State and Ministerial Policy News:
On May 31, the Political Bureau of the CPC Central Committee held the meeting on deliberation of Strategic Plan for Rural Rejuvenation (2018-2022) and Instructions on the Three-Year Campaign of Winning the Tough Battle against Poverty. President Xi Jinping chaired the meeting. It is noticed in the meeting that there remains 30 million people to get out of poverty in the following three years. We must understand the difficulties and challenges with a clear mind; we must insist on the basic strategies of targeted poverty alleviation; and we must ensure that we can win the tough battle against poverty.

In the meeting, after studying the instructions on east-west poverty alleviation cooperation by President Xi Jinping and reviewing the progress and achievements of the cooperation since Yinchuan meeting, the participants analyzed the weakness and problems in the cooperation, discussed improvements on assessment of the cooperation, and made clear requirement for work on next phase.

Ministry of Industry and Information Technology: China have invested more than 40 billion yuan nationally to cover 90% impoverished villages with Internet. Recently, Ministry of Industry and Information Technology issued The Implementation Plan on Poverty Alleviation through Internet (2018-2020). It is noticed in the Plan that by 2018, the goal of covering 90% impoverished villages with Internet stated in the 13th Five-Year Plan should be achieved ahead of schedule; by 2020, 98% households in 122,900 registered impoverished villages should have access to Internet.

Chongqing has set up a medical fund for the health of impoverished rural people, with a maximum aid of 200,000 yuan per person per year. A few days ago, Chongqing has set up a medical fund to promote the health of impoverished rural people, targeting registered poor population over the city. The government will help registered poor people with the self-paid portion of medical treatment in designated hospitals of basic medical insurance, with a maximum aid of 200,000 yuan per person per year.

Hebei province: We will help impoverished labor get employed. Recently, Hebei issued Opinions on Further the Work of Poverty Alleviation through Advancing Employment, releasing many favorable policies of starting businesses. People such as migrant workers, college students and veterans are encouraged to starting businesses in poor areas. The impoverished people are also encouraged to starting businesses so that jobs will be created for many other impoverished people.

Gansu province supports newly-built cooperatives by poor villages. According to the provincial government, Gansu will give support to newly-built cooperatives of poor villages, with 100,000 yuan for each newly-built cooperative by destitute counties and “two prefectures and one county” (Linxia Prefecture, Gannan Prefecture and Tainzhu County), and 70,000 yuan for each newly-built cooperative by other counties, amounting to 200 million yuan.

Shandong province is cracking the “tough issues” of poverty alleviation: 172,000 impoverished people below the provincial poverty standard. According to the provincial Office of Poverty Alleviation and Development, by the end of 2017, Shandong has 172,000 people below the provincial poverty standard, among which 50.1% are the elderly aged over 60, 44.6% are patients with serious or chronic diseases, 14.6% are people with disabilities, and 72.2% are people with no ability of working. This group of people is the “tough issues” in the battle of poverty alleviation, and Shandong will focus on lifting them out of poverty.

Shanxi province has invested over 30% of poverty alleviation fund on 10 destitute counties. By the end of 2017, In the 10 destitute counties, the total of poor people are 262,000, accounting for 29.1% of the provincial impoverished population; the incidence of poverty reached 15.4% through the 10 destitute counties, which is 11.5% higher than the provincial level. Shanxi invested 30.3% of poverty alleviation fund allocated by the central and provincial government, which is 1.44 billion yuan, on 10 destitute counties to support main characteristic industries of these counties.

Hunan province advances poverty alleviation: The targeted enrollment of students from impoverished families for first-tier colleges should account for no less than 8% of all the students. Recently, the Education Department and Poverty Alleviation and Development Office of Hunan Province have jointly issued the Guidelines on Colleges and Universities Serving Poverty Alleviation. It is noticed in the Guidelines that the colleges and universities should take their advantages of preponderant disciplines and talents and take a series of actions to help impoverished people enjoy a moderately prosperous society in all respect with other provincial residents. The proportion of three kinds of special enrollment of students from rural and impoverished areas for first-tier colleges should account for no less than 8%.

Ningxia Hui Autonomous Region issued opinions on further poverty alleviation through advancing employment. Ningxia reviewed its previous policies on poverty alleviation through advancing employment and made 17 specific measures on encouraging registered impoverished labor in rural areas starting businesses from three aspects including promoting employment and entrepreneurship, enhancing skill training and initiating public employment services. All the measures shall be effective until all registered impoverished people shake off poverty by the end of 2020.

Xinjiang Uygur Autonomous Region: Xinjiang plans to train 100,000 impoverished people in three years. To boost employment in four prefectures of southern Xinjiang (Hotan Prefecture, Aksu Prefecture, Kashi Prefecture and Kirgiz Autonomous Prefecture), Xinjiang plans to train 100,000 local labor in three years. Meanwhile, the labor from impoverished families taking in the training program can enjoy favorable policies and training subsidies.

Guangxi Zhuang Autonomous Region will reward the listed companies in poor areas with a maximum reward of 4 million yuan. Recently, Guangxi issued the Notice on Guangxi Financial Affairs Office Giving Play to Multi-level Capital Market to Serve the Battle of Poverty Alleviation, stating that in three years, Guangxi will implement the action plan of helping companies in poor areas go public, and by the end of the 13th Five-Year Plan, the government will ensure that the cities with poor counties have more than one newly listed companies in domestic and abroad or in National Equities Exchange and Quotations, and that each poor counties has at least 5 companies listed in regional equity markets.

The Industrial and Commercial Bank of China (ICBC) initiated a special fund for health, education and medical treatment of children from impoverished households. ICBC is exploring the mode of “Health and Education+ Internet+ Public Welfare” and committing itself to contributing to the society and fulfilling social responsibilities by taking actions to care for the growth of teenagers and raising the society’s concern to the health of children in rural areas to ensure these children can safely grow up.
