The State Council Leading Group Office of Poverty Alleviation and Development: A total of 40 destitute counties in the central and western regions of China were lifted out of poverty. In June, the State Council Leading Group of Poverty Alleviation and Development commissioned a third-party evaluation organization to inspect and evaluate two batches of 125 destitute counties in 20 provinces, autonomous regions, and municipalities in China’s central and western regions that have applied to shake off poverty. As is showed in the assessment results, in 2017, the first batch of 11 provinces, autonomous regions and municipalities in 40 destitute counties all reached poverty exit standard.

The Ministry of Human Resources and Social Security and the Ministry of Finance jointly issued a new policy to reduce poverty by increasing employment rate. The two ministries recently issued Notices on Further Enhancing Supporting Policies for Poverty Alleviation through Increasing Employment Rate and Making Efforts to Improve the Organized Labor Services. It is pointed out in the Notice that poor labor force will be guided to find jobs in various companies and institutions; the vocational training subsidies shall be given to companies and institutions for absorbing the poor labor force and carrying out the on-the-job training; the social insurance subsidies, the guaranteed loans and the discount interests shall also be given to the enterprises for absorbing the poor labor force.

The central government will add 214 billion yuan in three years to support poverty alleviation in destitute areas. A few days ago, Guidelines by the State Council on Winning the Three-Year Battle against Poverty was released. As is put in the Guidelines, pooling resources to fight against poverty in destitute areas is our major task. From 2018 to 2020, the central government will add 214 billion yuan to support poverty alleviation in destitute areas.

The Shandong-Chongqing Poverty Alleviation Industrial Cooperation Alliance was established as a communication bridge. The inaugural meeting of the Shandong-Chongqing Poverty Alleviation Industrial Cooperation Alliance (Lu-Yu Poverty Alleviation Industry Alliance for short) was held in Jinan, Shandong Province. At the meeting, the Shandong Development and Reform Commission, the Chongqing Official Management Group under the Shandong Poverty Alleviation Cooperation and the Shandong Commercial Group Co., Ltd. jointly initiated Lu-Yu Poverty Alleviation Industry Alliance so as to actively promote win-win cooperation between Lu(Shandong) and Yu(Chongqing) in poverty alleviation and serve as a communication bridge between the government and enterprises and as the platform for promoting poverty alleviation industry.

Anhui Province has fully implemented performance management of poverty alleviation funds. In order to effectively improve the performance of poverty alleviation funds, “The Performance Management Method on Poverty Alleviation Fund” has recently been published. The Method stipulates that based on the principle of “people who use the funds taking the responsibilities”, those who fail to meet the relevant requirements by the performance management and fail to meet the expected goals or standards in the allocation of financial funds and the performance of the implementation will be held accountable in accordance with the regulations. The performance management mechanism of “responsible for the money you spend” will be established.

Yunnan Province: we have actively promoted the relocation of impoverished people. It is reported that since this year, Yunnan Province has actively promoted the relocation of impoverished people, and has formulated nearly 20 supporting policies on fundraising, project construction, and project management. Great efforts have been made to resolve problems of “financial policy adjustment, new relocation arrangement, scientific location planning and industrial development and employment support” so as to promote the project. Of the 190,000 registered impoverished people who are supposed to be relocated in 2018, 99.4% of the Resettlement Houses for 136,100 people of the first batch has been under the construction.

The illness-led poverty in Jiangxi Province has been reduced by thirty percent and health care based poverty alleviation comes into effect. As of June 30, 2018, the supplementary medical insurance for major diseases of the poor rural population in Jiangxi Province covered 3.6214 million poor people, with 769 million yuan as compensation paid for 521,800 people. In 2017, the total number of families living in poverty caused by illness in Jiangxi Province decreased by more than 30 percent compared with last year. The proportion of individual self-payment for hospital expenses of poor patients in the province dropped to 6. 8%.

Hebei Province issued Guidelines on the Establishment of Targeted Poverty Prevention Mechanism. The Guidelines state that for those households that have been lifted out of poverty but whose income is unstable and whose ability to increase income continuously is not strong, for those not registered in the poverty document but whose risk of poverty is relatively high, and especially for those people who are out of poverty document but living by basic insurance and people in extreme poverty, they will be included in poverty prevention monitoring scope. Through the implementation of targeted poverty prevention measures, great efforts will be made to solve the problems such as poverty increment and return-to-poverty, and scientific and effective poverty prevention mechanism will also be established in the province.

Hainan Province: we have offered jobs for a total of 5,186 people from poor families. It is learned that up to now there are 3,809 poverty-stricken families out of employment throughout the province, among which 2,389 households have been employed in poverty alleviation posts, 263 in companies, and 932 have been employed in other institutions. Thus, the actual poor unemployed household totals 3,584, with 225 poor families remaining unemployed.

Qinghai Province has fully implemented the three-year health promotion and poverty alleviation action. Priorities of this action include healthcare-based poverty alleviation, upgrade of capacity of basic healthcare institutions, targeted treatment of serious illnesses and chronic diseases, integrated prevention and control of key infectious and endemic diseases, maternal and child health and health promotion actions and the healthcare-based poverty alleviation in destitute areas in order to guarantee that the poor people can have access to basic medical and health services.

Ningxia Hui Autonomous Region formulated and issued Ningxia Ecological Poverty Alleviation Program. The program proposed that Ningxia will implement ecological poverty alleviation projects, advance ecological poverty alleviation industries and increase the compensation for ecological protection. In doing so, by 2020, Ningxia will set up 300 specialized cooperatives for ecological construction and poverty alleviation, to attract 30,000 poor people to participate in the construction of ecological projects, to create 3,400 new ecological management positions, and to bring an increase in incomes of about 100,000 poor people through the development of ecological industries.

Xinjiang Uygur Autonomous Region has launched a new policy to help the Four Prefectures in Southern Xinjiang (Hotan Prefecture, Aksu Prefecture, Kashi Prefecture and Kirgiz Autonomous Prefecture) to alleviate poverty. Recently, The China Banking Regulatory Commission in Xinjiang officially issued Opinions on Xinjiang Banking Facilitating the Destitute Areas in Four Prefectures in Southern Xinjiang to Alleviate Poverty. According to the Opinions, the banking industry in Xinjiang should insist on the combination of targeted poverty alleviation for poor households and industrial development in poverty-stricken areas, the mutual supplement between mechanism exploration and innovation of products and services and organic combination of market operation and risk prevention and control. Efforts will be made to improve the availability of loans in the four prefectures in southern Xinjiang and make it become the vanguard of financial poverty alleviation.

“Guangming Poverty Alleviation Action•Vision Restoration for Cataract Patients” online crowdfunding was officially launched. The project was jointly initiated by the China Poverty-Alleviation Promotion of Volunteer Service and the China Foundation for Poverty Alleviation. The Social Participation in Poverty Alleviation and Development of China, has raised relief funds.
