State and Ministerial Policy News:
Wang Yang led the Branch I of central government delegation to Guyuan City to celebrate the 60th anniversary of the founding of Ningxia Hui Autonomous Region with cadres and people of all ethnic groups from all walks of life, and learned about the poverty-alleviation progress. Wang Yang and the delegation visited the enterprises brought to the city by the project of “Fujian-Ningxia Cooperation” (Fujian-Ningxia pairing-off poverty alleviation mechanism). They called on those enterprises to play a leading role in promoting employment and increasing income for the masses. They obtained more information about the poverty-alleviation progress through ecological migration projects in Yuanzhou District, investigated infrastructure construction of villages and improvement of people’s living standards through industrial development. They also paid a visit to Guyuan Vocational and Technical College for Nationalities, and praised its remarkable achievements in promoting employment of poverty-stricken students through vocational education.

The State Council Leading Group Office of Poverty Alleviation and Development held the national on-the-spot meeting for poverty-alleviation workshops of handicraft industries with special characteristics. We will push forward the construction of poverty-alleviation workshops in an orderly manner, especially the sound development of the workshops of handicraft industries with special characteristics, so as to increase employment opportunity and income for more impoverished people. Hong Tianyun, member of the leading Party group and Deputy Director of the State Council Leading Group Office of Poverty Alleviation and Development, pointed out that all the places should adjust measures to local conditions, and highlight the industries’ characteristics for development. The poverty-alleviation mechanism should be improved to stimulate endogenous motivations of the impoverished people. More policy support should be provided to establish a stable and long-term mechanism for income increase. Besides, our commitments should be maintained to ensure the development of long-term and stable projects for poverty alleviation through industrial development.

Two years of aid from Beijing helped 45,000 impoverished households in Yushu Prefecture get rid of poverty. Since the initiation of the Qinghai aid work, the Qinghai aid team from Beijing has selected 132 cadres to support Yushu, effectively advancing the construction, development, prosperity and harmony of the new Yushu. It is learned that the Qinghai aid team has helped 45,000 registered impoverished people in nearly 60 destitute villages shake off poverty merely during the two years from 2015 to 2017.

Gansu Province: East-West cooperation facilitates poverty alleviation in contiguous poverty-stricken counties. Recently, nine departments including the Gansu Provincial Poverty Alleviation and Development Office jointly issued the Three-Year Action Plan for Poverty Alleviation through East-West Cooperation of Gansu Province. According to the document, Gansu will make joint efforts together with four cities of eastern China (Tianjin, Xiamen, Fuzhou and Qingdao) to achieve poverty alleviation of 1.8685 million people in 58 contiguous poverty-stricken counties by 2020.

Shanxi Province: The Province will improve the weak conditions at badly built or poorly operated schools providing compulsory education in destitute areas in an all-round way, and ensure that “over 90%” of the construction of school buildings and procurement of equipment will be completed by the end of this year. A few days ago, the Education Department of Shanxi Province issued the Notice on Further Improving the Weak Conditions at Badly Built or Poorly Operated Schools Providing Compulsory Education in Destitute Areas, requiring all places to strictly follow the adjusted project plan for comprehensive refinement, produce more details about the schedule and road map, and speed up the progress of construction to ensure that “over 90%” of the construction of school buildings and procurement of equipment will be completed by the end of 2018.

A total of 907,000 impoverished people in Qinghai Province have been lifted out of poverty over the past five years, and the poverty incidence has dropped to a single digit for the first time. Recently, at the ninth press conference on the 40th anniversary of reform and opening-up held by Qinghai Provincial Government, Sheng Zongyi, Deputy Director of the Qinghai Provincial Bureau of Poverty Alleviation and Development, pointed out that 907,000 impoverished people in Qinghai Province have been lifted out of poverty over the past five years since 2013, and the poverty incidence has dropped to 8.1% in 2017 from 26.4% in 2012, reaching a single digit for the first time. The per capita disposable income of farmers and herdsmen in destitute areas increased to 9,462 yuan in 2017 from 5,364 yuan in 2012, with an average annual growth of 11%.

Guizhou Province issued the Plan for Further Mobilizing Social Organizations to Participate in Poverty Alleviation, so as to motivate social organizations to engage in poverty alleviation. The Plan has specified the main goals, principles and concrete measures for social organizations’ participation in poverty alleviation, so as to further mobilize social organizations in Guizhou Province to be actively engaged in poverty alleviation, and facilitate the realization of a well-off society in an all-round way for impoverished people and poverty-stricken areas as of 2020.

