State and Ministerial Policy News:

Li Keqiang: We should promote sustainable development, improve people’s livelihood, strengthen ethnic unity, and rejuvenate Tibet. During his investigation into the socio-economic development of Nyingchi, Lhoka and Lhasa in Tibet, Li Keqiang, Premier of the State Council stressed that the key to poverty alleviation and the rejuvenation of Tibet lies in development. We should, under the guidance of Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the arrangement of the CPC Central Committee and the State Council, bear in mind the real situations of Tibet and seek ongoing improvement of people’s livelihood in sustainable development.

Focusing on the most impoverished, China Disabled Persons’ Federation (CDPF), the Ministry of Finance, the Ministry of Human Resources and Social Security and the State Council Leading Group Office of Poverty Alleviation and Development launched the campaign of “Helping the Visually Impaired Find Jobs and Shake off Poverty”. The launching ceremony of the campaign promoted by the China Disabled Persons’ Federation (CDPF), the Ministry of Finance, the Ministry of Human Resources and Social Security and the State Council Leading Group Office of Poverty Alleviation and Development was held a few days ago in Cangzhou city, Hebei province. It is one of the moves to achieve the goal of “building a moderately prosperous society in all respects, not leaving anyone with disabilities behind”.

The Ministry of Human Resources and Social Security and the Ministry of Finance: The unemployment insurance allowance of destitute areas was going to be lifted. The Ministry of Human Resources and Social Security and the Ministry of Finance issued Notice on Supporting Poverty Alleviation with Unemployment Insurance a few days ago. As is put in the Notice, since Jan. 1, 2019, the unemployment insurance allowance of destitute areas will be lifted to 90% of the minimum wage; the subsidy for stable corporate employment of destitute areas will be raised from 50% to 60%; and the restriction of applicants’ qualification for insured staff vocational skill improvement subsidy in destitute areas will be relaxed from three years of insurance payment to one year.

Ministry of Culture and Tourism: Change the soft power of intangible cultural heritage into hard support to reduce poverty. Lately, the Ministry of Culture and Tourism has posted two documents about reducing poverty via intangible cultural heritage on their official websites, respectively Notice on Supporting the Establishment of Intangible-Cultural-Heritage Poverty-Alleviation Employment Work Shop, co-issued by the General Office of the Ministry of Culture and Tourism and the Comprehensive Division of the State Council Leading Group Office of Poverty Alleviation and Development, and Notice on Rejuvenating Traditional Handicraft in Destitute Areas to Facilitate Targeted Poverty Alleviation, issued by the General Office of the Ministry of Culture. These two documents contain details of the task of “intangible cultural heritage + poverty alleviation” and deliver a mixed approach to poverty alleviation through intangible cultural heritage.

China Securities Regulatory Commission (CSRC) opened a green channel for poverty alleviation bonds, marking the beginning of poverty alleviation in the bonds market. The CSRC held the “Symposium on Facilitating Poverty Alleviation via Bonds Market” in Ganzhou City, Jiangxi province a few days ago. According to the CSRC, it has already come up with an overall policy plan for poverty alleviation bonds. For instance, a green channel featuring “special personnel and instant examination” was opened for bonds issuing for companies who are registered at destitute areas.

Local Poverty Alleviation News:

Beijing and Inner Mongolia signed ten agreements on poverty alleviation through agricultural industrialization. A few days ago, nine Beijing-based enterprises signed ten agreements on poverty alleviation through agricultural industrialization with relevant banners and cities in Inner Mongolia. According to these agreements, they will spend more than RMB 34 billion building smart settlement centers and investing in new smart warehousing and logistics bases in Inner Mongolia. These agreements have furthered Beijing-Inner Mongolia coordination on poverty alleviation.

Shaanxi province helped 149,500 impoverished households move in new houses in the first half of 2018. It is learned that, by the end of June, a total of 284,500 houses under the project of poverty alleviation through relocation had been put into construction in Shaanxi province and 149,500 impoverished households, amounting to 508,800 people, moved in new houses in line with national standards. Moreover, the Department of Land and Resources of Shaanxi province gave priority to the high-standard construction projects of 430,000 mu farmland in 56 destitute counties (districts) in line with national policy. As a result, nearly 50,000-mu farmland was developed, directly benefiting 100,000 people.

