State and Ministerial Policy News:
Wang Yang: we should make strenuous efforts to alleviate poverty and deal with ethnic and religious affairs to achieve prosperity and progress, and maintain long-term peace and stability in Tibet. Wang Yang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the CPPCC, conducted a research in Tibet not long ago. As observed by him, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and following the Party’s policy and strategy on governing Tibet and the principles of Tibet affairs, we should promote targeted poverty alleviation, work faster on building a moderately prosperous society in all respects, and enhance ethnic unity to achieve prosperity and progress, and maintain long-term peace and stability in the Tibet Autonomous Region.

The CPC Central Committee and the State Council has issued “Three-Year Guidelines of Winning the Battle against Poverty” recently. As a programmatic document guiding poverty alleviation efforts in the following three years, it outlines the timetable and roadmap of all relevant tasks. In the next three years, we are going to lift 30 million people in rural areas out of poverty, during which we may encounter greater difficulties as the task proceeds. Therefore, it is pointed out in the document that we should enhance measures of targeted poverty alleviation to help designated villages, households and people from ten aspects.

National Development and Reform Commission (NDRC): impoverished population in western areas accounts for more than half of the total, with a poverty incidence of 5.6%. According to the statistics released by the NDRC, impoverished population in western areas decreased from 50.86 million in 2012 to 16.34 million in 2017, with an annual decrease rate of 25.5%. The poverty incidence of twelve provincial-level administrative regions in western areas has gone below 10%. Remarkable progress has been secured in the poverty alleviation efforts of western areas.

Ministry of Civil Affairs put forward six measures in line with the “Three-Year Guidelines of Winning the Tough Battle against Poverty”. The six measures are as follows: improving social welfare to guarantee the basic living standard of the majority of impoverished people, encouraging social organizations to engage in poverty alleviation, improving the attending and allowance systems of impoverished disabled people, supporting the development of elderly care services in rural poverty-stricken areas, advancing primary-level administrative system in poverty-stricken areas and rural community governance, augmenting support for destitute areas of “Three Regions” and “Three Prefectures”.

The Ministry of Human Resources and Social Security and the Ministry of Finance jointly issued ”Notice on Giving Stronger Support to the Employment-based Poverty Alleviation Policy and Enhancing the Ability to Organize Labor Affairs”. The two ministries introduced new supportive policies to facilitate income increase and poverty alleviation for registered impoverished people who age above 16 years old and able to work, through various ways of employment including getting employed, starting up their own business and participating in organized labor export.

A coordinated zone of vocational education-based poverty alleviation was established in contiguous destitute areas around Beijing, Yan Mountains and Taihang Mountains. With the aim of promoting coordinated development of vocational education in these regions, it is an innovative attempt at poverty alleviation combining vocational education groups with targeted poverty alleviation and coordinated regional development, marking a new step in vocational education-based poverty alleviation.

Henan Province is going to promote poverty alleviation through providing normalized, standardized and institutionalized healthcare in the next three years. Recently, Henan Province has issued “Guidelines for Promoting Normalized, Standardized and Institutionalized Poverty Alleviation through Healthcare”. It proposed that by the end of 2018, medical health organizations at county, township and village levels should normalize, standardize and institutionalize healthcare-based poverty alleviation in terms of system, top-level design, tasks, procedures and services. The Guideline also proposed that by the end of 2020, a sound, efficient and effective system should be established progressively in healthcare-based poverty alleviation.

Shaanxi Province held a meeting to promote Internet-based poverty alleviation. It is pointed out in the meeting that Internet-based poverty alleviation is an important part of winning the fight against poverty. We should raise political consciousness and follow General Secretary Xi’s significant instruction on winning the fight against poverty in three years. According to the new plan of the central government and Shaanxi provincial government on Internet-based poverty alleviation, we should make good use of the Internet and information to promote poverty alleviation, and enhance targeted poverty alleviation.

Hebei Province issued “Guidelines of Acceptance Test of Poverty Alleviation-oriented Photovoltaic Power Stations Projects”. According to the Guidelines, before October 30th, all cities should go through the acceptance inspection of poverty alleviation-oriented photovoltaic power stations that have been completed and synchronized. It is put in the Guidelines that development and reform commissions at all levels and relevant agencies should establish working groups for acceptance inspection, or commission specialized third-party organizations to conduct acceptance inspection of poverty alleviation-oriented photovoltaic power stations which have been completed, synchronized and subject to national management; those that have not been completed and synchronized should be checked in time upon completion.

Guizhou Province: more than 192,000 relocated impoverished people received urban or rural subsistence allowance. Since 2016, more than 192,000 resettled impoverished people in Guizhou have received urban or rural subsistence allowances, which effectively secured their basic livelihood. Up to now, Guizhou has provided one-off temporary relief fund to 316,000 resettled impoverished people throughout the province, with the relief fund totaling 474 million yuan.

Anhui Province introduced three major measures for poverty alleviation through agricultural industrialization, with the goal of involving 80% of households by 2020. Recently, Anhui Province has decided to carry out three major projects of poverty alleviation through agricultural industrialization. By 2020, poverty alleviation through developing specialized planting and breeding industry will benefit 80% of households, which marks a significant boost to the coverage rate. According to the "One Village One Product" policy, every eligible poverty-stricken village will develop a specialized industry, whose output value will account for more than 30% of the gross agricultural output value of the whole village.

Zhejiang Province: the major task of poverty alleviation shifts to mitigating relative poverty. It is pointed out on the Poverty Alleviation and Development Meeting of Zhejiang Province that after years of efforts, Zhejiang is now in the lead of eradicating absolute poverty in China. However, people lifted out of poverty still face difficulties in livelihood and remain weak in self-reliance. At present, the major task of poverty alleviation in the province is shifting to mitigating relative poverty. The key to increasing the income of lower-income population lies in changing the goal from addressing subsistence issues and meeting the demands of food and clothing to helping them live a better life.

Guangxi Zhuang Autonomous Region: 3,889 hectares of land has been designated to relocate people from the poverty-stricken areas. It is learned that since the beginning of the 13th Five-Year Plan, Guangxi has taken various measures to arrange for the land for the resettlement of impoverished people. The land requisite for all the relocation projects across the Region—a total area of 3,889.31 hectares— during 2016 to 2018 has now been settled. Thus, the construction needs of impoverished counties are largely met, boosting the economic growth of 54 impoverished counties.

Public Poverty Alleviation and Charity News:
Recently, Social Participation in Poverty Alleviation and Development of China Achievements Conference 2018 has been held in Beijing. The conference introduced the construction and operation of the platform of social participation in poverty alleviation and development of China, the achievements of “Internet +” social poverty alleviation, and launched a new version of the platform. According to the conference, the platform has five major sections, namely charity assistance, poverty alleviation through crowd funding, poverty alleviation through e-commerce, display of the achievements and comments of the activities. The platform has over 34 million registered users with services available to 290 thousand villages, supported by 370 thousand government officials working with poverty alleviation. Impoverished households published over 3.47 million appeals for assistance, of which 2.2 million have received responses.
