered Household Led into Poverty by Illness, in which it promises that all the provincial registered households led to poverty by illness will be provided with free basic medical services at home and a long-term health-care-promoting mechanism will be set up.

Jiangxi Province will take actions of nutritional intervention in poverty-stricken areas. The provincial government just issued the Nutritional Plan of Jiangxi (2018-2030), which includes nutritional intervention into poverty alleviation work. The provincial government intends to promote the implementation of nutrition improvement projects for rural students in compulsory education and children in poor areas, and covers in steps the key counties in national poverty alleviation project and counties in contiguous poor areas. Schools in poor areas are encouraged to gather local resources to provide nutritional meals and improve the dining conditions for students.

Qinghai Province has realized great achievements in the current stage and will send a series of favorable actions in 2018. Recently, Qinghai Province has held the 2018 Work Meeting of Health Poverty Alleviation, stating that this year, they will continue to screen the major diseases bothering people in destitute areas and realize the goals of building one general hospital and one traditional hospital for each impoverished county, one standardized township hospital for each town, and one standardized village health center for each village, and building 37 traditional Tibetan hospitals.

Xinjiang Uygur Autonomous Region built a mechanism to decrease their expenses on medical treatment by ensuring the basic living of rural impoverished people with serious diseases. The Human Resources and Social Security Department of Xinjiang said recently, the plan of “ensuring the basic living of a batch of rural impoverished people with serious diseases” has been carried out, which will provide comprehensive insurance for impoverished people with serious and chronic diseases, and improve the level of medical insurance to decrease the expenses on medical treatment for rural impoverished people.

Poverty Alleviation Foundation by State-owned Enterprises has given supports to organize the first national team of migrant workers from Tibetan impoverished households. Recently, Jiru migrant worker team, the first national team of migrant workers from Tibetan impoverished households, was established. This team is the first batch of teams formed by impoverished households and organized by Poverty Alleviation Foundation by State-owned Enterprises, Elion Resources Group and the local government. It is also an important component of the support from the Foundation, which encourages Elion to help people increase confidence in their own ability to lift themselves out of poverty and to see that they can access the education they need to do so in the ecological industry of Tibet.

Securities companies have carried out targeted poverty alleviation in six aspects, and five of these companies has invested over 20 million yuan. Recently, according to the data about the investments on targeted poverty alleviation by securities companies, in 2017, a total of 27 listed securities enterprises has invested 265 million yuan with 263.755 million yuan in capital and 770,000 yuan in material. The methods of poverty alleviation could be categorized into six aspects, including finance, industries, consumption, education, mentality and public welfare.