Shaanxi Province has stepped up efforts for poverty alleviation through industrial development and employment, improving poverty-alleviation quality through various measures. Recently, The Shaanxi Provincial Poverty Alleviation and Development Office has requested all cities and counties in the province to increase support for poverty alleviation through industrial development and employment, so as to ensure that there is at least one long-term business and one person on a stable job in poor households with ability to work. At the meantime, it is requested that all cities and counties should strengthen the construction of infrastructure and public services, constantly stimulate endogenous motivations of the impoverished people and consolidate the follow-up aid work, so as to achieve poverty alleviation at a higher level.

Henan Province: Impoverished natural villages will be completely covered by fiber-optic networks by the end of 2018. It is reported that Henan Province plans to invest 828 million yuan in 2018 to cover the last 6,932 natural villages (villages with more than 20 households) with 4G network, and 2,751 impoverished natural villages with fiber-optic networks, which will enable all the natural villages in Henan to access 4G network and all the impoverished natural villages to access fiber-optic networks by the end of 2018.

Heilongjiang Provincial Women’s Federation expressed solicitude for 3,800 poverty-stricken families in the province on the Mid-Autumn Festival. Recently, the Heilongjiang Provincial Women’s Federation joined hands with caring enterprises to extend solicitude to poor families in Harbin City. In this event, the Heilongjiang Provincial Women’s Federation allocated the supplies totaling 800,000 yuan to 3,800 poverty-stricken families in such cities as Harbin, Qiqihar, Mudanjiang, Daqing and Suihua, which helped poor families enjoy a pleasant Mid-Autumn Festival.

Experts from Hainan Association for Science and Technology advanced targeted poverty alleviation in destitute villages through science and technology. A few days ago, the event of Hainan’s “National Science Popularization Day” into destitute villages in 2018, sponsored by the Hainan Association for Science and Technology, was held in Qiandui Village, Heping Township, Qiongzhong Li and Miao Autonomous County. Four key activities including the science popularization theme exhibition, science popularization into destitute villages, science popularization lecture and science popularization for the masses were organized. The event would also continue in poverty-stricken villages of Qiongzhong Li and Miao Autonomous County, and experts would carry out science popularization activities for villagers in another two poverty-stricken villages, so as to advance poverty alleviation through science and technology.

Xinjiang aid work of Jiangsu Province put more efforts on targeted poverty alleviation. Since the 18th CPC National Congress, Jiangsu has made great efforts to promote the economic and social development, harmony and stability of the recipient areas in accordance with the working principle of “providing genial and scientific aid to Xinjiang in a constant manner”, and has made positive achievements in pairing assistance. In the new round of Xinjiang aid work, Jiangsu Province focused on the targeted poverty alleviation. Two front headquarters stepped up efforts in project construction, aid to Xinjiang through industrial development, talent training, pairing co-construction and social assistance. More project funds are allocated to destitute villages and impoverished people, helping recipient areas get rid of poverty precisely.

CPPCC National Committee Members of Macao Special Administrative Region donated 10 million yuan to help Congjiang County in Guizhou Province shake off poverty. A delegation of CPPCC National Committee members of the Macao SAR announced at a briefing on poverty alleviation in Congjiang County, Guizhou Province, that it would donate 10 million yuan collectively to help lift Congjiang out of poverty precisely. In addition, the delegation also indicated that it would spare no effort to solve difficulties of Congjiang, encourage more Macao people to conduct investigations in Congjiang, and introduce more projects and funds to boost its development.

The Targeted Poverty Alleviation Forum on “Great Power Winning the Tough Battle against Poverty by 2020” was held in Shenzhen. Zhan Chengfu, Vice Minister of the Ministry of Civil Affairs, said that all charitable forces should actively shoulder social responsibilities, and give top priority to alleviating poverty and building a well-off society in an all-round way. Xie Jingrong, Vice President of the All-China Federation of Industry and Commerce, stressed that private enterprises constitute a significant force in poverty reduction. Ou Qingping, Deputy Director of the State Council Leading Group Office of Poverty Alleviation and Development, hoped that social forces would become a “new major force” in lifting exceedingly poverty-stricken areas out of poverty, and social organizations would make more efforts for public benefits in targeted poverty alleviation.

The China Old Liberated Area Construction Association lifted millions of poor households out of poverty. Since 2016, the old liberated area construction associations nationwide which keep actively engaging in battle against poverty have introduced various funds totaling 45.46 billion yuan, cultivated 9,437 demonstration sites and bases for farming and animal husbandry, and provided assistance for 8,776 destitute villages, helping 1.058 million impoverished households shake off poverty. More than 630 counties in China still need to be lifted out of poverty in the next three years, 317 of which are old districts and counties. Therefore, all the local old liberated area construction associations will put more emphasis on the poverty alleviation and development of old liberated areas.
