State and Ministerial Policy News：
Hu Chunhua attended the advancing conference of designated poverty alleviation among central government agencies, stressing that we should firmly push the designated poverty alleviation to a new level and set an example in winning the battle against poverty. We should select capable cadres, increase input and mobilize all social forces to participate in poverty alleviation. We should focus on industrial development and employment to lift people out of poverty through introducing enterprises to develop industries and increasing employment in specific poverty-stricken counties. We should help those counties to clarify their development ideas and make a plan of winning the tough battle of alleviating poverty and annual poverty-reduction plan. The government should clearly specify the requirements and strengthen the implementation of poverty-alleviation tasks.

Liu Yongfu, Head and Party Secretary of the State Council Leading Group Office of Poverty Alleviation and Development, delivered a speech in the national meeting on promoting poverty alleviation through developing rural tourism (also known as the introduction and marketing event of “Beautiful Hunan Province”). He stated that we have entered the decisive stage of poverty alleviation, and the departments of poverty alleviation and development should actively cooperate with the departments of culture and tourism in implementing and improving poverty alleviation, building the mechanism of reducing impoverished population, providing assistance to them, developing tourism in destitute areas and displaying the achievements of poverty alleviation through tourism.

Ministry of Agriculture and Rural Affairs launched the activity of inviting investment to destitute areas in Yunnan Province. Recently, the Development Department of Ministry of Agriculture and Rural Affairs and the Agriculture Department of Yunnan held the 2018 Investment-Attracting Activity of Destitute Areas of Nujiang and Diqing Prefectures in Yunnan Province. During the activity, projects such as maize hybrid seed breeding, construction of rural agricultural product processing center and technical service, large-scale cattle farms, as well as villages’ exploitation and construction reached the contract, with a total amount of 830 million yuan.

Henan Province has released the schedule and plan of poverty alleviation. Recently, Henan Provincial Government issued the Provincial Three-Year Plan on Winning the Battle Against Poverty, specifying the schedule and plan of poverty alleviation from 2018 to 2020, so as to secure that by 2020, the impoverished rural population, destitute villages and counties can shake off poverty under the current standard. Currently, there exist big challenges as 2.214 million rural poor people and 47 impoverished counties are still not lifted out poverty.

Sichuan Province: With joint efforts from five aspects, we will win the battle against poverty in three years. Sichuan Provincial Department of Agriculture held a video conference on the arrangement of winning the battle against poverty in three years. Focuses were required to be placed on five fields, namely industrial structure adjustment, agricultural park construction, operator cultivation, production-marketing system and agricultural science and technology. According to the pattern of “region, watershed, complete domain”, the government will promote the scattered characteristic industries to gradually gather and win the battle against poverty.

Jilin Province: The experience exchanging meeting of “glory action of private enterprises supporting poverty alleviation” was held in Jilin. In the activity, the private enterprises helped the registered impoverished villages shake off poverty in the major form of characteristic industries by precise bridging and targeted plans. Over the past three years, a total of 160 private enterprises has helped 109 registered impoverished villages build 32 anti-poverty projects with investment of almost 40 million yuan, which brought jobs to over 500 people. Staged achievements have been made.

Hebei Province launched the project of “10 modes, 100 enterprises and 1,000 villages” to promote poverty alleviation through developing characteristic industries. To thoroughly implement the Guidelines on Winning the Targeted Poverty Alleviation Battle in Three Years, Hebei Province has spared no effort to push forward the demonstration project of “10 modes, 100 enterprises and 1,000 villages”, namely, concluding and popularizing 10 classic modes of industrial poverty alleviation, cultivating 100 poverty alleviation leading enterprises and selecting 1,000 villages with distinctive industries and increased incomes for farmers as examples, as well as arranging poverty-alleviation tasks through developing characteristic industries.

The per capita disposable income of rural residents in poverty-stricken areas of Yunnan Province has increased by 86 times. Over the past four decades since the reform and opening-up, poverty-stricken population in Yunnan province has greatly decreased and the poverty incidence has been continuously reduced. The income of farmers in poverty-stricken areas has greatly increased and quality of consumption has continuously improved. In 1978, the per capita disposable income of rural residents in poverty-stricken areas of Yunnan was only 100 yuan, which increased to 8,695 yuan in 2017, a cumulative increase of 86 times with an average annual growth rate of 12.1%.

During the “99 Commonweal Day”, more than 32 million yuan was raised for 236 public welfare projects in Shaanxi Province. The “99 Commonweal Day” is a large-scale online public welfare activity with charity projects as the carrier, based on netizens’ loving donation and motivated by matching funds. Focused on targeted poverty alleviation, Shaanxi Charity Association mobilized 487,800 people from all walks of life to donate and raised 32,388,900 yuan for 236 public welfare projects, covering medical treatment, education and other aspects.

This year, Gansu Province will support 80 supported employment bases through financial subsidies and employment arrangements to lift disabled people out of poverty. To help disabled people get stable jobs, the Province has selected 80 supported employment bases which have achieved significant results on poverty alleviation and subsidized each with 100,000 yuan. The disabled people’s federations in cities or counties could properly raise the subsidies according to the scale and the amount of disabled people they helped.

Guangxi Zhuang Autonomous Region: The World Bank’s demonstration project on results-oriented loans for poverty alleviation in Guangxi was launched. Harold L. Bedoya, Deputy Director for China at the World Bank Group, and Huang Ribo, Vice President of Guangxi Committee of Political Consultative Conference, attended in the launching ceremony and delivered speeches. The project was financed by a $400 million (2.6 billion yuan) loan from the World Bank. The project aims to increase the income of peasants through industrial poverty alleviation, improve the supporting infrastructures, develop industries which contribute to poverty alleviation and help the government of Guangxi carry out the poverty alleviation project included in the “13th Five-Year Plan” .

The Inner Mongolia Autonomous Region provides contracted and classified household doctor services to impoverished patients with chronic diseases. Recently, the Health and Family Planning Commission of Inner Mongolia Autonomous Region released Notice on Issuing Action Plan of Providing Contracted Family Doctor Services to Registered Impoverished Patients with Chronic Diseases, emphasizing that doctors of the team, according to agreement, should provide basic medical and public health services for any assigned patient. In addition, for patients with chronic diseases, the household doctor services should be classified before contract signing.

Public Poverty Alleviation and Charity News：
According to the released data, more than seven million poverty-stricken households have benefited from the 854 listed companies. Among the listed companies, state-owned and privately-held companies are the absolute mainstay, accounting for 96% of the total. From the perspective of industry distribution, the financial industry contribute a lot for the poverty alleviation, with 65 listed financial companies disclosing their poverty alleviation information. As for the means, the industrial poverty alleviation has achieved a lot, with the total input reaching 20.804 billion yuan, accounting for 61% of the total.
