It is essential to focus on destitute areas and special poverty-stricken groups, and to deepen the coordination of poverty alleviation between the east and the west as well as the designated poverty alleviation of the party and government departments. This seminar, with its subject on “studying Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era and striving to win the battle against poverty”, is jointly held by Organization Department of the CPC Central Committee, the State Council Leading Group Office of Poverty Alleviation and Development and Party School of the Central Committee of CPC in Chinese Academy of Governance. On the whole, local party committees and governments at all levels have conscientiously implemented the arrangements by the Party Central Committee and the State Council for targeted poverty alleviation. Beijing will increase the funds for poverty alleviation by over 3 billion yuan during “the 13th five-year plan”. According to the introduction by Office of the Support and Cooperation in Beijing, Beijing will allocate 25.2 billion yuan for collaboration on poverty alleviation and one-to-one support, realizing an increase of over 3 billion yuan to the original plan. More than 80% of the newly added fund will be invested in poverty alleviation projects.

Tianjin municipality: Tianjin has invested about 4 billion yuan in supporting poverty-stricken villages. Since last year when Tianjin launched a new round of one-to-one support to poor villages, many measures on targeted poverty alleviation have been issued. Shanxi province: The work of poverty alleviation on health has lifted 290,000 people out of poverty. According to the Provincial Health Department, in 2017, Shanxi added a total of 1.17 billion yuan to the supporting funds of “three insurances and three aids”. The per capita medical insurance for urban and rural residents increased by 582 yuan, an increase of 126% over 2016. After the implementation of a series of supporting measures, a total of 290,000 poor people in Shanxi province have been out of poverty in 2017. And 91,000 of these people used to be poor due to illness.

Sichuan province: This year, Sichuan will relocate 340,000 people from poor areas. A few days ago, Sichuan issued Action Plan of Promoting Major Tasks on Economic Reform and Development of Counties, demanding that all efforts should be put on poverty alleviation and people’s wellbeing improvement, and the construction of beautiful and happy villages should be accelerated. Henan province has issued “1+N” Action Plan for Industrial Poverty Alleviation. To further promote the industrial poverty alleviation, the provincial Department of Agriculture has issued “1+N” Action Plan for Industrial Poverty Alleviation, stating that from 2018 to 2020, achievements will be made in fields of subject cultivation, agricultural technology and information service. With the focus on 4 destitute counties and 1235 destitute villages, Henan will promote the development of industries in poor areas, strengthen the capacity of enriching impoverished people through new agricultural business, and improve the coordinated mechanism of benefits, so as to realize the provincial goal of poverty alleviation as scheduled.

Xinjiang Uygur Autonomous Region promotes the work of poverty alleviation in destitute areas by giving allowance to impoverished people taking the skill training. Recently, Xinjiang has made the Promotion Plan on Career Training for People in Destitute Areas in Four Prefectures in Southern Xinjiang (Hotan Prefecture, Aksu Prefecture, Kashi Prefecture and Kirgiz Autonomous Prefecture)(2018-2020). It is stated that the government will gather registered poor people with the working capacity and wishes to start a business from 22 destitute counties in four prefectures in southern Xinjiang to have career training, entrepreneurship training, technical education, high-skills and management training. Xinjiang aims at increasing the employment rate to 90% after the training.

By the end of 2018, the fund of investing in industries in poor areas has attracted all state-owned enterprises to participate in, with the capital scale reaching 15.4 billion yuan. Over 100 billion yuan of social capital has been attracted to the fund and the investment scale has covered 14 intensive poor areas. The state-owned enterprises, by taking their advantages, made a special way of poverty alleviation in respects of raising funds for poverty alleviation and establishing industrial poverty alleviation.

Hundreds of Internet companies have built an “expressway” for poverty alleviation through e-commerce. Recently, the "Internet + Targeted Poverty Alleviation" promotion meeting was held in Beijing.
