Director Liu Yongfu: Targeted poverty alleviation at this stage includes helping industries in destitute areas develop and transform, with interconnected and cooperative efforts from the private sector and enterprises. Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, remarked in his meeting with Chui Sai On, Chief Executive of the Macao Special Administrative Region that, under the attention and leadership of President Xi Jinping, we have entered a new stage of poverty alleviation and made progress. That being said, Liu stressed that we still continued to forge ahead with poverty alleviation. It is also significant for Macau to contribute to poverty reduction in Congjiang county, Jiangxi province.

The Ministry of Finance and the Ministry of Education jointly issued a document, granting subsidies for teachers in destitute areas. Recently, the Ministry of Finance and the Ministry of Education jointly released the budget totaling 345.8 million yuan of subsidies for 2018 Teaching Talent Program in “Three Districts” – Tibet; Tibetan ethnic areas in the provinces of Sichuan, Yunnan, Gansu, and Qinghai; four districts of southern Xinjiang. It is reported that the budgeted fund for volunteer teaching in the nine-year compulsory education will be specially used for the volunteer teachers’ subsidies, covering working subsidies, travel expenses and accident insurances.

Recently, the Ministry of Agriculture and Rural Affairs and the Ministry of Finance issued Notice on Implementing Agricultural Production Program and Other Programs in 2018. According to the Notice, as the Programs proceed, they will spark further innovations in mechanisms and institutions of financial support in agriculture, giving full play to the leading role of financial funding. In this way, with the government encouraging the cooperation of public-private capital, discount loans and other approaches, more financial and private investment will be landed in agriculture and in rural areas.

Hebei province strengthened the supervision over the spending of poverty alleviation funds. Recently, Hebei Provincial Department of Finance has issued Regulatory Plans for Input and Usage of Poverty Alleviation Fund. Together with the concerned authorities, a meticulous provincewide inspection over the spending of poverty alleviation funds will leave no ground unturned, and a dynamic monitoring system will also be set up for real-time information of the arrangement, allocation and spending of poverty alleviation funds.

Henan province will implement the three-year program of poverty alleviation through developing healthcare services. A few days ago, the provincial health authorities of Henan convened an introducing meeting on the three-year program to help people out of poverty through developing healthcare services, planning the responsibilities and goals in the next three years. Kan Quancheng, Head of Health and Family Planning Commission of Henan Province, stressed that the provincial health service system shall recognize the challenges of the task, and drive the cause with a focus on particular destitute areas with high efficiency and effectiveness.

Shanxi province: 36 law firms will offer legal assistance in panels to 36 impoverished counties. Shanxi will carry out a special campaign to provide legal assistance for impoverished people, in order to support inadequate legal services in the impoverished counties. The campaign will offer professional legal services including consultation and analysis for poverty-reduction-related decision-making, programs, emergencies and other important matters. It aims to upgrade the vocational skills of the local law firms in impoverished counties, and will continue to be implemented until the end of 2020.

Qinghai province: Qinghai province will carry out 87 projects of poverty alleviation through tourism. It is reported that the province will carry out 87 projects of poverty alleviation through tourism this year, including projects in 34 destitute areas. Hainan province conducts supervision throughout the poverty alleviation programs. Recently, Hainan province has drawn up 60 specific measures in 23 aspects regarding pivotal steps and glaring issues of poverty alleviation, making steady progress in cracking down on corruption and misconduct. With more precision, the supervision throughout the poverty alleviation programs will highlight the key steps such as approval of industrial program and payment of construction, as well as the key parties including cadres in towns and villages and residential cadres in charge of poverty alleviation.

Anhui province: With poverty alleviation through employment, at least one member in every poverty-stricken family shall get employed. A few days ago, Anhui province issued Notice on Poverty Alleviation Through Employment in 2018, proposing that we need to ensure employment for at least one member of every poverty-stricken family with zero-employment. According to the Notice, more requirements made by impoverished workers will be added to the list, and measures of accurate aiding will be proposed with one-for-one patterns.

Sichuan province: Developing skilled personnel in destitute areas has been promoted in all aspects. Recently, provincial plans for Human Resources Development in 10 key areas and plans for 24 programs for nurturing and attracting key talents have come out in succession. According to the plans, by 2020, there will be sufficient personnel with practical skills, professionals of all disciplines and well-structured talents in the key areas in the counties and villages, and talents can be brought to Sichuan and be retained, with a substantial rise in the quality and quantity of talents in all aspects. By 2025, Sichuan will have personnel of adequate headcount and rational structure, which will basically meet the needs of economic and social development in destitute areas.

Gansu province aims to cultivate impoverished villagers to take the lead to get rid of poverty through entrepreneurship. Days ago, Gansu Province issued Implementation Plan for Cultivating Entrepreneurship Foregoers in Impoverished Villages in Gansu Province. According to the Plan, from this year to 2020, the authorities will cultivate 3 to 5 villagers per village to take the lead to get rid of poverty through entrepreneurship in 7,262 destitute villages across the province. Over 30,000 villagers will be trained throughout the region, and each on average will help 5 of their fellow households, which adds up to a population of 600,000 in total.

Identification Standards of Poverty Alleviation Targets and other 7 standards for regional targeted poverty alleviation have been lately released on the press conference of the Provincial Information Office of Inner Mongolia. These standards were jointly stipulated by Inner Mongolia Administration of Quality and Technology Supervision and Inner Mongolia Poverty Alleviation Office, and they are the first batch of local standards for provincial targeted poverty alleviation in China.

Taobao Village landed in Hainan Province with the program of poverty alleviation through agricultural development. Recently, Alibaba’s rural e-commerce site Taobao Village initiated the program of poverty alleviation through agricultural development in Hainan, jointly with Hainan Provincial Commerce Department, Hainan Provincial Agricultural Department and People’s Government of Haikou City. The opening ceremony of the program, titled Alleviating Poverty Through E-commerce and Reinvigorating the Rural Areas, saw the announcement of the landing of Taobao Village’s poverty alleviation through agricultural development in Hainan. The program aims to contribute to poverty alleviation while taking full advantage of Rural Taobao Program on Alibaba’s platform.
