Han Changbin, Minister of the Ministry of Agriculture and Rural Affairs stressed that we should continue to fulfill tasks of designated poverty alleviation through agricultural industrialization when he conducted an investigation in the Enshi Tujia and Miao Autonomous Prefecture in Hubei. It is noted that we should follow the arrangement of the central government concerning the three-year campaign of winning the tough battle of targeted poverty alleviation. We should lay emphasis on poverty alleviation through agricultural industrialization, target at key issues and push forward poverty alleviation, to ensure that impoverished people have a stable income. All efforts are drawn together to complete the tasks of targeted poverty alleviation as scheduled and lay solid foundations for rural rejuvenation.

General Office of the State Council: Incentives will be given to areas where major policies were well implemented last year. A notice was released a few days ago by the General Office of the State Council. As noted in the document, General Office of the State Council is going to give incentives to 25 provinces (regions and municipalities directly under the central government), 82 municipalities (prefecture-level cities, prefectures and leagues) and 116 counties (county-level cities, regions and banners), which have achieved remarkable results in advancing supply-side structural reform, moderately expanding total demand, deepening innovation-driven reform, optimizing business environment and safeguarding and improving people’s welfare in 2017. Accordingly, 24 incentive measures will be taken.

The Ministry of Finance has earmarked the central fiscal fund for poverty alleviation in 2018, which totaled RMB 106.095 billion. The central fiscal authority has allocated the special poverty alleviation fund to local governments, which is nearly two months earlier than last year. The newly granted fund, which amounts to RMB 20 billion, will be spent on poverty alleviation in destitute areas, creating favorable conditions for local governments to allocate relevant funds as soon as possible, expedite budget implementation process and win the battle of targeted poverty alleviation.

Beijing will support 220 poverty alleviation projects in Xinjiang. It is learned that Beijing plans to support 220 poverty alleviation projects from 2018 to 2020, which will help 65,500 people shake off poverty. Beijing is one of the first nine provinces or municipalities that carried out support projects for Xinjiang. Since the 18th CPC National Congress, Beijing has implemented 832 projects to support the development of Xinjiang, directly benefiting more than 1.5 million people and lifting 332,900 impoverished people out of poverty.

Hebei Province has relocated 53,379 impoverished people. It is learned from the Working Conference of Hebei Province on Poverty Alleviation through Relocation held a few days ago that, by the end of April, a total of 53,379 people had been relocated, with the joint efforts of the province. Among them, 29,526 were impoverished people registered in the poverty document and 23,853 had been resettled in a synchronous manner.

Chongqing established working stations to solve power issues in destitute villages and towns. It is learned that Chongqing has established working stations for poverty alleviation in destitute villages and towns within the administrative zone of the State Grid Corporation, to address power issues in its efforts to combat poverty via pair-up supports. Next, the working stations for poverty alleviation in different areas will complete their tasks according to local conditions.

Henan Province will help 1.1 million rural impoverished people shake off poverty in 2018. The sixth poverty alleviation meeting of Henan Province was held a few days ago. It is observed on the meeting that 1.1 million rural impoverished people, 2,365 destitute villages, 19 national destitute counties and 14 provincial destitute counties will be lifted out of poverty in 2018 in Henan Province. A total of 62,900 rural impoverished people will be relocated in concentrated settlements. These moves will ensure that rural poverty-stricken people are lifted out of poverty by 2020.

Shaanxi Province formulated poverty exit indexes. Poverty Alleviation Headquarters of Shaanxi Province released a notice on regulating the identification of poverty exit. According to the notice, the identification mechanism of such indexes in poverty exit as safe housing, basic healthcare and compulsory education will be improved and the contents of policy basis, industrial standards, liability entities, working procedure and timeline will be specified.

Products by impoverished households from Gansu Province are admitted to the market of Tianjin, which marked an innovation in poverty alleviation. The consumption-based poverty alleviation campaign of selling goods from Gansu in Tianjin has been launched lately. Tianjin Municipality and Gansu Province purchased hundreds of local products from impoverished households in Gansu via Guoan Community to sell in Tianjin. By means of daily consumption without any added cost, impoverished households will gain income in a dignified and sustainable way, which will help them shake off poverty.

Qinghai Province supports hospitals in destitute areas. Qinghai Province recently issued “Action Plan for Lending Group Support to Medical & Health Institutions in Destitute Counties (2018)”, specifying the priorities and improving supporting approaches and performance evaluation to enhance the service of medical and health institutions in destitute counties and villages and to raise the hospitalizing rate in these counties.

Yunnan Province: Provincial integration of agriculture-related capital was achieved in 88 destitute counties. Yunnan Province recently issued “Opinions on Supporting Destitute Counties to Shake off Poverty by Promoting Provincial Integration of Agriculture-Related Capital”. The agriculture-related fund will be integrated from the origin at the provincial level and issued to county-level governments. Full power should be delegated to county-level governments which are responsible for targeted poverty alleviation with dedication.

The military zone of Jiangxi Province took the advantages as a stationed troop, to facilitate targeted poverty alleviation. In recent years, the military zone of Jiangxi Province has initiated into the battle against poverty. So far, the local troop has helped 167 destitute villages and 2,833 impoverished households with a total of 10,256 people. A total of 5,720 people from 1,470 impoverished households in 50% of local destitute villages have been lifted out of poverty. At present, the local military zone is advancing rural infrastructure construction in 83 villages and 93 pilot military-civilian con-construction projects.

Ningxia Hui Autonomous Region adopted multi-measures to improve insurance-based poverty alleviation services. In order to improve insurance services for impoverished people, Ningxia continued to advance the construction of insurance service network and integrated “poverty alleviation-insurance” settlement in destitute areas. At present, a total of 133 insurance service departments and stations for agriculture, rural affairs and farmers have been established across the region. In key villages and towns, the coverage rate of the network has reached 70% and nearly 2,000 laid-off workers have signed contracts to retain social security, improving the level of insurance services in poverty-stricken areas.
