State and Ministerial Policy News：
Hu Chunhua emphasized that we were committed to winning the battle against poverty in destitute areas during his research on poverty alleviation in South Xinjiang. Hu Chunhua, member of the Standing Committee of the Political Bureau of the CPC Central Committee and leader of the State Council Leading Group Office of Poverty Alleviation and Development, was researching on poverty alleviation in South Xinjiang recently. He stressed that we should implement the working rules of CPC Central Committee and the State Council on three-year action plan for winning the battle against poverty. We should focus on destitute areas and special impoverished groups and improve the quality of poverty reduction, so as to complete the arduous work of poverty alleviation in destitute areas.

The State Council Leading Group Office of Poverty Alleviation and Development: Cooperation of poverty alleviation in the east and west will be overall accelerated this year. A session intended for educating and training officials of poverty alleviation is convened by the State Council Leading Group Office of Poverty Alleviation and Development in eastern provinces (Beijing, Liaoning, Tianjin, Jiangsu, Shanghai, Zhejiang, Fujian, Guangdong and Shandong). The session stressed that cooperation of poverty alleviation in the east and west will be comprehensively accelerated this year. Eastern provinces plan to invest 13.4 billion yuan of fiscal funds in helping 440,000 impoverished people get employed. The east and the west are to exchange 25,497 Party cadres, government officials and technicians.

Ministry of Human Resources and Social Security published a three-year action plan for poverty alleviation to help millions of labor force get employed. The Ministry of Human Resources and Social Security published Three-Year Action Plan on Winning the Battle against Poverty in Human Resources and Social Security. The plan puts forward five measures to realize full coverage of basic endowment insurance for impoverished people by 2020. On top of that, the plan will help one million impoverished labor forces get employed and three million impoverished people shake off poverty by providing more jobs with a higher quality.

Ministry of Civil Affairs: Nationwide donation has reached 75.53 billion yuan in 2017. Up to 3.57 billion people participated in donation and charity events in the first half of 2018. As of September 5, 2018, a total of 4,774 charity organizations have registered in China, 1,293 of which are qualified of public fundraising. Many charity organizations have outstanding performance in targeted poverty alleviation. In 2016 and 2017, a total of 206 foundations registered in the Ministry of Civil Affairs have donated a total of 4.813 billion yuan for impoverished areas and people.

As of the end of August this year, the coverage of national express outlets in villages and towns has surpassed 90%, and the rate of direct postal service in administrative villages has exceeded 97%. Ma Junsheng, Director of the State Post Bureau, said that in the next three years, the entire industry would focus on overall direct postal service in 11,499 administrative villages. Besides, we need to further implement “Express to the Countryside” project to cover villages in the rest 10% of impoverished areas.

Jiangxi Province supports impoverished areas by carrying out poverty alleviation volunteer services. Jiangxi Provincial Poverty Alleviation and Immigration Office published an article recently, saying that they would help set up poverty alleviation volunteer organizations by purchasing services and venture philanthropy to support them in carrying out related services. The Office also required that we need to loosen the restrictions on founding poverty alleviation volunteer organizations in line with laws and regulations on social organization management. We should also give priority to activity venues and funds and talent training.

Poverty alleviation via relocation benefited over 80,000 impoverished people in Anhui province. Anhui province spared no efforts in poverty alleviation via relocation to accommodate people in a better environment once and for all. As a provincial financing and investment entity, Anhui Yi’An Construction Investment Co., Ltd. carried out financing according to the service purchase agreement of Anhui Province. A total of 83,000 registered impoverished people are sure to be relocated and lifted out of poverty during the “13th Five-Year Plan” period.

Henan Province: The actual hospital reimbursement rate of impoverished people increased to 75%. A total of 440,000 less people fell into poverty because of diseases and poverty alleviation via healthcare contributed 46% for poverty alleviation in Henan Province in 2017. The basic health insurance, critical illness insurance, critical illness supplementary medical insurance for impoverished people have realized overall coverage for impoverished people. The actual hospital reimbursement of impoverished people increased from 52.25% in 2016 to 74.91% in the first half of 2018, up by 22.66%.

Sichuan Province: Construction of power grid generates strong momentum to poverty alleviation. State Grid Sichuan Electric Power Corporation invested 13.7 billion yuan in the renewal of rural power grid during the year of 2016-2017, among which 5.344 billion yuan was to improve the power grid in 3,473 impoverished villages. As of the end of 2017, power grid in 6,732 impoverished villages has met the electricity need of residents to improve living standard and industrial development. It was also in line with the arrangement of poverty alleviation of the local party committee and government to provide electricity for 1.69 million impoverished people and ensure that everyone gets access to electricity and shakes off poverty.

Hubei Province: 276,100 people will shake off poverty via relocation this year. During the “13th Five-Year Plan” period, Hubei Province is going to relocate 890,800 people to help them get rid of poverty. During 2016-2017, Hubei relocated 614,700 people. Besides, the province plans to accommodate 276,100 people in 12 cities (forests) in 2,694 accommodation points (construction in progress) this year, the last year of poverty alleviation via relocation.

Hebei Province Agricultural Department and Leading Group Office of Poverty Alleviation and Development jointly published a work scheme. The scheme also summarizes ten typical models featuring a complete value chain, close interest integration mechanism and remarkable poverty-alleviation results, and publicizes them throughout the province.

Ningxia Hui Autonomous Region realized full coverage of the “Three Districts” sci-tech talents in destitute villages. The designated “Three Districts” sci-tech talents will work with sci-tech poverty alleviation instructors in “groups” to carry out targeted poverty alleviation. That means we will focus on fostering characteristic industries, sci-tech model households, and skilled farmers in poor villages, and spreading experience gained at selected units to an entire area to help people get rid of poverty via breed selection, development pattern and brand sales.

Public Poverty Alleviation and Charity News：
The Central Enterprise Poverty Alleviation Fund invested 14 industrial poverty alleviation projects in Sichuan, with a total of 11.771 billion yuan. The projects cover multiple fields, including modern agriculture, production and marketing connection, as well as cultural tourism. The Central Enterprise Poverty Alleviation Fund was initiated by the State-owned Assets Supervision and Administration Commission of the State Council and supported by the Ministry of Finance, and was jointly funded by relevant centrally-administered state-owned enterprises. The total fund now reaches 15.386 billion yuan. As of the end of August this year, a total of 11.677 billion yuan were invested in 55 projects.