Shanxi province published the first batch of 100 demonstration villages of poverty alleviation through tourism. Lately, the Tourism Development Committee of Shanxi province, along with the Agriculture Department of Shanxi Province and Shanxi Poverty Alleviation and Development Office has jointly issued Work Plan of Shanxi Province for Demonstration Villages of Poverty Alleviation through Tourism (2018—2020), publishing the first batch of demonstration villages of poverty alleviation through tourism in the province.

Guizhou province lifted nearly 300,000 people out of poverty through developing rural tourism last year. On the 2018 Working Conference on Poverty Alleviation through Tourism held in Guizhou province a few days ago, the following information was unveiled: in the province, a total of 3,000 unincorporated villages have been reached by rural tourism; there are nearly 10,000 agritainment stores; and a total of 2,422 destitute villages are covered by the national document Action Plan for Poverty Alleviation through Rural Tourism. It was noted that rural tourism of Guizhou province received 300 million visitors in 2017, lifting 299,000 people out of poverty.

Henan province introduced three cultural plans to consolidate cultural poverty alleviation. Based on the cultural development status and features of the province, Henan government introduced three cultural plans, including art troupes delivering thousands of performance to thousands of villages, thousands of cultural workers engaging in poverty alleviation in thousands of villages and thousands of private cultural enterprises helping thousands of destitute villages. All of the three plans aim to achieve the tasks of cultural poverty alleviation.

Gansu province launched a three-year action plan for poverty alleviation through electric power supply. The State Grid Gansu Electric Power Company launched a three-year action plan for poverty alleviation through electric power supply not long ago. In the next three years, Gansu province is going to ensure that the electric reliability rate of all rural areas of the province reaches 99.75% by 2020 and targeted destitute villages shake off poverty as a whole via three campaigns, which are power grid construction and renovation, corruption-free poverty alleviation work and designated support.

Hunan province will spend RMB 3.8 billion on special poverty alleviation funds this year, giving priority to destitute areas. Concentrated on the annual poverty alleviation tasks of lifting 1.3 million people, 2,200 poverty-stricken villages and 18 destitute counties out of poverty, Hunan financial authority will spend RMB 3.8 billion on special poverty alleviation funds, rising by approximately 13%, and this newly-added part will give priority to destitute areas. In doing so, it makes fulsome financial preparations for poverty alleviation.

Tibet Autonomous Region has helped nearly 300,000 people shake off poverty over the past two years. In recent years, Tibet has vigorously advanced targeted poverty alleviation via relocation, agricultural industrialization and Tibet support, prioritizing destitute areas. From 2016 to 2017, a total of 297,000 people were lifted out of poverty across the region, with poverty incidence dropping to 12.4%. As of now, impoverished population in Tibet has been reduced to 331,000.

Guangxi Zhuang Autonomous Region: Incorporate poverty alleviation through agricultural industrialization into the leave-post audit of party and government heads in destitute counties. In order to strengthen the ability of destitute areas, Guangxi incorporates poverty alleviation through agricultural industrialization into the performance assessment of destitute counties and the leave-post audit of party and government heads of destitute counties this year. It is said that local governments at all levels and all relevant departments should try to raise the coverage rate of impoverished households revolving around the readjusted county-level and village-level special industry catalogue, to see to it that more than 80% of impoverished households are covered this year.

Public Poverty Alleviation and Charity News

The launch conference of China Green Poverty Reduction Index Report 2017 and China Green Poverty Reduction Index Report 2018 was held in Beijing. A few days ago, Beijing Normal University, the National Poverty Alleviation Publicity Education Center and the Economic Daily Press jointly released China Green Poverty Reduction Index Report 2017 and kicked off the research and formulation of China Green Poverty Reduction Index Report 2018, which is a think-tank report co-introduced by the National Poverty Alleviation Publicity Education Center of the State Council Leading Group Office of Poverty Alleviation and Development and Beijing Normal University.
