State and Ministerial Policy News:
Xi Jinping chaired the meeting of the Political Bureau of the CPC Central Committee and examined “Strategic Plan for Rural Rejuvenation (2018—2022)” and “Instructions on the Three-Year Campaign of Winning the Tough Battle against Poverty” a few days ago. He stressed that we should uphold the basic strategy of targeted poverty alleviation; adhere to the working mechanism where the central government is responsible for overall planning; provincial authorities to undertake full responsibility and municipal and county governments to work on implementation; stick to the greater poverty alleviation pattern; stay focused on poverty alleviation goals and existing poverty alleviation standards; concentrate on destitute areas and special impoverished groups; highlight the problem-oriented approach; and optimize policy supply.

Li Keqiang presided over the executive meeting of the State Council and confirmed the efforts to step up educational investment into destitute areas and weak links. Central fiscal authorities earmarked seven billion yuan to support education-based poverty alleviation in “Three Regions and Three Prefectures”—Tibet, four regions and prefectures in southern Xinjiang and Sichuan Tibetan areas and Linxia Prefecture in Gansu, Liangshan Prefecture in Sichuan and Nujiang Prefecture in Yunnan. It spent 13 billion yuan on central and western China, destitute areas, rural compulsory education and vocational education via transfer payment; it added 10,000 places in “Special Contracted Teacher Scheme”, focusing on destitute areas; it put subsidy policy for rural teachers into practice and strengthened the training of rural teachers in remote impoverished areas.

A working conference of central and national organs on designated poverty alleviation was held in Beijing a few days ago. As stressed at the conference, we should further augment the sense of responsibility and mission in designated poverty alleviation; consolidate Four Consciousnesses—enhance political integrity, develop a better understanding of the general picture, follow the core leadership of the Central Committee, and act consistently with CPC Central Committee policy; and further strengthen the political stance of designated poverty alleviation, taking it as an important political task and remaining committed to it. At the same time, we should enhance leadership and strengthen the sense of responsibility, uphold the right direction, improve the working style and secure solid progress, to ensure decisions made by the CPC Central Committee on poverty alleviation are implemented.

National Development and Reform Commission (NDRC): The plan for designated poverty alleviation (2018) was introduced, designating responsible departments and time limit. The NDRC issued “Work Plan of the National Development and Reform Commission for Designated Poverty Alleviation (2018)” the other day, setting 16 tasks in four aspects. Revolving around the annual poverty alleviation goals of designated destitute counties, on the basis of such regulated moves as investigation, cadre selection and assignment, investment, program promotion, supervision and examination, designated poverty alleviation tasks will be further expanded and new methods will be incorporated into the support mechanism.

Ministry of Education: The combat against poverty via language was launched. Lately, the Ministry of Education and State Language Commission unveiled the development situation of China’s language sector in 2017 in Beijing. According to Tian Lixin, Director of the Department of Language Application and Administration and Department of Language Information Management, impoverished people will only gain more employment opportunities and more income when they learn China’s common language; they will not be genuinely lifted out of poverty until they receive more education.

Local Poverty Alleviation News:
Qinghai province launched the village-level PV-based poverty alleviation program during the 13th Five-Year Plan, covering 1,622 destitute villages from 39 counties (cities and districts). The total capacity of the program is 471,600kw with an investment of 3.3 billion yuan, which amounts to the full sum of the specialized fiscal poverty-alleviation fund. This project of poverty alleviation through agricultural industrialization is by far the most expensive one in Qinghai. With the most concentrated construction efforts and the longest benefit cycle, it will render the strongest policy effects.

Gansu province will work on the renovation of the rural power grid in 79 counties this year, to address the following issues: overly thin wire of rural power grid, inadequate power supply capacity and acute safety hazards. Since the 18th CPC National Congress, Gansu province has stepped up efforts of rural power grid construction and renovation. A total of 6,220 destitute villages have now gained access to power, and 907 motor-pumped wells are charged with electricity, benefiting approximately 220,000 mu farmland and improving the living and production conditions of 2.68 million rural people with electricity.

Sichuan province will cultivate head people of entrepreneurship in destitute villages. Sichuan Poverty Alleviation and Immigration Department, Science and Technology Department, Sichuan Provincial Financial Department and other five institutions jointly issued “Implementation Opinions about Cultivating Head People of Entrepreneurship in Destitute Villages” a few days ago, to address the following issues: the absence of head people leading fellow villages to shake off poverty and village-level industrial programs, undesirable poverty reduction effects of relevant programs and the distribution of money and material staff devoid of any other support. The Opinion says that the size of head people will be determined according to local situations. Every village should cultivate at least three head people, in principle.

Hebei province: Impoverished students registered in the poverty document will be sponsored to receive a complete education. Hebei Education Department said a few days ago that, according to the “2018-2020 Plan for Poverty Alleviation through Education”, the province strives to ensure that all impoverished population registered in the poverty document are covered by basic public education services by 2020. Registered impoverished students will be sponsored to receive a complete education. No student should drop out of school because of poor financial background.

Guizhou province introduced more favorable social security policies for the sake of impoverished population. The Department of Human Resources and Social Security of Guizhou province said that, in order to help insured impoverished people shake off poverty in a targeted manner, Guizhou province is going to support impoverished people registered in the poverty document, people entitled to basic living allowances, and people mired in extreme poverty and other social members to be covered by social security. The goals of this effort are to realize full coverage of people that should be insured by law; further raise the welfare of social security; and weave a stronger “safety network” of social security.

Shanxi province: More than 30% of the poverty-alleviation fund will be invested in ten destitute counties this year. According to Shanxi Poverty Alleviation and Development Office, the province will spend 30.3% of central and provincial poverty-alleviation fund, which amounts to 1.44 billion yuan, on ten destitute counties this year, to support the development of characteristic industries in these destitute counties.

Henan province will build at least three bases for poverty alleviation through employment at every destitute county this year. Henan province introduced a series of measures for employment training, to push forward poverty alleviation efforts. The Department of Human Resources and Social Security of Henan province issued a document the other day, saying that at least three bases for poverty alleviation through employment will be built at every destitute county in 2018 and more than 200 such bases will be built across the province this year.

Ningxia Hui Autonomous Region adopted several measures to promote poverty alleviation through the cultural sector. Ningxia issued “Implementation Opinions about Accelerating Poverty Alleviation through the Cultural Sector and Rural Rejuvenation Strategy” a few days ago. It is put in the document that the region is going to work relentlessly on poverty alleviation through the cultural sector; expedite the construction of cultural industrial parks and incubation base; support the development of the cultural sector by means of equity investment; and raise the added value of special cultural products, giving full expression to the role of the cultural sector in the undertaking of poverty alleviation.

Public Poverty Alleviation and Charity News:
The retail sales of China’s rural e-commerce amounted to 1.244,88 trillion yuan in 2017, making it a new force of poverty alleviation. A few days ago, the E-Commerce Research Center issued “Report on the Development of China’s Rural E-Commerce in 2017”, which shows that there were 9.856 million rural online stores in 2017, generating a retail sale of 1.244,88 trillion yuan. It speaks for the fact that e-commerce has become a new force of poverty alleviation.
